Ukraine-Russia war latest: Putin picks ex-bodyguard for senior role - fuelling succession rumours

The Russian president has brought Alexei Dyumin, 51, closer to the centre of power since his re-election in March. Meanwhile, the leaders of France and Germany have said Ukraine should be allowed to strike targets in Russia - but on certain conditions.

A Russian airstrike has hit more than 100 houses in an eastern Ukrainian village, local authorities say.

The high-explosive aerial bomb wounded seven people in the Donetsk region, according to the Ukrainian National Police.

The attack took place seven miles from Kramatorsk, a key Ukrainian-held city. 

A four-year-old child was among those injured.

Vladimir Putin has appointed Alexei Dyumin, his former bodyguard, as secretary of the advisory State Council, fuelling speculation about his presidential potential.

The president has brought Mr Dyumin, 51, closer to the centre of power since his re-election in March, having made him an aide overseeing the defence industry this month.

The details of his new role are unknown.

"Russia's elite is abuzz with the appointment of Dyumin," Sergei Markov, a former Kremlin adviser and Putin supporter, said on Telegram.

"This is seen as confirmation that Dyumin is the future president of Russia, Putin's choice," Mr Markov said, adding that this was something that had long been rumoured.

There is no public debate or reliable information about who might eventually succeed Putin, who is 71 and is expected to rule for years, but his appointments are scrutinised for signs of whether he is lining up a potential candidate to one day take over from him.

Being publicly identified as a potential successor carries certain risks attached to being seen as a challenger.

Asked about Dyumin's appointment, the Kremlin said it was part of a rotation - he is taking over the role from Igor Levitin, 72 - and said he would look at how the State Council would function.

A German government spokesperson says agreements on how Ukraine deploys weapons supplied by the West are confidential.

They batted away questions on whether Ukrainian forces could use them to strike into Russian territory. 

The government was pressed on the issue at a news conference after French and German leaders said Kyiv should be allowed to hit military sites inside Russia from which missiles were being fired at Ukrainian territory.

Yesterday, Vladimir Putin tried to frame his invasion across the Kharkiv border, opening up a second front, as a result of the West failing to prevent Kyiv from attacking Russian targets.

Ukrainian drones have the capability of striking a target up to 1,550 miles away, but Moscow has been protected, a senior Russian airforce official has said.

The comments, made by Dmitry Bogdanov, head of the radio-electronic warfare department of the Russian Aerospace Forces, suggest a wide swath of Russian territory bordering Ukraine is vulnerable to attack.

"The enemy is not standing still," Mr Bogdanov was quoted as saying by state news agency Tass. 

"Now unmanned aerial vehicles can traverse an area of up to 2,500 kilometres, and many [Russian] regions are aware of this." 

It comes after a Kyiv source told Reuters on Monday that a Ukrainian drone had attempted its deepest strike yet, targeting a Russian early-warning military radar system in the Orenburg region, almost 1,000 miles away.

Since the start of the year, drone attacks have also struck critical oil refining infrastructure in Russia.

Ukraine does not officially confirm or deny it is attacking refineries inside Russia, but it says such sites are legitimate targets as they aid Moscow's military effort.

A major barrage in May last year saw two drones fly towards the Kremlin complex overlooking Red Square before they were destroyed.

Police have searched the office of a European Parliament employee in Brussels over suspected Russian interference, Belgium's federal prosecutor's office says.

Officers also raided the employee's residence and the EU Parliament's French headquarters.

It comes after an investigation was launched last month by the Belgian prime minister, who said his intelligence service uncovered a network trying to undermine support for Ukraine.

"The searches are part of a case of interference, passive corruption and membership of a criminal organisation and relates to indications of Russian interference, whereby members of the European Parliament were approached and paid to promote Russian propaganda via the Voice of Europe news website," prosecutors said.

Prosecutors said they believe the employee played "a significant role in this".

This comes less than two weeks before polls open on 6-9 June to elect a new EU parliament.

"According to our intelligence service, the objectives of Moscow are very clear," said Belgian leader Alexander De Croo.

"The objective is to help elect more pro-Russian candidates to the European Parliament and to reinforce a certain pro-Russian narrative in that institution."

The Swedish government will donate military aid to Ukraine worth £960m.

It is the largest package of the 16 Sweden has agreed to so far.

"It consists of equipment that is at the top of Ukraine's priority list," deputy prime minister Ebba Busch said. 

This includes air defence, artillery ammunition and armoured vehicles.

Sweden's defence minister Pal Jonsson said the country has ruled out sending any Swedish-built JAS 39 Gripen jets for now, saying Ukrainian is focusing on implementing the F-16 programme. 

Several countries have said they want to donate F-16s, with Belgium pledging 30 yesterday.

Mr Jonsson said Sweden "is still working on possibly being able to contribute with the Gripen system later."

Prisoner of war exchanges between Russia and Ukraine have been suspended for several months, Russia's human rights commissioner says.

Tatyana Moskalova blamed what she called Kyiv's "false demands", the state news agency Tass reported.

It was unclear precisely when swaps ceased. There was no immediate comment from Ukraine. 

Moscow and Kyiv have carried out periodic prisoner swaps via intermediaries since Moscow launched its invasion.

Outside Kyiv, manufacturers have been demonstrating their answer to the challenge of rescuing injured soldiers from the battlefield.

Several remote-controlled stretchers were being tested in these pictures taken by Reuters at an undisclosed location.

Russian guided bombs killed two civilians in the eastern Ukrainian city of Toretsk yesterday, Donetsk's regional governor has said.

They heavily damaged two multistorey apartment buildings, said Vadym Filashkin.

Mr Filashkin said Russian forces attacked the city with three bombs, located north of Russian-held Donetsk.

Rescue teams were on site to determine the extent of casualties.

Villagers use surveillance to monitor alligator’s surprise visit

An alligator paid a surprise visit to a home in The Villages and the homeowners kept an eye on him thanks to their surveillance system.

Community Watch called Julie Widby this past Friday afternoon to warn her that a patrol driver spotted the alligator under a boat in her garage in the Village of Del Mar.

She and her husband were up at their home in Green Valley, Ill., but were able to monitor the alligator’s activities thanks to their Ring camera surveillance system.

“He was there for about six hours,” she said.

The alligator could be seen under the couple’s boat and near their golf cart. Widby also believes the alligator broke a screen and made a little foray into their lanai.

It’s mating season and alligators are on the move. This past week, Sumter County sheriff’s deputies corralled an alligator that was blocking the multi-modal path near Hope Lutheran Church in The Villages.

What is the true story behind ‘Sight’? Movie details life of immigrant and surgeon Dr. Ming Wang

Sight

Dr. Ming Wang grew up wanting to be a doctor — and that’s because he comes from a long line of medical professionals.

“Five generations (of doctors) since the Qing Dynasty,” Wang tells TODAY.com. “They’ve been practicing medicine from traditional Chinese medicine to my father, who practiced Western medicine. I always wanted to be a doctor.”

But Wang’s journey in following in his family’s footsteps wasn't easy. His life story is recounted in the new film “Sight,” which depicts how the Chinese immigrant survived his homeland's harsh Cultural Revolution to become a world renowned eye surgeon in the U.S. The film is based on Wang’s autobiography, “From Darkness to Sight.”

Along the way, Wang was bullied by soldiers, made to stop studying medicine and lost a dear friend. However, his resilience, determination and supportive parents got him to Harvard University and Massachusetts Institute of Technology, and helped him develop innovative treatments to restore vision to millions.

“Sight,” directed by Andrew Hyatt, also highlights Wang's mission to help blind orphan Kajal, a young girl from Calcutta, India, who was intentionally blinded by her stepmother, who poured sulfuric acid into her eyes and abandoned her at a train station.

“Not only is it a story about a Chinese immigrant, but an inspiring one that has affected thousands of people around the world,” actor Terry Chen, who portrays Wang in the film, tells TODAY.com.

“I’m the beneficiary of immigrant parents myself to North America, so it resonated with me immediately. To have an opportunity to play such an iconic figure in the medical world is an absolute honor and privilege.”

Wang himself calls the film “a humbling experience” and a “surreal” opportunity to relive his past through its set and actors Jayden Zhang, Ben Wang and Terry Chen, who all portray him at various stages in his life.

Is ‘Sight’ based on a true story?

Yes, “Sight” is told over the course of five decades, from a 6-year-old Wang (Zhang) seeing his doctor father, Dr. Zhensheng Wang, help a family friend who was badly hurt and blinded in the late 1960s.

As a young adult, Wang (Ben Wang) is forced to leave school during the Chinese Cultural Revolution, the sociopolitical movement from 1966 to 1976. At this time, Chinese politician and chairman of the Chinese Communist party Mao Zedong shut down schools and called for young people to form military groups. According to History , at the time people were told to rid themselves of the “Four Olds”: old customs, old culture, old habits and old ideas.

As shown in the film, Wang learned how to play the Chinese violin, erhu, and to dance to escape the labor camps.

Sight

“During the cultural revolution in China, as depicted in the film, I wasn’t even allowed to go to high school because the government shut down all universities and colleges,” Wang says, adding how they sent high school graduate to “some of the poorest part of the country.”

After the Cultural Revolution was over, Wang studied to take a college entrance exam, which he passed with flying colors, despite not attending high school. He was accepted into the University of Science and Technology of China.

At the age 21, in 1982, he arrived in the U.S. with $50 and a three-piece suit his mother bought him with her savings.

“After I came to America, I thought, ‘Well, I always wanted to be a doctor. Maybe this is my chance to realize my dream,” Wang recalls. “In the process, I had to go through some challenges, one of which was to overcome the racial bias and discrimination as Asian American.”

Despite facing discrimination and racism, Wang graduated magna cume laude from Harvard Medical School and MIT and earned his a Ph.D. in laser physics from the University of Maryland.

Wang's family and the support they show him throughout his life are also central in the film. His mother, Dr. Alian Xu, came to the U.S. in 1986 and his late father, Dr. Zhensheng Wang, arrived in 1988. They became research scholars at universities, he says, while his younger brother, Yu Wang, came to the U.S. in 1992 and is currently a researcher at Northwestern University.

Actor Greg Kinnear portrays Dr. Misha Bartnovsky in the film, Wang’s colleague and someone he calls a “mentor.”

Sight

“He was a mentor to me in helping me, not just the scientific research aspect, but really (giving me) confidence as an immigrant in a new country.”

Bartnovsky worked alongside Wang, helping him create the amniotic membrane contact lens. Bartnovsky was also with him, as depicted in the film, when he took on Kajal’s case.

Chen notes that while the film is based on Wang’s life, it doesn’t try to “make a political statement” or attempt to be “historically accurate.”

“What we’re trying to be accurate with is his experiences through immigrating from one country to another and the obstacles that presented themselves,” Chen says. “And Dr. Wang is truly ... much too humble in telling his experience coming to America.”

Wang also created nonprofit organizations Wang Foundation for Christian Outreach to China and Wang Foundation for Sight Restoration, which have helped patients in over 40 states and 55 countries with free procedures. He's also the founding director of Wang Vision Institute in Nashville, Tennessee.

Wang continues to practice medicine but has shifted from performing the surgeries himself to teaching the next generation of doctors.

He is married to wife Anle, and they reside in Nashville.

What happened to Kajal?

Kajal’s story is real. The young girl's stepmother poured acid into her eyes, and she was left at a train station. A Christian social work group called Society of Underprivileged People found her and looked for ways to restore her sight.

When Kajal, portrayed by Mia SwamiNathan, gets examined by Wang, both her eyes are damaged, with only the right eye having a chance of restored vision.

At the time, her story was documented by various new stations .

Wang's efforts to treat Kajal led him to invent the amniotic membrane contact lens with the help of Bartnovsky.

Kajal was the first person to use the amniotic membrane contact lens, though her sight was never restored.

“I thought at the time, we prayed that we would get everything right, the technology, but her surgery failed because her injury was too severe,” Wang says. “Medically, I was very devastated.”

Wang almost gave up surgery altogether after working with Kajal. But dancing with her at the Wang Foundation’s annual benefit, the EyeBall gala, in 2007 changed his perspective. “She had nothing but made the best (of her situation), she was happy,” he says.

Kajal eventually returned to India and went to college and earned her master's degree.

What is an amniotic membrane contact lens? 

An amniotic membrane contact lens is made from the innermost layer of the placenta. It has regenerative and healing properties that help dry eye syndrome and corneal scarring, according to the Wang Vision Institute . The lens is for patients who have “suffered injury, trauma, infection and malnutrition," Wang explains.

“The idea of using the amniotic membrane, really offered the best solution that you can use fetal tissue to help healing, restore eyesight to patients, but at the same time, you can also preserve life,” he says.

According to the American Academy of Ophthalmology, human amniotic membrane “has been shown to provide a substantial benefit in treating certain types of conjunctival and corneal disease.”

Wang Vision Institute has obtained two U.S. patents for the amniotic membrane contact lens.

Sight

Chen notes that the relationship between Wang and Bartnovsky “was so pivotal and paramount in the development of the technology because ... there were moments of failure ... obstacles and pitfalls, where Dr. Wang really leaned on Misha Bartnovsky for his support, not only as a medical colleague, but as a true friend.”

Why was Maria’s surgery a success?

“Sight” also depicts the success story of Maria Morari, a 15-year-old blind orphan from Moldova brought to the U.S. with hopes that Wang could help restore her vision.

Maria underwent the restoration surgery with the amniotic membrane contact lens, which proved to be successful.

2013 NATD Honors

The end of the film shows real footage of when Maria saw herself for the first time after the surgery.

“The amniotic membrane contact lens story also shows that our technology can (transform) the world,” Wang says, adding how after getting the patent, he shared the technology so “adopters can develop it quickly.” From there, he says, he went around the world teaching doctors how to use the technology.

What Is Glaucoma?

Glaucoma is a condition typically caused by a build-up of fluid in the front of your eye.  This build-up of fluid causes increased pressure in your eye, and that increased pressure can damage your optic nerve, resulting in a loss of vision.

Glaucoma is a serious condition that represents a leading cause of blindness in people over the age of 60, but visual loss from glaucoma can often be prevented or minimzed with early treatment.  There is no way to reverse damage from glaucoma to the optical nerve once it occurs, so glaucoma treatment instead focuses on preventing pressure in the eye that could cause damage.

In its earliest stages, glaucoma has no symptoms.  That’s why regular eye exams that check your eye pressure are essential to early detection and effective treatment. 

Medical Glaucoma Treatment

Glaucoma eye drops.

Prescription eye drops are the most common treatment for glaucoma. These eye drops work to manage pressure in your eyes by either reducing the amount of fluid your eyes produce, or by helping the fluid in your eyes to drain better. They’re most often applied once or twice daily, and most patients find them painless and easy to apply.

Some commonly prescribed glaucoma eye drops include Xalatan , Travatan Z , Timolol and Lumigan . It’s important to develop a relationship with an ophthalmologist who can work closely with you to create a personalized treatment plan for your eyes.

Other Glaucoma Medication

In some cases, glaucoma medication can be prescribed as a pill. These oral glaucoma medications work in similar ways to glaucoma eye drops, and can often be combined with glaucoma eye drops to treat more advanced cases.

  • Macular Degeneration

What is Macular Degeneration?

Macular Degeneration, or more specifically, Age-Related Macular Degeneration (AMD) is caused when damage occurs to a part of your retina, called the macula. This typically results in blurred vision at the center of your vision.

The earliest signs of macular degeneration are blurred or wavy vision, at the center of your vision. For example, if you are having a conversation with a friend, you might be able to clearly see their ears and the things around then, but have trouble seeing their eyes, nose and mouth.

There are two types of macular degeneration: ‘wet’ and ‘dry’ AMD.

Wet Macular Degeneration

Wet AMD is the less common, but typically more serious form of macular degeneration. Wet AMD occurs when new, abnormal blood vessels grow under the retina. These vessels can leak, and cause scarring of the macula.

You lose vision faster with wet AMD than with dry AMD, and while it’s much less common than dry AMD, it’s responsible for 90% of all AMD-related blindness. The good news is that there are now several injectible drugs, called anti-VEGFs that can be effective in slowing the damage caused by wet AMD.

At Moscow Family Eye Care, we’re happy to offer our patients a local option for Avastin , Lucentis and Eyelea injections that can help to effectively treat wet macular degeneration.

Dry macular degeneration is the more common, and more gradual, form of AMD.   Dry AMD is caused by a breakdown or thinning of cells in your macula, the back part of your eye.  

While there aren’t yet any effective medical treatments for Dry AMD, there are lifestyle changes you can make to reduce your chances of getting Dry AMD, and help to fight its progression. 

Diets high in fruits and veggies, as well as fish with lots of Omega-3 fatty acids, can lower your risk of Dry AMD.  

If you have Dry AMD, certain supplements can help to slow its progression. 

If you notice changes in your vision, the most important thing is to make an appointment right away. 

  • Diabetic Retinopathy

What is Diabetic Retinopathy?

Diabetic retinopathy is an eye disease linked to diabetes.  High blood sugar levels cause damage to blood vessels in the back of the eyeball, called the retina.  The blood vessels can swell, leak or close, or new abnormal blood vessels can grow.  Any of these changes can result in a loss of vision.  

Diabetic retinopathy occurs in two stages.  

Stage 1: NPDR

The first stage is non-proliferative diabetic retinopathy , or NPDR .  During the NPDR stage, blood vessels in the back of the eye leak, and cause swelling.  When swelling occurs in the central part of the retina called the macula, it’s called macular edema .  Macular edema is a leading cause of vision loss during the NPDR stage of diabetic retinopathy. 

NPDR-stage diabetic retinopathy can also cause the blood vessels in the back of the eye to close off.  This is called  macular ischemia , and can also cause blurring and vision loss. 

Stage 2: PDR

The second, more advanced stage of diabetic retinopathy is called  proliferative diabetic retinopathy , or PDR .  This stage starts when new blood vessels begin to grow in the retina, a process called  neovascularization . As these blood vessels grow, they can bleed into the central part of your eye called the vitreous.  They can also form scar tissue, which could even cause a detached retina. 

PDR-stage diabetic retinopathy is a very serious condition, and can quickly lead to permanent vision loss. 

Treatment Options

Medical options, controlling blood sugar & pressure.

Effective treatment of diabetic retinopathy is often the same as effective treatment of diabetes: controlling your blood sugar and pressure. Not only can this often prevent vision loss, it can even bring some vision back.

Medications for Diabetic Retinopathy

There are two types of medication that are commonly used to treat diabetic retinopathy: anti-VGEFs and steroids. Both are administered as injections, that work to reduce swelling in the back part of the eye, and slow vision loss or even restore some vision.

Surgical Options

Laser surgery.

A type of laser surgery called laser photocoagulation targets abnormal or leaking blood vessels with heat that can seal, or destroy the blood vessels

The procedure can reduce swelling, shrink blood vessels and help to prevent them from growing again

Advanced PDR can sometimes require a surgery called a vitrectomy. During a vitrectomy, the opthalmologist will remove vitreous gel, blood and sometimes scar tissue from leaking vessels in the back of your eye.

The procedure is designed to allow light to properly pass through the eye, and once again focus effectively.

About Dry Eye

Tears play an importent role in our ability to see.  Every time we blink, our eyelids spread tears over the surface of our eyes.  These tears lubricate, nourish and protect our eyes.  When our body doesn’t produce enough tears, or the right kind of tears, it’s a condition called dry eye. 

It’s easy to think of dry eye as just an inconvenience, but at Moscow Family Eye Care, we recognize that dry eye syndrome can be a serious medical condition that can negatively affect your quality of life, and your ability to see.  We work with each of our dry eye patients to develop and implement effective treatments for their needs. 

Tear Duct Plugs

Tear duct plugs, also called punctal plugs or lacrimal plugs, are tiny plugs that are inserted into your tear ducts to block drainage. In many patients, this can help to retain more moisture in the eye, and reduce dry eye symptoms.

Inserting tear duct plugs is a quick, typically painless procedure we perform in our office.

Prescription Dry Eye Treatment

Prescription eye drops, like Restasis®, work to increase your eyes’ natural ability to produce tears. Other medications can target inflammation around your eyes that can keep oil glands from secreting oil into your tears. Reducing this inflammation can help to improve the quality of your trears, and reduce your dry eye symptoms
