Travellers at Toronto's Pearson International Airport are being asked to pack plenty of patience on Monday as longer than expected lineups and Canada-wide staffing shortages cause delays. 

"This is ridiculous — this is really not well organized," said Adam Brazier, who is travelling home with his family to P.E.I. 

"A lot of people are going into the wrong lines right now because there's nobody to tell us which lines to go into." 

Matthew Green, the NDP MP for Hamilton Centre, reached Pearson airport about 90 minutes before his 8:10 a.m. domestic flight to Ottawa. He says he arrived to find about 500 people lined up in the airport outside of the gate, in what he described as a "disorganized, chaotic conga line." 

What became immediately apparent, Green says, is that the airport was "completely understaffed, unprepared, and unable to accommodate the bottleneck that was happening there." 

Green missed his initial flight, waiting two hours before boarding a different one.

The airport sent out a message on Twitter Monday morning, advising travellers to leave themselves lots of extra time and to check their flight status before leaving for the terminal. 

"We'd like to remind passengers that employees in the terminals are doing their best to get them on their way," the airport said in a statement. 

Staffing shortages, health checks causing delays

Several Canadian airports have had frustrated travellers in long lines due to a shortage of security screeners. 

Vancouver has seen particularly long waits , with passengers saying they have also missed domestic flights due to security screening delays. 

In an email to the CBC News, the Canadian Air Transport Security Authority (CATSA) said it's making every effort to address the issue — but it can't find enough workers to replace those laid off during the pandemic. 

CATSA, the federal crown corporation that's responsible for all passenger security screening, says once it does manage to hire enough staff, it will also take time to train them. 

In a statement Tuesday morning, CATSA CEO Mike Saunders apologized to passengers for the inconvenience.

"We are continuing to work with our screening contractors to take all steps possible to increase staffing levels while ensuring we continue to provide the highest levels of security screening," the statement reads.

Pearson also says health checks to cover the increased number of travellers have doubled processing times.

Green calls it "wholly unacceptable" that the airport couldn't have predicted delays as post-pandemic travel ramps up.

"What I've heard from staff is that this has been now the third day, essentially, of chaos there," he said. 

"They knew this was happening but we received no communications from Air Canada to come earlier."

Expect delays for next few weeks 

Speaking to reporters in Ottawa on Monday, Minister of Transport Omar Alghabra said he shares the concerns of travellers facing delays, as the country continues to see a "huge resurgence of appetite" for travel.

"I'm a traveller myself and I've seen lineups grow over the past few weeks," he said.

"Now we're learning once you turn off the economy, when you turn it back on it comes with imbalances."

Alghabra says Transport Canada has been working with CATSA, "ensuring that we have the adequate resources to respond to this surge of need for travelling." 

Asked for a timeline of when these issues might be resolved, Alghabra didn't confirm.

"I don't think that we'll immediately be able to resolve this," he said, adding that it will take at least a few weeks.

Anticipating long lines and a mass influx of travellers, Manvir Jutla arrived five hours early for his 4 p.m. flight to Vancouver.

"I am not missing my flight," he said with a laugh. 

Jen Baba isn't quite as confident. 

"I'm a little bit stressed, we [have] a lot of luggage," she said. "Hopefully we will not be late."

Karan Panchal, who is travelling to India, said he's still unsure of when his flight is even supposed to take off.

"My boarding pass has a different time and my flight time displayed is different," he said. 

"It definitely affected my plan."

Airports around the world are struggling to keep pace with the summer travel boom.

The disorder at Toronto Pearson International Airport was visible from the sky.

The pilot on Ted Laking’s domestic flight into the city last week had some unwelcome news: The tarmac was too crowded for the aircraft to descend. It would be another hour of circling around before the runway was clear enough for landing.

The trip home on Monday wasn’t much better. Mr. Laking, a city councilor in Whitehorse, Yukon, was again greeted by signs of trouble before entering the airport. This time, it was the tail end of a line of travelers spilling through Pearson’s sliding doors.

“It feels almost like a postapocalyptic movie, just everybody for themselves,” Mr. Laking said. Security lines with unclear endpoints would snake into a new course at the request of airport workers. There was no room to sit and too little staff to handle the irate travelers. All this was happening against the dissonant soundtrack of flight-delay announcements.

“People were yelling at each other; the public was getting at each other’s necks,” Mr. Laking said. “You get to the gate, and it was just pure chaos.”

These extreme backlogs have resulted in several interventions from the federal government and thousands of flight cancellations in Canada, while airports around the world are grappling with the same sort of problems as travel volumes rebound.

On Tuesday, the chief executive of London’s Heathrow Airport said staff shortages had constrained the airport’s capacity, leading it to limit passengers for the summer . Dublin Airport floundered under the pressure of surging travel demand across Europe in the spring, and thousands of flights at airports in the United States were canceled before the Fourth of July.

Sure, even before the pandemic, traveling through Canada’s major airports could be frustrating, and nostalgia for the Before Times may be coloring some of the current criticism on social media by frustrated passengers at Pearson airport.

My colleague, Catherine Porter, had a similar experience to many travelers at Pearson last month during a trip to Paris. (Canada Letter readers may have seen The Times’s announcement this week that Catherine is headed to her next assignment as a correspondent in Paris, swapping places with Norimitsu Onishi. Nori will join the Canada bureau in Montreal, where he grew up.)

While waiting for their delayed flight, Catherine and her son crammed themselves into a spot on the floor among throngs of people crowding the terminal as if it were Christmas Eve during a snowstorm. Garbage bins were overflowing, the bathrooms were overused and undercleaned, and the lines for food stretched 80 people long. A worker scooping out fried rice and chicken behind one fast-food counter told Catherine that she couldn’t take a restroom break because there was no one to replace her at the register.

Not even celebrity athletes are immune to being stranded at Pearson, by the way. The tennis star Nick Kyrgios and his girlfriend, Costeen Hatzi, were stuck there earlier this week on their way to the Bahamas.

Some relief may be coming, with a cost of fewer flight options. Air Canada, the country’s largest carrier, said it was canceling more than 9,500 flights in July and August to cope with the travel strain.

“Regrettably, things are not business as usual in our industry globally, and this is affecting our operations and our ability to serve you with our normal standards of care,” said Michael Rousseau, Air Canada’s president and chief executive, in a statement last month announcing the cancellations.

In April 2020, the largest Canadian airlines saw a 97 percent drop in passengers compared with the previous year, according to a recent report by Valeriya Mordvinova, an analyst at Statistics Canada, the national census agency. This decrease in air travelers eclipses the last record decline of 26 percent, after the Sept. 11, 2001, attacks.

And with the drop in airline customers came layoffs, including of flight attendants and pilots, and the slashing of contracts with firms outsourced to work in other airport operations such as security and baggage claim.

“Much of the Canadian problem is with the handling capacity by the airport,” said Tae Hoon Oum, a professor emeritus at the University of British Columbia’s Sauder School of Business.

There was a rapid increase in air travel demand in the United States, whereas Canada’s was more gradual leading up to this summer, he added. But many of the flight delays occurred because Canadian airports have lagged in rebuilding their operations.

“I thought that they would handle it better than what they did,” said Mr. Oum, who is also the president of the World Conference on Transport Research Society.

The summer travel disruption comes after flight cancellations derailed the winter holidays for thousands of people amid the spread of Omicron in December.

The specter of that winter’s coronavirus surge — and the current spread of the Omicron subvariant known as BA.5 — may leave some travelers wary of boarding a plane or being in an airport, where keeping physically distanced is not always possible.

On Thursday, while reporting on the rebooted coronavirus testing program at Canada’s major airports , I spoke to Marianne Levitsky, an adjunct lecturer at the Dalla Lana School of Public Health at the University of Toronto and a certified industrial hygienist. Ms. Levitsky told me that she advised air passengers to use the nozzle above their seat to promote ventilation around them and to wear a respirator mask.

While in the United States, airlines can set their own mask rules, the Canadian government still requires masks for flights traveling from or within Canada.

The government’s random coronavirus testing program was temporarily paused last month to relocate it off airport grounds, a move meant to reduce wait times on arrival.

Delays continue at Toronto Pearson. This is how early you should arrive for your flight

Travellers flying within Canada are being asked to arrive at Toronto Pearson International Airport at least two hours ahead of their flights amid longer-than-usual delays at security screening.

A spokesperson for The Greater Toronto Airport Authority issued the warning Tuesday morning, urging travellers to not only arrive early, but be prepared to pass through security by having all relevant documentation and items on hand.

"Domestic departing passengers are asked to arrive at least two hours ahead of their scheduled flight and international departing passengers are asked to arrive at least three hours ahead of their scheduled flight," they said.

It's typical for domestic travellers to arrive closer to 90 minutes ahead of their flight.

The problems began Monday morning, with the Canadian Air Transport Security Authority (CATSA) confirming to CTV News Toronto that they were experiencing issues with staffing.

Individuals flying out of Pearson took to social media Monday saying they were stuck in "a chaotic situation" due to long lines and delays at security.

"CATSA's screening contractors are not immune to the recruitment and retention challenges experienced by the broader commercial aviation industry," the CATSA said in a statement.

"Prior to the pandemic, resources could be cross-utilized more efficiently between the transborder and domestic and international checkpoints due to staggered passenger peaks. As air travel recovers we are observing simultaneous peaks, which can result in passengers flooding more than one security checkpoint at a time, making the redistribution of resources to address these passenger volumes more challenging."

One traveller told CP24 that he missed his flight on Monday after waiting in line for over an hour and a half and had to return on Tuesday.

While there were delays reported early Tuesday morning, the lines appear to have cleared. According to CATSA's website , the wait time around 9:30 a.m. is less than 10 minutes.

Federal Transport Minister Omar Alghabra said travellers could see long lines at the airports for weeks while the airport gathers the resources it requires.

Long lines, missing bags and cancelled flights are already spoiling the holiday season for many travellers passing through Toronto  Pearson  International Airport; that’s without factoring in the upcoming winter storm heading this way.

Toronto Pearson announced that the lead-up to Christmas is expected to be the busiest time to travel, starting this week and the days around Jan. 9, when many children return to school.

A recent video shared on Instagram shows hundreds of frustrated travellers waiting at Pearson’s baggage claim chanting expletives toward the Sunwing airline. One passenger tells CityNews they waited almost three hours for their luggage after landing on Sunday night.

“We’re travelling with 10 people and two babies. I have had a lot of cries in the airport; it’s been awful,” one woman travelling to Kelowna said, noting that she hadn’t received any concise explanation from staff.

“If you talk to someone for five minutes, they’ll tell you it’s maintenance. Another will tell you it’s the weather.”

British Airways had flights cancelled on Tuesday, and Sunwing also confirmed some flights had been cancelled. A spokesperson for the Greater Toronto Airports Authority (GTAA) tells CityNews that the snowstorm across the country in British Columbia is impacting travel considerably.

“It has a trickle-down effect, and unfortunately, we can’t control the weather,” Rachel Bertone of the GTAA said. “We have learned from what has taken place.”

In preparation, Pearson airport has introduced many digital tools, including an online security reservation system, YYZ Express, that lets customers on select flights reserve their security screening spot in advance.

The airport has said this holiday season will be hectic as passenger traffic has steadily increased since the summer, but the number of travellers is still expected to sit below pre-pandemic levels. Pearson expects to see 80 per cent of passengers compared to 2019, based on the number of airline seats sold.

CityNews has reported on extensive delays experienced by travellers at Pearson airport last month. Photos from the airport displayed large crowds congregating inside Pearson’s baggage hall on Nov. 22, with many left wondering where their bags ended up.

Air Canada says the airline is looking to hire more staff, providing CityNews with their current staffing totals on ground operations. A spokesperson said there are just over 3,000 active employees, up 35 per cent from last year. The end-of-year projections have Air Canada at 3,600 employees at ground level, equivalent to 94 per cent of pre-pandemic staffing levels.

Potential winter storm expected to affect travel plans in Toronto

Environment Canada has issued a special weather statement for Toronto and much of southern Ontario, proposing residents avoid non-essential travel before Christmas.

The weather agency says that warmer temperatures could see rain or wet snow begin to fall late on Thursday before potentially transitioning to rain in Toronto early Friday.

That is when temperatures are expected to drop rather significantly, which Environment Canada says will be accompanied by strong to potentially damaging winds along with snow that may be heavy at times.

Vancouver International Airport was crowded with stranded travellers Tuesday, many sitting or sleeping on floors, as heavy snowfall played havoc on transportation in the region during one of the year’s busiest travel periods.

In B.C., officials with the Ministry of Transportation said as much as 30 cm of snow had covered parts of southern Vancouver Island while Metro Vancouver coped with up to 25 cm.

Toronto resident Adam Abbi said he had been at the airport since Monday afternoon after his flight home was delayed and cancelled.

He said he got through a long and sleepless night thanks to “espresso, two shots.”

“I am still trying to hold on, but I am about to deteriorate at any second.”

Passengers arriving at Toronto Pearson International Airport on Thursday morning where met with significant delays after a group of travellers were mistakenly allowed to flow through the wrong door. 

At approximately 8:30 a.m., the airport provided an update on the error, revealing that a crowd of passengers at the Terminal 1 transborder were being held after arriving travellers passed through the wrong door, causing a security breach.

As a result of the breach, multiple connecting flights to the U.S. were delayed as airport officials tried to work out the issue. 

"This morning's disruption was caused by a ground handler contacted to an airline, who directed domestic passengers to an area of screened transborder passengers," the airport confirmed on X.

Affected customers quickly took to social media to air out their frustrations and called out airport officials for the "lack of communication" and infrequent status updates.

Airport operations at Terminal 1 domestic, international, and Terminal 3 gates remain unaffected by the error.

Customers flying from Toronto this week are facing limited on-board food options—and more flight disruptions than usual. 

Airline catering workers employed by Gate Gourmet went on strike last Tuesday, walking off the job and disrupting in-flight meal services at Toronto Pearson International Airport. This resulted in inconsistent food and drink services on several flights.

Gate Gourmet’s employees are responsible for preparing and delivering meals, snacks, and beverages for in-flight services on major airlines. Air Canada has been the most impacted by the strike, with many short-haul flights departing with limited, or no, hot food available. Although the airline initially predicted international flights would not be impacted by the work stoppage, it has since confirmed that some long-haul flights were significantly delayed last week.

Other airlines that may be leaving Toronto with little or no food onboard include WestJet, United Airlines, Delta Airlines, TAP Air Portugal, Air India, Aero Mexico, SAS Scandinavian Airlines, and Jetlines.

In a statement, WestJet said it had “prepared contingency plans to ensure critical supplies are available onboard” and that eligible customers would not go hungry: either receiving an inflight meal or a “food and beverage voucher for use in the terminal, pre-departure.”

Teamsters Local Union 647, which represents more than 800 workers with airline catering company Gate Gourmet, went back to the bargaining table on Friday. So far, an agreement has not been reached.

“Let me be clear — our union made significant movement at the bargaining table today. Unfortunately, Gate Gourmet is more interested in keeping their workers close to the poverty line than they are in bargaining,” Teamsters Local Union 647 president Martin Cerqua said in a statement Friday night.

According to the union , its workers are paid on average $2 to $6/hour less than other Canadian airline catering companies. Teamsters also alleges that Gate Gourmet’s cost-cutting measures have led to multiple workplace accidents and injuries.  

“Our members accepted a wage freeze during the pandemic to help this company survive. Now their managers brag about how profitable their operations have become at Pearson, while proposing wage increases as low as 89 cents an hour,” Cerqua said.

Gate Gourmet rejected the union’s proposal on Friday, warning the striking employees that continued disruptions could result in job losses. “Our airline customers want the service they’ve contracted for,” the company told the Toronto Star on Friday. “A prolonged strike threatens our work at Toronto-Pearson.”

In the meantime, Air Canada flights are expected to face further delays, as the airline wants to “ensure flights are properly catered, even if it takes extra time,” a spokesperson told the Star on Friday.

Southwest Airlines will no longer fly out of Bush Airport and 3 other airports after financial lows

HOUSTON, Texas (KTRK) -- Soon, you won't be able to take a Southwest Airlines flight out of Houston's George Bush Intercontinental Airport. After expanding to Bush Airport just three years ago, the airline says it's pulling out, leaving Hobby Airport as the only option for Southwest customers.

Southwest Airlines announced it will stop flying to IAH on Aug. 4, 2024, as part of a plan to cope with weak financial results and delays in getting new planes from Boeing.

The announcement comes after the airline reported a $231 million loss in its first quarter.

"We're also taking steps to restore an industry-leading financial performance that enables us to best serve the millions of customers who fly with us each week," the airline said in a statement.

CEO Robert Jordan said the airline was reacting quickly "to address our financial underperformance," including by slowing hiring and asking employees to take time off.

The Dallas-based carrier said it expects to end this year with 2,000 fewer employees than it had at the start of the year.

But money isn't the only bump on the tarmac for the airline.

"Southwest is really struggling with their delivery of aircraft, so that's really a significant struggle for them," Jim Szczesniak, Director of Aviation for Houston Airports, said.

Unable to meet demand, Southwest will also stop flying to three other airports: Cozumel, Mexico; Syracuse, New York; and Bellingham, Washington; and implement capacity reductions in Atlanta, Georgia; and Chicago, Illinois.

The closures will help the airline focus on more profitable locations and deploy a fleet of planes that will be smaller than it had planned. Southwest said it's expecting only 20 new 737 Max 8 jets from Boeing this year, down from the 46 it expected just a few weeks ago. It will offset some of the shortage by retiring fewer planes.

Boeing is struggling with slower production since a door plug blew out of an Alaska Airlines Max 9 in January, and that is frustrating its airline customers.

Southwest said that its loss, after excluding special items, was 36 cents per share. That was slightly worse than the loss of 34 cents per share that Wall Street expected.

Revenue rose to $6.33 billion, below analysts' forecast of $6.42 billion.

American Airlines also reported first-quarter losses on Thursday. While demand for travel remains strong, including among business flyers, airlines are dealing with higher labor costs and delays in aircraft deliveries are limiting their ability to add more flights.

American said it lost $312 million as labor costs rose 18%, or nearly $600 million. The airline said it expects to return to profitability in the second quarter - a busier time for travel - and post earnings between $1.15 and $1.45 per share. Analysts expect $1.15 per share, according to a FactSet survey.

The first-quarter loss amounted to 34 cents per share, excluding special items, which was worse than the loss of 27 cents per share forecast by analysts.

Revenue was $12.57 billion.

CEO Robert Isom said American is less impacted by Boeing's problems because the airline had already received hundreds of new planes in recent years. American has ordered Boeing Max 10s, a larger model that has not yet been certified by the Federal Aviation Administration, but those planes are not due to start showing up until 2028.

"If they don't get it together, we have also made sure that we're protected," Isom told CNBC. He stopped short of saying American would switch Boeing orders to rival Airbus, saying only, "We'll take care of it."

In premarket trading, Southwest shares were down 9%, while American shares were up 3%.

But the airline isn't leaving Houston altogether.

"Because they have a really strong presence here at Hobby when they had to figure out a way to make their aircraft work with their network, it was one of those things where they decided, hey, we've got to pull out of (Bush) and concentrate on Hobby," Szczesniak said.

This is the airline's second split from IAH. They stopped operations in 2005 and returned just a few years ago in 2021.

Southwest will fully pull out on Aug. 4. Customers with flights after that will be contacted by Southwest to fly out of Hobby or to get a refund.

An internet problem Friday at Phoenix Sky Harbor International Airport that created delays for passengers trying to check bags has been fixed, officials said.

The problem started early in the morning and was resolved around 10 a.m.

"The issues with kiosks and printing bag tags has been resolved," airport officials said on X, formerly Twitter . "We did see longer than usual lines this morning and recommend double checking your flight status with your airline and giving yourself plenty of time."

Technology staff fixed the issues that caused issues with checking bags at airline kiosks and printing bag tags. Other technological issues that don't affect consumers are still being worked on, airport spokesman Greg Roybal told The Arizona Republic.

"Phoenix Sky Harbor experienced an internet outage affecting the terminals," Roybal said. "Airline kiosks and some baggage sorting systems were affected, as well as general internet operations like VPN. Our technology personnel continue to investigate the cause of the internet outage."

As of Friday afternoon, there were 135 delayed flights and four canceled flights at Sky Harbor. It's not known how many were related to the internet malfunction.

Former Arizona Republic reporter Dawn Gilbertson said the outage was significantly affecting travelers.

"The place is an absolute zoo. Snaking lines and people missing flights. It’s all hands on: a Phoenix police officer was even helping tag bags," she posted on X.

Airlines have temporarily adjusted food service on some flights

Food and beverage services on some flights to and from Toronto Pearson are being affected by a strike at in-flight catering firm Gate Gourmet. As a result, food and drink choices on some flights are currently more limited than usual.

All restaurants and retail outlets in the terminals are operating as normal; Gate Gourmet is an airline caterer, not a Toronto Pearson caterer. The airport has no direct role in the dispute but it is working to help minimize disruption to passengers – for example, by working with the airlines to mitigate related gate delays.

What is Gate Gourmet?

It’s a multinational company and a major supplier of food and beverages to the airline industry globally. It operates an in-flight meal preparation facility at Toronto Pearson that is currently experiencing a labour disruption. Toronto Pearson is one of seven Canadian airports and 135 locations where Gate Gourmet does business worldwide.

Which flights are affected?

Gate Gourmet supplies catering services to several airlines, including Air Canada and WestJet. While all airlines have taken steps to minimize disruption, some adjustments to onboard services have been unavoidable.

To find out if your flight’s catering is affected, contact your airline’s customer services team. Your airline may also email you a few days before departure to advise you of the in-flight catering options.

What can I expect on the plane?

Air Canada has said that food choices on its North American flights will be limited, but packaged snacks and water will be available on all services. Customers in premium cabins can expect a light meal and more limited beverage service than usual. There is minimal impact to international flights.

WestJet has said that flights operating on its Boeing 737 jets could experience inconsistent food and beverage service. It has advised passengers to pack snacks and beverages or purchase them in the terminal. Service on its other flights should operate as normal.

Can I take larger beverages through security while the labour dispute is on?

No. Canadian government regulations only permit liquids in bottles of 100ml or less in carry-on baggage. You can bring an empty bottle and fill it at drinking fountain beyond security or purchase water and other beverages in the departures area.

What are Gate Gourmet and the airlines doing to minimize the impact of the strike?

Gate Gourmet and the affected airlines have implemented contingency plans to reduce disruption. This includes adjusting food choices on board and stocking some flights at locations not affected by the strike.

Are restaurants in the airport affected?

No. All restaurants and retail outlets in the terminals are operating as normal.
