Renouvellement urbain du quartier des Oliveaux

Rénovation urbaine du quartier des Oliveaux : habitat, espaces publics, services.

​ Le quartier des Oliveaux est retenu, depuis décembre 2014, par l'Agence Nationale pour le Renouvellement Urbain (ANRU), comme site d'intérêt national. L'objectif du projet ? Disposer à terme d'un quartier attractif, agréable et ouvert sur la ville et la métropole.

Les acteurs du projet  :

Un tiers de la population loossoise (7 000 habitants) habite les Oliveaux. C’est pourquoi il est indispensable de mener un réel projet d’envergure sur ce secteur de la ville.   Entré dans une phase opérationnelle, avec des réhabilitation et déconstructions en cours, le projet va continuer de se développer d’ici 2026. Faisons le point.

Logement : la qualité au rendez-vous, à l'aube d'une nouvelle vie

Le projet de rénovation urbaine des Oliveaux inclut un dispositif de relogement pour améliorer l’habitat et les espaces publics du quartier. Changer de domicile, changer de vie et d’habitudes n’est pas facile. La MEL, la Ville de Loos, Partenord Habitat, Citéo, l’armée du Salut et les ménages travaillent ensemble pour mieux comprendre et vivre ces changements, dans une optique d’amélioration du cadre de vie des habitants.

L’un des grands principes du relogement enclenché depuis la validation du projet de rénovation consiste en effet à respecter le choix d’un ménage de rester ou non à Loos et de tout mettre en œuvre pour y arriver. La stratégie liée à l’habitat du quartier passe aussi par une meilleure variété des logements. Des maisons individuelles, maisons en bande ou des logements collectifs seront construits en lieu et place du foyer Salengro, où il est également prévu d’implanter des espaces verts pour prolonger la flore existante. 

Suite à un Conseil municipal dédié au renouvellement urbain puis à une réunion publique en septembre 2023, faisons le point sur les changements du quartier des Oliveaux.

Les tours Saint-Exupéry et Musset

Gérées par Partenord Habitat, vont faire l’objet d’une réhabilitation en site occupé / en présence des locataires. Les travaux sont importants : ils représentent 60 000 € par logement. Au-delà de l’embellissement et de la qualité de vie, de nouveaux balcons privatifs discontinus seront implantés, à la place des anciens balcons filants, et l’isolation sera considérablement améliorée. Le classement thermique va ainsi passer de E à B.

Dans une seconde phase, les espaces extérieurs seront traités et ces bâtiments deviendront des résidences à part entière, sécurisées et agréables pour les locataires.

Par ailleurs, les autres immeubles d’habitation gérés par Partenord Habitat, situés dans le périmètre du NPNRU, feront eux aussi l’objet de résidentialisations.

Les travaux des résidences Lavoisier, Verhaeren, Marot

Ces tours, gérées par Vilogia (photo de gauche, Lavoisier), datent de 1957 et sont les plus anciennes du quartier. Les travaux sont importants : ils représentent près de 70 000 euros par logement. Au-delà de l’embellissement et de la qualité de vie, des balcons vont être implantés sur les séjours et l’isolation sera considérablement améliorée. Le classement thermique va ainsi passer de E à B. Dans une seconde phase, les espaces extérieurs seront traités et ces bâtiments deviendront des résidences à part entière, sécurisées et agréables pour les locataires. Par ailleurs, la tour Marot (photo de droite), gérée par Tisserin Habitat, a fait elle aussi l’objet d’importants travaux.

La tour Kennedy : un foudroyage à l’été 2025

C’est une condition essentielle de réussite du projet des Oliveaux. En tant que plus haute tour d’habitation au Nord de Paris, la tour Kennedy est l’élément central du quartier. Pour autant, cette tour de 28 étages et 95 mètres de haut, ne peut être rénovée, pour différentes raisons expliquées dans ce dossier.

Sa réhabilitation est compliquée pour deux raisons principales. La première est technique et propre à son accessibilité. Chaque ascenseur dessert par exemple un demi-palier et impose de gravir des escaliers, chose impossible pour des personnes à mobilité réduite et pour les habitants les plus âgés qui souhaitent à présent rester le plus longtemps possible dans leur domicile. Une mise aux normes avec les exigences d’aujourd’hui y est impossible d’un point de vue financier. La deuxième est liée à l’amiante présente dans le bâtiment. Ce matériau a été utilisé abondamment pour les constructions dans les années 60 pour isoler ou dans les sols. Les décrets amiantes sont venus multiplier le coût des travaux de réhabilitation.

Enfin, il est important de souligner que la tour Kennedy n’était plus attractive. Si certains locataires vivaient bien dans cette tour, il était de plus en plus difficile de trouver des candidats à la location. Elle doit donc disparaitre au profit de nouveaux logements et équipements publics dans le quartier, plus attractifs. Représentant la centralité du quartier, sa destruction permettra de repenser entièrement le quartier et d’y permettre une meilleure circulation, le développement de nouveaux commerces ou encore des services publics. De nouveaux habitats, plus modernes, seront également proposés. L’objectif : que les familles aient envie de venir vivre aux Oliveaux ! À savoir que la quasi-totalité des familles, soit 220 logements, a déjà été relogées.

Une démolition par foudroyage

La démolition par foudroyage est la solution retenue par Partenord Habitat et son bureau d’étude. Il s’agit de placer des explosifs pour que la tour s’écroule sur elle-même, prévue à l’été 2025. Un périmètre de sécurité sera évidemment à respecter. Les travaux préléminaires, quant à eux, vont bientôt débuter, que ce soit pour le désamiantage ou bien pour le curage, opération qui consiste à nettoyer le bâtiment de tous ses éléments. Au moment du foudroyage, il ne restera que du béton sur la tour.

Devoir de mémoire autour de ce moment spéctaculaire et symbolique

Des visites ont été proposées fin octobre dernier afin de rendre hommage à cette tour. Anciens habitants mais aussi des Loossois curieux ont pu monter les étages pour notamment y découvrir la vue. Près de 250 personnes ont assité aux visites qui étaient très vite complètes. Représenter la mémoire des habitants semble une évidence dans ce type de projet. C’est pourquoi, une vidéo de présentation de l’histoire du quartier à travers le regard de ses habitants est en cours d’élaboration par Hélène Cys, vidéaste. L’histoire de la tour Kennedy

Lors des visites de la tour, une exposition était à découvrir pour retracer l’histoire de l’immeuble. Mis en service en 1968 et inauguré en 1970, ce sont environ 4000 personnes qui y ont vécu.

Le saviez-vous ?

L’architecte, Jean-Pierre Secq avait imaginé la tour comme un donjon central de la cité médiévale. Il s’est inspiré du mouvement architectural «brutaliste» dont l’esthétique se caractérise par l’usage du béton. A l’époque, les jeunes cadres du secteur se pressaient pour y habiter !

Le démarrage des travaux de la nouvelle cuisine centrale

D’ici le printemps 2024, les travaux de la nouvelle cuisine centrale mutualisée avec la ville d’Haubourdin débuteront. Plus de 3000 repas par jour y seront préparés ! La livraison est prévue à l’été 2025. Elle sera située derrière le lycée Duhamel.

La désimperméabilisation des cours d’école

L’école Sand Daudet a vu sa cour d’école se métamorphoser cet été. Créer des ’îlots de fraicheur, favoriser la classe en extérieur, créer des zones d’ombre mais également infiltrer les eaux pluviales sont les objectifs principaux de cette végétalisation. Les cours de récréations seront, d’ici mars 2024, découpées en trois parties pour permettre le jeu chez les enfants mais également de développer la nature.

La démolition de la tour Vigny

Le relogement étant terminé dans la tour Vigny, cette dernière sera démolie d’ici mars 2024. Le calendrier définitif des travaux est encore en cours.D’ici janvier 2024, tout sera mis en oeuvre pour que le chantier de démolition impacte le moins possible les riverains.

La Lino, un premier tronçon inauguré

La Lino, un premier tronçon inauguré Fluidifier le trafic est l’objectif principal de cette nouvelle route. Ces travaux de grande envergure sont prévus sur plusieurs années et participent au renouvellement urbain pour répondre aux besoins en déplacement et en développement économique et durable. L’avantage de la Liaison Intercommunale Nord Ouest est à la fois pour la ville de Loos de désengorger son centre-ville mais également de désenclaver le quartier des Oliveaux afin d’y faciliter son accès, pour offrir aux habitants une liaison directe vers l’axe Potié et vers l’A25. Le premier tronçon Loos-Emmerin est déjà ouvert à la circulation ! Les travaux de la deuxième tranche fonctionnelle sont déjà en cours avec une fin prévue à l’été 2025. Ils comprendront le réaménagement de la M341 et de la M952 jusqu’à la Carrière des Ciments à Haubourdin, et la mise en œuvre d’une nouvelle voirie de la Carrière des Ciments à la rue Potié à Loos

Des quartiers fertiles inaugurés aux Oliveaux

Quatre terrains situés dans le quartier des Oliveaux, aujourd’hui en friches, vont être renaturés, cultivés et mis à disposition des habitants et d'agriculteurs.  Afin de permettre à la Fabrique de l’Emploi de développer ses activités et de définir les rôles et engagements réciproques de la structure et de la Ville de Loos dans le cadre du programme « Quartiers Fertiles » initié par l’ANRU, la municipalité met à disposition deux terrains pour une durée initiale de trois années à compter de la signature. Les conventions signées sont reconductibles par deux fois de manière tacite, pour une durée identique.  Le premier terrain concerné est l’espace situé sur l’ancien terrain de football Léo-Lagrange (3400 m2) et le City Stade accolé (590 m2) de manière transitoire en l’attente du déploiement du Programme de Renouvellement Urbain. Une partie des sanitaires de la Salle Léo Lagrange, sera également mise à disposition.

Cette mise à disposition s’effectuera moyennant le remboursement à la Ville des charges de fonctionnement (eau, électricité) ainsi que l’entretien courant des locaux mis à disposition. Ce terrain est destiné à la réalisation d’un espace test dénommé « le stade à faire germer «, à vocation de jardin solidaire et pédagogique, de démonstrateur d’agriculture urbaine et de mobilier urbain disposant d’un espace de déambulation autonome. Le second terrain concerné est un espace de 3000 m2 jouxtant le restaurant scolaire des Oliveaux, entre les rues Herriot et Diderot.

Les objectifs sont nombreux :

• Redonner une utilité aux espaces verts délaissés
• Lancer une production de fleurs et de légumes comestibles qui seront vendus aux habitants
• Créer un lieu de partage pour les habitants du quartier qui pourront venir cultiver leurs propres légumes
• Proposer aux jeunes agriculteurs de tester de nouveaux modèles

Les quartiers fertiles sont des espaces d'agriculture urbaines initiés par La Fabrique de l'Emploi en lien avec la Métropole Européenne de Lille.

Territoire Zéro Chomeur de Longue durée (TZC)

L’association « Territoires zéro chômeur de longue durée » a été créée le 7 octobre 2016 pour démontrer qu’il est possible à l’échelle de petits territoires, sans surcoût significatif pour la collectivité, de proposer à toutes les personnes privées durablement d’emploi, un emploi à durée indéterminée à temps choisi, en développant des activités utiles pour répondre aux besoins du territoire. La loi du 29 février 2016 a permis à 10 territoires d’expérimenter le droit à l’emploi, dont le quartier des Oliveaux à Loos.

La Fabrique des Quartiers (EBE)

La Fabrique de l'Emploi est une entreprise à but d'emploi (EBE), née de l'opération Territoires Zéro Chômeur de Longue Durée. Elle a pour objectif de créer de l'emploi et développer des activités utiles aux territoires sur la base des compétences de ses salariés, à Loos dans le quartier Oliveaux et à Tourcoing. L'entreprise regroupe différents secteurs d'activités et savoirs-faire : ressourcerie, réparation vélo, épicerie solidaire, retouche et vente textile, maraîchage, services aux habitants...

Des équipements publics et services rénovés 

Un nouveau restaurant scolaire inauguré

Après l’Abeille gourmande, le restaurant scolaire des Oliveaux dénommé la Ruche a été entièrement rénové et restructuré. Il a été inauguré le 22 novembre dernier et sera en service dès janvier 2024.

  3,7 millions d'€ pour la rénovation du restaurant scolaire

C'est fini ! Le nouveau restaurant scolaire pourra enfin accueillir les élèves dès janvier prochain. Ce bâtiment a subi de nombreuses transformations tout en conservant son style architectural "brutaliste" de 1974.

Le restaurant scolaire peut désormais accueillir 220 couverts en simultané en mode self et bénéficie d’une cuisine satellite moderne et ergonomique pour les agents. De plus, une terrasse a également vu le jour, permettant aux enfants de se dégourdir les jambes durant la pause méridienne dans un espace vert.

Le club house du stade Vandeweghe inauguré

Premier équipement public du projet de rénovation urbaine, le club house du stade Vandeweghe a été inauguré dimanche 6 février 2022 par la municipalité et les partenaires présents. Les Loossois et les associations disposent désormais d’un nouveau local moderne et fonctionnel. Plus qu’un nouvel équipement sportif, c’est le premier bâtiment à être livré dans le cadre du projet de rénovation urbaine des Oliveaux, preuve du démarrage concret de la phase opérationnelle.

L'école Perrault se refait une beauté !

Les travaux de rénovation partielle de l’école maternelle consistent en la réfection complète des circuits de chauffage, une meilleure gestion des eaux pluviales à la parcelle, la mise en place de murs à ossature bois, d’isolants bio-sourcés,de linoleum et l’apport de lumière naturelle.  La livraison du chantier est prévue pour septembre 2023, en site occupé, avec une continuité des classes à assurer, sans perturber pour autant le confort des élèves et des enseignants.

L’école Sand-Daudet a fait aussi l’objet de travaux,

cette fois concernant l’accessibilité du bâtiment (deux ascenseurs notamment). et l’aménagement d’espaces paysagers.

De nouveaux services vous accueillent

Depuis le début de l’année 2022, une médiatrice emploi effectue des permanences dans votre quartier, pour vous aider à retrouver un emploi. Son accompagnement porte sur l’aide à la rédaction de CV ou lettre de motivation, les candidatures au dispositif Territoires Zéro Chômeur, l’information et l’orientation sur vos démarches de recherche d’emploi. 

Par ailleurs, déjà implantée depuis octobre 2021 rue Foch en centre-ville, une autre antenne France Services est désormais accessible aux Oliveaux.

Saint-Exupéry was also famous as a pioneering aviator who wrote several adult books on the theme of flight. But after he disappeared during a reconnaissance mission over southern France in 1944, it was The Little Prince that lived on after him.

In The Pilot and the Little Prince , Sís renders Saint-Exupéry's life in gorgeously pointillist watercolors. He tells NPR's Melissa Block that his father gave him his first copy of The Little Prince when he was a child in Czechoslovakia. "I was very impressed. I thought, it's a beautiful book which is about how beautiful life will be."

On Saint-Exupéry's childhood desire to fly

There is a story that he was so obsessed with flying that he put these wicker rods with sheaths on his bicycle and was trying to fly — that he asked the local carpenter to build him like, a ramp. ... And nobody says how badly he crashed, they just say he didn't take off.

On his career as a mail pilot

So that was the most romantic, because he wants to be a pilot, he delivers mail, he goes to Spain, and then he goes to North Africa, and then he crosses the Atlantic and comes to South America. But I think I also like the idea that I found all these little vignettes about his life — it seemed like he always crashed, and then he somehow put himself together. He limped away ... and then he flew again, so I sort of admired that quality, because till the end of his life he would always pull himself together and keep on flying.

This is amazing, because he was continuing doing that even when the airplanes were getting more sophisticated. So he was amazingly obsessed with his writing and reading, which I think was easy, early when the planes were flying very slowly, and then it got more difficult towards the war.

[As a child] I read it as something which is about a beautiful place I can go, about a world which I might discover, about things which are impossible, and I might be able to accomplish them. It was this book full of promise. And then, just in the time when I came to America and I was asked to go back, or should I stay, I read The Little Prince again, and I realized it's a book about courage, because the pilot's surviving in the desert, so it gave me lots of hope. And then I read the book when I had little children ... and all of a sudden it was profoundly sort of sentimental and sad. And I realized it's like one of those books which goes with you the whole life.

Antoine de Saint-Exupéry

(1900-1944)

Who Was Antoine de Saint-Exupéry?

Antoine de Saint-Exupéry was a French writer, aviator, poet and author. Raised in an aristocratic family, he fell in love with aviation at an early age after took his first airplane ride at the age of 12. He received his pilot’s wings during his compulsory military service in 1922, around which time he also began to write. His adventures as a pilot would supply the inspiration for all of his literary endeavors, which culminated with the 1943 publication of the classic The Little Prince .

Antoine de Saint-Exupéry was born into an aristocratic family in Lyon, France, on June 29, 1900. His father died when he was a young boy, and his mother moved him and his four siblings to a relative’s château in the east. Saint-Exupéry enjoyed a mostly carefree and privileged life, and in 1912, he took his first trip in an airplane—an experience that would have a profound and lasting impression on him.

Receiving his early education at Catholic schools in France, Saint-Exupéry was sent away to a boarding school in Switzerland after the outbreak of World War I. He returned to France in 1917, and briefly attended a college prep school in Paris before attempting to enter the naval academy. However, a historically poor student, Saint-Exupéry failed the examination and studied architecture at the École des Beaux-Arts instead.

Beginning of Aviation and Writing Careers

Despite his disappointing rejection from the naval academy, in 1921, Saint-Exupéry was given the opportunity to realize his dreams of flying during his compulsory service in the military. Initially working as a mechanic in the army, he learned how to fly. Saint-Exupéry became a pilot in the air force the following year, based in North Africa. His engagement to a young woman resulted in Saint-Exupéry leaving the air force in 1922. However, when their relationship failed shortly thereafter, Saint-Exupéry returned to his first love, flying, and developed a new passion as well—writing.

While working various jobs, Saint-Exupéry began to write stories inspired by his experiences as a pilot. He published his first work, “The Aviator,” in 1926, the same year that he returned to flying as a mail pilot with the aviation company Aéropostale in Toulouse, covering routes between France, Spain and North Africa. The remainder of Saint-Exupéry’s life would be defined by the intertwining of his dual occupations as aviator and author, with the former providing the inspiration for his literary work.

'Wind, Sand and Stars' and Other Books

In 1931, Saint-Exupéry also married for the first time, to Salvadoran writer and artist Consuelo Suncin. Though they would remain together, by all accounts their marriage was a troubled one due to Saint-Exupéry’s infidelities and frequent absences. Among the most eventful of these sojourns was his 1935 attempt to break the air-speed record between Paris and Saigon. En route, his plane crashed in the Sahara, and he and his copilot wandered the desert for days, nearly dying of exposure and dehydration before being rescued by a wandering Bedouin. Saint-Exupéry’s 1939 memoir Wind, Sand and Stars , which includes an account of the events, surpassed the success of his earlier works, winning the prestigious Grand Prize for Novel Writing from the Académie Française and the National Book Award in the United States.

'The Little Prince'

Neither Saint-Exupéry’s growing literary success nor the disabilities resulting from several plane crashes could tear him away from his calling as a pilot. When World War II erupted, he became a military reconnaissance pilot until the German occupation forced him to flee France. Relocating to New York City, he lobbied the U.S. government to intervene in the conflict and also continued to document his adventures, publishing Flight to Arras in 1942 and Letter to a Hostage in 1943.

However, from a literary perspective, his most important work during this period was the children’s fable for adults, The Little Prince . The poetic and mystical tale of a pilot stranded in the desert and his conversation with a young prince from another planet, it was written and illustrated by Saint-Exupéry and published in both French and English in the United States in 1943, and later in more than 200 other languages. It is considered one of the greatest books in the 20th century and is one of the bestselling books of all time, becoming the subject of numerous adaptations, including a Grammy Winning children’s album featuring Richard Burton and a 1974 musical film featuring Gene Wilder and Bob Fosse .

In 2015, a new testament to the staying power of Saint-Exupéry’s cherished tale came in the form of a new 3D-animation adaptation with a star-studded cast that includes Jeff Bridges, Rachel McAdams , Paul Rudd , Marion Cotillard, James Franco , Benicio Del Toro , Ricky Gervais and Paul Giamatti. Mysterious Death

Never one to rest on his laurels, in 1943 Saint-Exupéry returned to France and rejoined his squadron, insisting on flying despite his age and infirmities. On July 31, 1944, he left Corsica for a reconnaissance mission over occupied France. He never returned, and when neither he nor his plane was found, he was deemed killed in action. Saint-Exupéry’s mysterious disappearance made international news and was the cause of much speculation until 2000, when a scuba diver exploring the Mediterranean Sea near Marseille discovered the wreckage of a plane that was later raised and identified as Saint-Exupéry’s. Though evidence indicated that he had likely been shot down, the true cause of his death remains unknown.

Divers' find may solve mystery of Saint-Exupéry wreckage found

Underwater explorers claim they have solved the mystery of the disappearance of Antoine de Saint-Exupéry , author of the most popular French book of the 20th century, who died when his wartime reconnaissance plane crashed on July 31 1944. No trace of the aircraft was found at the time.

Part of the tailplane of a P-38 French air force Lightning has been fished from the Mediterranean. Final proof is still lacking, in that the piece carries no identification numbers, but it was found near the spot where an identity bracelet bearing the name of the writer of The Little Prince, and that of his wife Consuelo, was recovered 18 months ago by chance.

Since then, a Marseille-based underwater exploration company, Comex, has been operating in the area with sounding equipment and mini-submarines in the hope of finding the missing aircraft before the 100th anniversary of Saint-Exupéry's birth in Lyon on June 29 1900.

The chairman of Comex, Henri-Germain Delauze, an experienced diver, was working with another company, Geocean, in connection with a television documentary team trying to solve the mystery of the author's last flight.

Mr Delauze said yesterday that part of the tailplane of a P-38 had been found within a mile of the spot where the bracelet was discovered by fishermen. Twelve other Lightnings of the United States or French air forces were brought down or crashed in the same sector, but all the others have been located and examined. It is understood that comparisons were made with the other planes and none lacked the portion of the tailplane found 40 metres below the Mediterranean in an area that corresponds to research done by an historian, Philippe Castellano.

"We will be looking for other pieces of the plane carrying identification numbers over the next few weeks so that we can say beyond doubt that this really was the aircraft of the famous pilot-flyer," said Mr Delauze.

Saint-Exupéry's family has persistently opposed attempts to find the missing plane, on the grounds that the discovery could undermine the myth that associates his mysterious disappearance with that of the hero of The Little Prince.

Friends of the pilot - who also wrote Night Flight and Wind, Sand and Stars - are also worried that speculation will be renewed on whether Saint-Exupéry crashed the plane deliberately because he was depressed at the prospect of being grounded after what was to be his last military mission.

Experts would like to examine the fuselage to see if there is any trace of damage through enemy action.

Eyewitnesses in the area between Marseille and Toulon in July 1944 claimed that they saw a similar unarmed plane flying well below its prescribed height before it crashed into the sea soon after midday.
