Whether you’re a student or a professional, a visit report helps you document the procedures and processes at an industrial or corporate location. These reports are fairly straightforward. Describe the site first and explain what you did while you were there. If required, reflect on what you learned during your visit. No additional research or information is needed.

Writing a Visit Report

Explain the site's purpose, operations, and what happened during the visit. Identify the site's strengths and weaknesses, along with your recommendations for improvement. Include relevant photos or diagrams to supplement your report.

Describing the Site

Step 1 Look over the requirements of your visit report.

  • Reports are usually only 2-3 pages long, but in some cases, these reports may be much longer.
  • In some cases, you may be asked to give recommendations or opinions about the site. In other cases, you will be asked only to describe the site.
  • Ask your boss or instructor for models of other visit reports. If you can't get a model, look up samples online.

Step 2 Start the paper with general information about the visit.

  • If you visited a factory, explain what it is producing and what equipment it uses.
  • If you visited a construction site, describe what is being constructed and how far along the construction is. You should also describe the terrain of the site and the layout.
  • If you’re visiting a business, describe what the business does. State which department or part of the business you visited.
  • If you’re visiting a school, identify which grades they teach. Note how many students attend the school. Name the teachers whose classes you observed.

Step 4 Explain what happened during the visit in chronological order.

  • Who did you talk to? What did they tell you?
  • What did you see at the site?
  • What events took place? Did you attend a seminar, Q&A session, or interview?
  • Did you see any demonstrations of equipment or techniques?

Step 5 Summarize the operations at the site.

  • For example, at a car factory, describe whether the cars are made by robots or humans. Describe each step of the assembly line.
  • If you're visiting a business, talk about different departments within the business. Describe their corporate structure and identify what programs they use to conduct their business.

Reflecting on Your Visit

Step 1 Describe what you learned at the site if you’re a student.

  • Is there something you didn’t realize before that you learned while at the site?
  • Who at the site provided helpful information?
  • What was your favorite part of the visit and why?

Step 2 Identify the strengths and weaknesses of the site.

  • For example, you might state that the factory uses the latest technology but point out that employees need more training to work with the new equipment.
  • If there was anything important left out of the visit, state what it was. For example, maybe you were hoping to see the main factory floor or to talk to the manager.

Step 3 Provide recommendations for improvement if required.

  • Tailor your recommendations to the organization or institution that owns the site. What is practical and reasonable for them to do to improve their site?
  • Be specific. Don’t just say they need to improve infrastructure. State what type of equipment they need or give advice on how to improve employee morale.

Formatting Your Report

Former students report injuries and isolation at Utah facility for troubled teens

Alumni and advocates are pushing for more oversight of Elevations Residential Treatment Center, part of the same company as a wilderness camp where a boy died.

Elevations Residential Treatment Center in Syracuse, Utah, says on its website that it strives to provide “guidance, support, and relief to students of all genders” in a safe, therapeutic environment.

But some former students say that description bears little resemblance to the facility they attended. 

Two recent attendees say they incurred serious injuries while being restrained by staff. In the past five years, Elevations employees have failed to follow mandatory reporting requirements for child abuse, improperly secluded children for days on end and have conducted unauthorized strip searches, according to state records. 

“They need to close their business down,” said Chloe Gilliland, 18, who attended Elevations from July 2023 to June 2024. “I don’t understand how they can go to sleep at the end of the day.”

Elevations is part of Family Help & Wellness, a company headquartered in Oregon that operates 10 treatment programs in four states for adolescents with behavioral and mental health challenges. Many, like Elevations, attract children from other states.

Earlier this year, one of those programs, a North Carolina wilderness camp called Trails Carolina, lost its license after a 12-year-old suffocated in the weather-proof sack he was required to sleep in. The death, which was ruled a homicide , happened within 24 hours of the boy’s arrival . Trails Carolina has denied wrongdoing, and no one has been criminally charged in the death, though the investigation is ongoing.

Several other Family Help & Wellness programs have run afoul of state regulations for failing to notify the state of critical incidents, such as those in which children were injured or allegedly abused, and preventing children from calling licensing agencies , among other violations.  

Child welfare experts and advocates say multiple incidents at facilities within the same organization highlight the need for closer scrutiny of companies that run youth treatment centers and more communication among the states they are based in. 

“If you have an entity that has numerous places, and you’re hearing about problems that are similar across several of them, why aren’t you looking at all of them, and why aren’t you asking the tough questions about that?” said Nate Crippes, a supervising attorney with the Disability Law Center of Utah, which he said has received complaints about Elevations.

NBC News interviewed four former staff members and 11 former students who attended Elevations in the last five years, many of whom are active on a grassroots Instagram page where alumni share concerns and push for more oversight of the facility.

Nearly all described a chaotic environment where staff members were spread thin and physical restraints and self-harm were common. 

“I genuinely left worse than when I came in,” said Stella Downey, 20, who attended Elevations from June 2020 until February 2021. Downey said she frequently had to intervene when peers, including her roommate, harmed themselves. 

“I would see her covered in blood,” she said. “It definitely has scarred me.”

A 2022 statement posted on both the Elevations and Family Help & Wellness websites asserts that the former clients criticizing its programs and the industry at large are unreliable narrators who mischaracterize their treatment, and that children are safer in its programs than in public schools. Elevations’ leaders did not respond to interview requests. Through an attorney, Elevations declined to comment on specific allegations, citing privacy laws.

“Elevations RTC has helped nearly 700 children and families in crisis,” the attorney, Christopher Droubay, said in an email. “It is often the last hope for families who have exhausted all other options to help their child.”

But in recent years, there has been a steady increase in calls to police from Elevations, rising from 15 in 2019 to 56 in 2023. Syracuse Chief of Police Garret Atkin said Elevations is on track to nearly double last year’s tally by the end of 2024. Most of the calls involve clients alleging that they have been mistreated by the facility staff, or children assaulting a peer or employee, he said.

From May 2023 to May 2024, Elevations reported at least 105 incidents of self-harm and 138 uses of physical restraints, according to state records.

Miranda Goodwill, 20, said she was violently restrained face-down by a staffer for throwing books at a wall in 2019. Another student at the time said she witnessed this incident and described it similarly to NBC News.

“I got up, and there was a bunch of blood coming down my ear,” Goodwill said. “They made me tell the people at the hospital that I just fell instead of telling them what actually happened.”

Youth rights advocates said they hoped the closure of Trails Carolina would result in more regulatory scrutiny of Elevations, but thus far it has not. In Idaho, North Carolina and Utah, where the Family Help & Wellness youth programs are based, officials said they do not take violations at affiliated facilities in other states into account when evaluating programs. Only the child welfare agency in New Mexico, where one treatment center is, said it is currently looking into that program’s association with Family Help & Wellness, though its actions are limited to the facilities in its state.

Kelly Webster, board treasurer for the National Association of Therapeutic Schools and Programs, a trade association to which Elevations belongs, said she understands why prospective families might want to draw connections between related programs. But she urged caution.

“I don’t think it’s reasonable to assume that just because something awful happened at a program in North Carolina, because it’s owned by some of the same corporate-backing as a place that serves a totally different population, does different things in the name of treatment in Utah, that they’re also going to be bad and that a tragedy like that will occur there, too,” she said.

Katie England, a spokesperson for the Utah Department of Health and Human Services, which oversees facilities like Elevations, said that it “does not have the statutory authority to use facility violations or adverse incidents in other states when making Utah-specific licensing decisions.”

Recent changes in Utah have increased the number of state inspections of treatment centers and required more tracking of critical incidents, such as restraints and self-harm. But there’s little national data available on the frequency of those incidents, something industry experts and advocates hope to change with the Stop Institutional Child Abuse Act . The bipartisan bill would establish a federal interagency work group to improve communication among state licensing and child welfare agencies, and create the first national database of restraints and seclusion in youth treatment centers.

Ben Jones, director of legal and policy initiatives for the youth advocacy group Lives in the Balance, said the bill is a “necessary step in the right direction because at this point, we have no centralized oversight whatsoever.” If families are sending kids away from home for treatment, he said, “then we should damn well be sure that they’re safe and getting good stuff for all this money.”

To Rachel Jonas, Elevations seemed like a sanctuary for her daughter. The facility advertised an LGBTQ-affirming environment, and Jonas was optimistic that Elevations would help Sabrina, who is transgender, with her suicidal thoughts. She was relieved when the San Diego Unified School District agreed to cover the tab for her Elevations tuition under a 2009 Supreme Court ruling requiring accommodations for children with special needs.

Jonas’ trust turned to distress in July 2023, a month into her daughter’s stay, when Sabrina revealed in a family therapy session over Zoom that another teenager at Elevations had grabbed her by the hair and slammed her into a chair, fracturing her tooth. Sabrina’s therapist at Elevations then abruptly ended the call, she and her mom said.

“I was sobbing and crying,” Sabrina, now 18, said, adding that she was told to return to class instead of continuing the discussion.

Sabrina later told her mom that she had also been sexually harassed and groped multiple times by a student at Elevations. She said she told her therapist, but he took no action. 

Jonas said she felt like she was “conned” by Elevations. As she looked for a new placement for Sabrina, Jonas said she complained about her daughter’s treatment to administrators at her school district, who in turn promised to investigate.

When contacted about Sabrina’s case, the San Diego Unified School District said it was not currently using Elevations. 

In October 2023, the California Department of Education found that Elevations had failed to refer “allegations of sexual abuse to the appropriate authorities” in a timely manner, according to an investigation report that closely mirrors Sabrina’s description of events. The education department ordered Elevations to show that it had provided mandated reporter training to all appropriate staff to stay on approved status with California.

In a statement, the department said it “monitors nonpublic schools on a regular basis” and “can impose corrective actions where appropriate.” It did not say whether Elevations had provided the training but noted that nine students from the state are currently attending the school.

At least 28 school districts in seven states have paid millions in total to send students to Elevations, according to data from GovSpend, a database that tracks government spending. Of the 16 that answered questions from NBC News, only one said that it was aware of recent violations at the facility, and six said the information would make them reconsider whether they would use Elevations again.

Family Help & Wellness was founded in 2008. After getting a nearly $15 million infusion in 2014 from Trinity Hunt Partners , a private equity firm in Dallas, the company took over a treatment center known then as Island View, where former students alleged they were subjected to cruel punishments and aggressive restraints. Family Help & Wellness renamed the facility Elevations and defended the program at the time as in line with state regulations. The allegations of mistreatment continued.

In 2018, a former Elevations student sued the facility, alleging that she suffered a traumatic brain injury three years earlier that went untreated for about six days as a result of being slammed to the ground during a restraint. Elevations disputed in a court filing that the staff member had “violently grabbed” or “slammed” the student, and settled the suit for a confidential amount, according to the student’s lawyer. Elevations did not respond to requests for comment on the case or settlement.

Trinity Hunt Partners did not respond to a request for comment. 

Elevations charges more than $500 per day to house and treat a child at its facility, and is approved to hold 90 students at a time. Yet Elevations was consistently understaffed, three former staff members said. Erica Ulii-Suyat, who worked at Elevations from 2021 to 2023, said sometimes there weren’t enough employees to escort everyone to the cafeteria, so students would be forced to stay in their dorms all day.

“These kids were just wasting away in the hallways, looking at these brick walls day in and day out, especially on the weekends,” Ulii-Suyat said. “Then they would wonder why they would have freakouts — I wanted to freak out.”

In November 2021, Pool said he told his therapist at Elevations, Ryan Faust, that his father had sexually assaulted him earlier that year. Faust responded that he did not believe Pool and called his father to discuss the allegations, according to a lawsuit Pool filed against Elevations in January. Faust did not immediately report the allegations to authorities.

“I just felt like, maybe in my heart, there was a chance that he could have helped me,” said Pool, 18, who called it “crushing” that Faust didn’t believe him. “I mean, he could have at least just reported it.”

Jennifer Wilde, Elevations’ executive clinical director, said in a January statement that Faust delayed reporting the allegations “while he reviewed the matter” and that Pool’s father was investigated but ultimately not charged. 

Faust entered a guilty plea in August 2023 for failure to report child abuse, a misdemeanor, according to court records. A three-member state panel ruled on Aug. 5, 2024, that Elevations appeared more interested in keeping Pool “in their facility for monetary reasons rather than his best interests as a minor.” The lawsuit is still pending.

Faust and an attorney representing him did not respond to requests for comment.

Derek J. Williams, an attorney for Pool’s father, said that Pool’s allegations were part of a series of false accusations. Williams said the father placed Pool at Elevations to “try to keep his son alive.”

Pool was released to his mother’s care in 2022 and, since filing his lawsuit, has become outspoken on social media and visited Capitol Hill this year as an advocate for tougher oversight of the troubled teen industry. He was recently accepted to the University of California, Berkeley. 

Jonas said her daughter, Sabrina, is also doing better after leaving Elevations last September. Sabrina was placed at the San Diego Center for Children, where she was allowed to frequently call her family and where she felt safe. She finished her senior year with A’s, learned to play guitar and has made new friends.

But her mother still regrets Sabrina’s time at Elevations.

“I thank God every day that she’s out of that hellhole,” Jonas said. “We are traumatized from that place.”

Georgia high school shooting suspect was previously interviewed after FBI received reports of online threats

New details are emerging about the 14-year-old student accused of killing four people and wounding nine others in Wednesday's shooting at Apalachee High School in northern Georgia, including what investigators learned when they interviewed the suspect last year. As new information comes out about the suspect, Colt Gray, officials continue to investigate how the teen obtained the gun used in the attack and what led up to the latest school shooting in the U.S.

The suspect has been charged with four counts of felony murder, and District Attorney Brad Smith, whose district includes the Barrow County high school, said Friday that more charges are expected to be filed.

The Georgia Bureau of Investigation announced Thursday evening that the suspect's father, 54-year-old Colin Gray, was arrested on murder charges in connection with the shooting. He was taken into custody on two counts of second-degree murder, four counts of involuntary manslaughter and eight counts of cruelty to children. 

"These charges stem from Mr. Gray knowingly allowing his son, Colt, to possess a weapon," GBI Director Chris Hosey said in a news conference Thursday night. 

CBS News learned that police and federal agents are investigating if the weapon used in the shooting was purchased by the teen's father as a gift for his son in 2023, according to four federal law enforcement sources close to the investigation.

A search of the suspect's home following the shooting also showed that the suspect had an interest in previous school shootings, CBS News has learned.

The teen appeared in court Friday morning for a brief hearing where Judge Currie Mingledorff II advised him of his rights and told him that the maximum penalty for the four counts of felony murder he's facing is life in prison without parole or life in prison with the possibility of parole. The judge initially told the teen he was also possibly facing the death penalty, but then said he wasn't because he's under 18 years old. 

The teen spoke very little during the hearing, responding to questions by saying, "Yes, sir."

Earlier tips about threats

More than a year ago, tips about online posts threatening a school shooting led Georgia police to interview a 13-year-old boy, but investigators didn't have enough evidence for an arrest. On Wednesday, that same boy opened fire at his high school in north Georgia, officials said.

The suspect has been charged as an adult in the deaths of Apalachee High School students Mason Schermerhorn and Christian Angulo, both 14; and instructors Richard Aspinwall, 39; and Christina Irimie, 53, GBI Director Chris Hosey said at a news conference.

At least nine other people — eight students and one teacher at the school in Winder, about an hour's drive northeast of Atlanta — were taken to hospitals with injuries. At least seven of those patients were treated and released by late Thursday, while at least one other remained hospitalized in stable condition, hospital officials said.

The suspect is currently being held at the Gainesville Regional Youth Detention Center, Georgia Department of Juvenile Justice spokesperson Glenn Allen told CBS News on Thursday.

Armed with an assault-style rifle, the teen turned the gun on students in a hallway at the school when classmates refused to open the door for him to return to his algebra classroom, classmate Lyela Sayarath said.

The teen earlier left the second-period algebra classroom, and Sayarath figured the quiet student who recently transferred was skipping school again.

But he returned later and wanted back in the classroom. Some students went to open the locked door but instead backed away.

"I'm guessing they saw something, but for some reason they didn't open the door," Sayarath said.

When she looked at him through a window in the door, she saw the student turn and heard a barrage of gunshots.

"It was about 10 or 15 of them at once, back-to-back," she said.

The math students ducked onto the floor and sporadically crawled around, looking for a safe corner to hide.

Two school resource officers encountered the shooter within minutes after a report of shots fired went out, Hosey said. The teen immediately surrendered and was taken into custody.

According to Barrow County Sheriff Jud Smith, law enforcement was notified of the threat thanks to a  new security system  that had been installed about a week earlier. Smith noted there were three school resource officers on campus at the time of the shooting.

Georgia law prohibits minors from possessing handguns, but there is no minimum age to possess a rifle or shotgun in Georgia.

Teen previously interviewed over FBI tips

The teen had been interviewed after the FBI received anonymous tips in May 2023 about online threats to commit an unspecified school shooting, the agency said in a statement.

FBI Atlanta  said on social media  Wednesday night that the FBI's National Threat Operations Center found that the posts came from Georgia, and "the FBI's Atlanta Field Office referred the information to the Jackson County Sheriff's Office," which is adjacent to Barrow County.

The sheriff's office interviewed the then-13-year-old and his father, who said there were hunting guns in the house but the teen did not have unsupervised access to them. The teen also denied making any online threats.

According to reports from the sheriff's office released Thursday, the threats were made using an account on the online chatting app Discord. The profile name for the account was written in Russian, which was translated to the last name of the shooter in the deadly 2012 attack at Sandy Hook Elementary School in Newtown, Connecticut, according to the sheriff's office.

The teen told investigators he deleted the Discord account because it kept getting hacked, according to the sheriff's office reports.

Local police records obtained by CBS News described him as "reserved" and "calm" during the interview with Jackson County sheriff's deputies.

Those records also indicate Gray's parents were going through a messy divorce at the time, with his mother taking custody of two other children in the divorce while the suspect stayed with his father.   

Jackson County Sheriff Janis Mangum, whose deputies questioned the suspect in 2023, told CBS News Thursday that "it's sad that we have that kind of evil in our society."

In the incident report, a deputy reported that the teen "assured me he never made any threats to shoot up any school."

Mangum doesn't believe that 2023 interview was a "missed opportunity."

"No, I think he (the deputy) did all he could do with what he had at that time," Mangum said. 

The sheriff's office interview also revealed that the teen and his father had been evicted from their home in early 2023. The father also told investigators that the teen had been having problems at middle school but that things had gotten better when he went to a different middle school.

The father told investigators he'd gone to the new school many times to keep track of his son and described his conversations with school officials.

"He doesn't really think straight, can we just, you know, just kind of put your arms around him get him through seventh grade," the father said, according to the transcript. "I just wanna make sure he's good. Like I mean we're up there all the time talking to the school."

The father also told the investigators his son was getting picked on at school.

The sheriff's office alerted local schools for continued monitoring of the teen, but there was no probable cause for arrest or additional action, the FBI said.

Hosey said the state Division of Family and Children's Services also had previous contact with the teen and will investigate whether that has any connection with the shooting. Local news outlets reported that law enforcement on Wednesday searched the teen's family home in Bethlehem, Georgia, east of the high school.

"All the students that had to watch their teachers and their fellow classmates die, the ones that had to walk out of the school limping, that looked traumatized," Sayarath said, "that's the consequence of the action of not taking control."

Authorities were still looking into how the teen obtained the gun used in the shooting and got it into the school with about 1,900 students in Barrow County, a rapidly suburbanizing area on the edge of metro Atlanta's ever-expanding sprawl.

Disturbing trend

It was the latest among dozens of school shootings across the U.S. in recent years, including especially deadly ones in Newtown , Connecticut;  Parkland , Florida; and Uvalde , Texas. The classroom killings have set off fervent debates about gun control and frayed the nerves of parents whose children are growing up accustomed to active shooter drills in classrooms. But they have done little to move the needle on national gun laws.

Before Wednesday, there had been 29 mass killings in the U.S. so far this year, according to a database maintained by The Associated Press and USA Today in partnership with Northeastern University. At least 127 people have died in those killings, which are defined as incidents in which four or more people die within a 24-hour period, not including the killer — the same definition used by the FBI.

On Wednesday evening, hundreds gathered in Jug Tavern Park in downtown Winder for a vigil. Volunteers handed out candles and also water, pizza and tissues. Some knelt as a Methodist minister led the crowd in prayer after a Barrow County commissioner read a Jewish prayer of mourning.

Christopher Vasquez, 15, said he attended the vigil because he needed to feel grounded and be in a safe place.

He was in band practice when the lockdown order was issued. He said it felt like a regular drill as students lined up to hide in the band closet.

"Once we heard banging at the door and the SWAT (team) came to take us out, that's when I knew that it was serious," he said. "I just started shaking and crying."

He finally settled down once he was at the football stadium. "I just was praying that everyone I love was safe," he said.

Several people who attended this week's Land Forces expo protests are assessing their legal options after being injured by police crowd control tools, according to a police misconduct lawyer.

Victoria Police has defended the conduct of officers, saying a "fairly large cohort" were engaged in violent behaviour.

What's next?

While the Land Forces expo has ended, the police operation will continue until Sunday.

On Friday, Victorian Premier Jacinta Allan was asked whether Melbourne was the protest capital of Australia.

"No, we're the greatest city in the world," she told ABC Radio Melbourne.

But images beamed all over the globe from Melbourne's anti-war protests could indicate the former.

The main organisers of the demonstrations were Students for Palestine and anti-war group Disrupt Land Forces, who vowed to protest the Land Forces expo outside the Melbourne Exhibition and Convention Centre.

The three-day expo started on Wednesday and was one of the biggest in the defence industry's calendar, attracting hundreds of weapons companies from around the world . 

Students for Palestine spokesperson Jasmine Duff said the group wanted to hold the state government to account.

"The Victorian government is a principal sponsor of the Land Forces convention, and Jacinta Allan has refused to answer questions in parliament about how many millions they're spending on it," she said on Wednesday.

In preparation, Victoria Police assembled its largest operation since the year 2000, involving well over 1,000 officers including some from the regions and interstate.

The scene on Wednesday quickly turned violent. Police estimate about 1,500 protesters turned up, with some throwing urine, rocks and horse manure at officers and lighting fires on Spencer St bridge.

Police fired foam bullets — often mistaken for, but similar to, rubber bullets — and discharged pepper spray at members of the crowd .

Demonstrations continued on Thursday and Friday outside the expo and in Melbourne's CBD, but they were much smaller and did not result in the same level of violence as on Wednesday. 

Across the three days, dozens were arrested for various offences including assaulting police, obstructing police, arson and blocking roadways — including two women who plunged their arms into wet concrete in the middle of a city road on Friday .

Both police and protesters reported injuries serious enough to require hospital treatment.

On Wednesday, Victorian Police Chief Commissioner called the anti-war protesters "hypocrites" for turning up with the intention to cause violence and said a "fairly large cohort" of demonstrators were involved in this sort of conduct.

But the protest groups and several human rights and legal organisations have criticised the police's response , labelling it as "excessive", with the Victorian Greens calling for an independent inquiry into their conduct.

Reports of injuries from protesters and police

Jeremy King, principal lawyer and head of police misconduct at Robinson Gill, said he had been contacted by several people with injuries requiring "significant medical attention".

"We've had some inquiries regarding the use of rubber bullets and excessive force by police in which people have suffered what look to be some pretty nasty injuries," he said.

"We've done a lot of claims against Victoria Police in the past in regards to a heavy-handed approach to protesters and to media, so we're very familiar with these types of issues."

Melbourne Activist Legal Support (MALS) had 19 volunteers observing Wednesday's protest who witnessed people not involved in violence against police getting hurt by pepper spray and foam bullets.

"We saw the escalation of police response to quite an extreme level, and we were both astounded and disgusted in many ways by the level of police force we saw used," MALS spokesperson Anthony Kelly said.

Mr Kelly said it was hard to evaluate overall whether this protest was more violent than others witnessed by the group, which has been compiling reports on police activity at significant Melbourne protests since 2013. 

But the Police Association of Victoria secretary Wayne Gatt told ABC Radio Melbourne some members said they felt it was the most violence they had experienced while at work.

"I spoke to some in hospital last night … I spoke to them this morning as they were preparing to be deployed. They're exhausted," he said on Thursday morning.

"Some of these people have said to me they have never in their careers, some spanning decades, have … confronted more violence at individual events than they did [on Wednesday]."

Mr Gatt defended the police's use of force, even potentially against well-intentioned protesters caught in the crossfire.

"[Police] don't have magic wands — they have basic means to keep themselves and others in the community safe."

'Odds are stacked' against protesters

University of South Australia associate professor Sarah Moulds said protesters in Australia were not immune from criminal law.

"If you intimidate and assault, protesting doesn't give you immunity," she said.

However, she said in the last few decades, more legislation had been passed across the country giving more powers to police in protest situations.

"Since the 1970s, we haven't seen any laws enacted to protect protests, in fact we've seen the opposite," she said.

"Police can declare an area as a 'designated area' and can arrest and question people, or can exercise powers in response to a perceived risk of safety.

"The odds are stacked against the protesters … police have a lot of lawful power and offence provisions."

She said society being able to protest on "serious" issues such as military concerns was a sign of a healthy democracy.

The New York Apartment That Has Sheltered One Family for 86 Years

A rent-controlled apartment is a rare thing, and so is the family that shared their home with students and refugees, rent-free, over the decades.

In 1938, Jonathan Slon’s grandmother found the perfect apartment. So perfect, in fact, the family never moved out.

Mr. Slon and his children represent the fourth and fifth generations to call the place home.

At different points, various combinations of generations have lived together in the Upper West Side apartment over the past 86 years.

When Mr. Slon’s mother, for instance, went off to Vassar College, her room was given to her grandmother — that is, Mr. Slon’s great-grandmother, Alice R. Botsford, who was born in 1856.

Mr. Slon, too, left the city for college and work, but when he came back to visit his grandmother, Mildred Alice MacInnis, in 1983, he saw that she was having a hard time getting through the day on her own. “I noticed she had a lot of sadness when she was alone,” he said. So he moved into the apartment and looked after her until she died.

When Mr. Slon and his wife, Renee, had their own children, he asked his mother, Jean MacInnis Slon, who was a widow living in her own Manhattan apartment, to move in with them. “I didn’t want to tell her I was worried about her living alone,” he said. “So what I said instead was, ‘I need you.’ And it was true.”

If Ms. Slon was at work and Mr. Slon needed to walk the dogs or go to the store, he knew his mother was there to watch Nigel and Maeve, newborn fraternal twins, and 2-year-old Sidney. “Having her around also meant she could tell them stories,” he said. “Some stories even I hadn’t heard.”

His mother was there so Sidney could crawl into bed with her when he couldn’t sleep, and so Renee would have someone to encourage her to go back to college for a degree in psychology. “My wife and mother got along great,” Mr. Slon recalled, “which was a huge gift. They were both really intelligent women who loved exploring big topics together.”

The family got to spend a decade with Mr. Slon’s mother before she died. Now he and Ms. Slon live in the apartment with Maeve, who is finishing her studies at CUNY. She was born in 2001, which means that Slon family members born in three different centuries have, at one point or another, stared out the same French windows overlooking Riverside Park and the Hudson River.

For more than eight decades, the Slon family has been immunized from the threat of their rent outpacing their income because the apartment is rent controlled.

While there are 960,600 rent-stabilized apartments in New York City, there are only 24,020 rent-controlled apartments, according to the Rent Guidelines Board, the panel that determines rents for restricted units. These units have stricter rules for rent increases than rent-stabilized units, and the only units eligible for the program are in buildings constructed before Feb. 1, 1947, and occupied by a tenant, or their legal lease successor, since the beginning of 1974.

Occupation: Retired sound recordist

On succession rights: After his grandmother died, Mr. Slon was concerned that the landlord, Columbia University, wouldn’t allow him to renew the lease. “But I ran into a law professor in the building,” he recalled, “and he said the laws that protect residency rights often extend to grandchildren. At first Columbia didn’t cash my rent checks, which made me nervous, but then they started cashing them so I finally thought, ‘OK great, I’m in.’” (Indeed, a fact sheet provided by the city said succession extends to grandchildren as long as they have been living in the dwelling for a minimum of two years.)

On neighborhood fame: Ms. Slon works in a geriatric clinic at Mount Sinai Morningside, just a few minutes’ walk from home. “She’s much more famous in the neighborhood,” Mr. Slon said, laughing. “I’m the one who grew up here. She grew up in Indiana, but the old people in the neighborhood, they know her. I was walking down the street and these two older ladies waved at me and I heard one turn to the other and say, ‘That’s Renee’s husband!’”

So why would the Slons ever leave?

They have four bedrooms, three bathrooms and plenty of space. The home extends the length of building and requires three routers to access the internet in every room. Mr. Slon recalled that in high school someone described the size of the place in terms of area codes associated with different boroughs: “A friend growing up would joke, ‘Man, your apartment is so big, the back of it is 718.”

While many of the units in the building have been renovated over the years, much of the Slon apartment has remained untouched since the family moved in: the hanging rack in the kitchen for drying clothes, pedestal sinks, penny round marble floors in the bathrooms, the swinging kitchen door with the porthole.

His grandmother’s teacup collection is displayed in a china cabinet near the dining table. “When I was a kid she would say, ‘Let’s have tea. Pick out your favorite cup,’” he recalled. “She was not the kind of person who locked them up and said you can only look at them. We’ve kept that philosophy with the apartment. It’s not a museum. It’s to be used.”

This sense of putting the apartment to use has always extended beyond family members.

For 10 years, Mr. Slon’s grandmother volunteered with “English in Action,” a Columbia University program that paired her with international students she could put up rent-free in a spare bedroom. She sometimes put her language skills to use — she spoke French — and helped the newcomers navigate their lives in the United States. “Why pay money for a dorm?” Mr. Slon said, recalling his grandmother’s reasoning. “I have all these bedrooms, come stay with me.”

Over the years she took in students from Taiwan, Japan, France. She was still giving students a place to live near the end of her life, when Mr. Slon moved in. “My grandmother loved meeting foreigners.”

Her hospitality generated lasting effects. One of the students his grandmother hosted was in touch with Mr. and Ms. Slon and recently moved back in. “She teaches Japanese to high school students,” Mr. Slon said. “She wasn’t doing so well when the pandemic started so we told her to move back in.”

Mr. and Ms. Slon have given shelter to many people over the decades. In 1995, just a few years before they had children of their own, they provided housing for Adnan Brankovich, a 17-year-old Bosnian war refugee. “We called him our first son,” Mr. Slon said. Just as his grandmother had done, Mr. Slon allowed Mr. Brankovich to stay in the apartment rent-free.

Mr. Brankovich lived with them for five years and went on to a career in advertising. He is still a part of their lives, recently attending Mr. Slon’s 70th birthday party. “He has a house in Southampton now, he owns multiple condos in Williamsburg,” Mr. Slon said. “He’s made a fortune. He loves New York and he loves America. He tells us we are his American parents.”

Lately, Mr. Slon has been gathering some of his most senior neighbors. After retiring from a career in the film industry as a sound recordist, he started volunteering with Life Force in Later Years, a local nonprofit that provides social and practical services for older people in Morningside Heights and Harlem. “We use our apartment as a gathering spot for seniors,” he said. Every Tuesday, he serves lunch for senior men who have lost their wives.

The Slon family mantra remains in effect: Make good use of the space. “We recognize our luck in having this apartment,” he said.

Carbon emissions from logging would be the third highest emitting sector of Canada's economy, if the federal government reported them out separately, according to a new report from groups including Nature Canada.

They would only be behind emissions from oil and gas production and transportation, said the report , released Wednesday.

However, because Canada doesn't break out those emissions, logging is unfairly portrayed as a sustainable industry, the climate advocates say. Aspects of that reporting mechanism, some of which are unique to Canada, have also been questioned by UN experts charged with reviewing Canada's annual emissions reports to the international community.

"It's become clear that it's quite an emissions behemoth," said Jennifer Skene, an author of the report and the global forest policy manager for the Washington-based Natural Resources Defense Council (NRDC).

"The government is not being forthright about that, and is not treating it on par with other high-emitting sectors."

Inconsistencies with measuring human-caused emissions

There isn't one consistent global standard for measuring emissions from the land sector, because different countries have different climates, landscapes and methodologies. 

But for Canada, because it has one of the largest forestry sectors in the world — and about 10 per cent of the world's forests — accurately measuring the industry's emissions has an outsized impact.

The report outlines several issues with how Canada measures its emissions for the sector.

Many are common issues globally. For example, current UN guidelines allow for countries to offset their total emissions with carbon removals from trees, underreporting the true amount — and making the full picture of the logging industry's emissions lost in the larger, complex land sector.

Logging emissions are reported as part of the larger land sector, an approach environmental advocates obscures its climate cost.

The researchers say Canada should report logging emissions separately, rather than as part of the larger land sector, to transparently show the climate impact of the $33-billion industry. 

Another issue is how land is categorized: Human-caused emissions are measured on what are called "managed lands" — those that are actively affected by human activity, like forestry, conservation and fire suppression.

But different jurisdictions count their managed lands inconsistently — B.C. and Alberta, for example, consider all their forests as managed, because of fire suppression and logging activities taking place there. Meanwhile, Ontario and Quebec have a northern limit, beyond which the forests are not considered managed.   

The inconsistent approach to delineating managed land can have a big impact on the final emissions numbers, because countries count carbon removals by trees in managed areas. 

"Essentially what [Canada's] doing is taking credit for forests that it can but has not yet cut," Skene said.

Canada doesn't measure wildfire emissions

Unique to Canada in emissions reporting is that it doesn't consider the emissions from events like insect outbreaks and wildfires on managed land as part of the forestry sector's total, the report noted — an approach not taken by most other countries.

Wildfire emissions in particular have become a major issue, as last year's fires produced a record amount of them . This year has also seen devastating fires, especially the (still ongoing) wildfire that destroyed Jasper.

However, once those forests grow back and reach an age of commercial maturity, the government designates the carbon they absorb to the forestry sector.

A UN review  in July also flagged this as an issue. Canada, it said, claims that human activity is not a major driver of wildfires — even though they are exacerbated by human-caused climate factors — and so those emissions cannot be counted among those accounting for the sector.

However, that assumption "is not supported by long-term data and scientific understanding," the UN review said. 

Canada has made major revisions to land emissions estimates

The federal government, in apparent response to recent criticism, has begun overhauling its emissions reporting for the sector. Its latest National Inventory Report lists total emissions from Canada's managed lands as 51 megatonnes in 2022. This is a major recalculation from previous years, which showed Canada's lands as a net carbon sink rather than as an emissions source.

The government made the recalculation because it has new estimates of what counts as a "managed" forest.

Nature Canada and other groups have been critical about how a large swath of Canada is considered "managed." A larger managed forest means there are more carbon removals by trees to count.

Therefore, with the size of managed land in Canada reduced, emissions from logging and other activities are no longer fully offset by trees, and the land sector now appears as a carbon emitter in the country's reporting.

However, according to the Wednesday report, the full impact of the logging industry is still obscured. If emissions from the logging industry were reported separately from the overall land sector, they would actually total 147 Mt, behind only oil and gas (217 Mt) and transport (156 Mt), according to the latest report.

The calculations are based on the approach taken in a peer-reviewed study published earlier this year.

Anthony Taylor, the author of that study and an associate professor of forestry at the University of New Brunswick, said in an email the new report drives home the point that Canada's managed forests aren't the tool to counter climate change they are sometimes purported to be.

"I know there are some forestry firms out there that manage their forest very sustainably, but as a whole, the sector is a net source based on the federal government's own data," Taylor said.

The Forest Products Association of Canada, an industry group, declined to comment without seeing the full report. But it's previously said that Canada's accounting methods are widely respected around the world and have been adopted in other countries. It's also defended the forestry industry as a source of climate-friendly materials to replace carbon intensive products like steel and concrete.

Natural Resources Canada, the department that compiles emissions for the land sector, has a multi-year plan to improve its calculations. 

Recalculating the extent of managed lands is one part of that. It's also planning to improve how it measures the impact of oil and gas development on forests and better estimates for emissions from wildfires.

"Canada's approach to estimating forest GHG emissions and removals is based on science and evidence," the department said in a statement.
