According to the 2024 Cruise Industry News Annual Report , the West Coast cruise market will see a slight decrease in both passenger and ship numbers in 2024.

After consecutive years of growth post-pandemic, the capacity in the region will down roughly nine percent when compared to 2023..

Contrary to the trend, Carnival Cruise Line is one of the few brands increasing its presence on the West Coast in 2024.

Serving as the market leader in the region, the brand is adding a new ship to with the region with the Carnival Firenze.

After joining Carnival’s fleet earlier this year, the 4,232-guest vessel arrived in California in April for a year-round program out of Long Beach .

The Firenze joined the Carnival Panorama and the Carnival Radiance in the company’s cruise terminal located near Los Angeles.

The three ships are now offering a series of three- to eight-night cruises to different destinations in the Mexican Riviera and Baja Mexico.

Sailing from San Francisco, the Carnival Miracle completes Carnival Cruise Line’s lineup on the West Coast.

Explora Journeys is also a highlight of the 2024 program in the region, with a short spring season onboard the Explora I.

Brands reducing their capacity on the West Coast include Celebrity Cruises.After deploying the Celebrity Solstice and the Celebrity Eclipse for seasonal programs in the region in 2023, the company is set to operate only a few sailings out of California this year.

Royal Caribbean International, Norwegian Cruise Line, Holland America Line and Princess Cruises are also poised to offer fewer cruises in the region.

An Ottawa man who was aboard a luxury cruise ship that rescued dozens of asylum seekers adrift off the west coast of Africa is calling the vessels's crew "heroes" for their efforts to save as many lives as possible.

Stuart Hendin, a justice sector reform training consultant, was aboard the Insignia as a lecturer when the vessel was called upon to assist in a migrant rescue operation on June 19.

A cargo ship had first spotted the migrant boat drifting 815 kilometres south of Tenerife and packed with people, Spain's maritime rescue agency said on X.

Spanish authorities then diverted the Insignia to help in the rescue.

"We got the warning over the ship's PA system shortly after six in the evening and the seas were very rough," Hendin told CBC's Ottawa Morning last week. 

"When the boat actually came up close to the side of the Insignia, we could see water sloshing in the bottom," he recalled.

"We were able to see obviously the people in it, but regrettably we also saw what looked like three or four bodies on the bottom."

A number of canoe-like boats are shown on a shore with several people seen as well.

A dangerous route

The Canary Islands have become a common destination for asylum seekers from West Africa, but the Atlantic Ocean route is especially hazardous due to strong currents.

In the first five months of 2024, more than 5,000 migrants died at sea while trying to reach Spain. According to a report from the migration rights group Walking Borders, 95 per cent of those deaths occurred along this route.

More migrants are making dangerous trip to Canary Islands

Hendin learned that this particular boat had departed Dakar, Senegal, and had been adrift for 20 days.

"There were three vessels that started together. Then when the engine on the one that we picked up failed, the other two kept going," he said.

Hendin said the cruise ship's crew weren't trained to deal with such a complex rescue mission, but still did everything they could for the disabled boat's passengers.

"What was remarkable is that some of the deck crew actually went on board the small boat and they quite literally were taking their life in their hands because the seas were anything but calm," Hendin said.

68 people rescued

They managed to rescue 68 people and recover three bodies. Due to bad weather, the remains of two individuals could not be retrieved and were left at sea with a locating beacon for future recovery. 

Hendin said some of the Insignia's crew were visibly shaken by the experience.

"One of the waiters that I actually had become a good friend with on the ship was really, really depressed. When I was talking to him afterwards, he quite literally was weeping with what he'd seen," Hendin said.

Officers on the shoreline search for missing people

The Insignia's theatre was quickly converted into a makeshift hospital while the ship changed course for Tenerife. 

"It was interesting because when people got on board they were able to identify the smuggler who actually had put them on the boat in the first place," Hendin said. "Hopefully that individual is going to face fairly severe consequences."

Upon arrival in Tenerife, the rescued migrants were taken to a mobile receiving centre set up by the Red Cross.

"The crew on that ship, all of them were the real heroes," Hendin said.

Hurricane Beryl maps show path and landfall forecast

Hurricane Beryl made landfall Monday as an  "extremely dangerous" Category 4  on the island of Carriacou in Grenada as it swirled through the southeast Caribbean, bringing fierce winds and torrential rains.

"Life-threatening winds and dangerous storm surge conditions continue over the southern Windward Islands," the National Hurricane Center warned.

As of 5 p.m. ET Monday, Beryl was centered about 125 miles northwest of Grenada, tracking west-northwest at 21 mph, the hurricane center said. 

Maximum sustained winds were recorded at 150 mph, slightly stronger than they were when the storm made landfall.

Beryl became the  first hurricane  of the 2024  Atlantic hurricane season  on Saturday and rapidly strengthened. It first reached Category 4 on Sunday, wavering back to Category 3 before returning to Category 4 on Monday. It is the first major hurricane east of the Lesser Antilles on record for June, according to Philip Klotzbach, Colorado State University hurricane researcher.

Brian McNoldy, a tropical meteorology researcher for the University of Miami, told the Associated Press that warm waters are fueling Beryl, with ocean heat content in the deep Atlantic the highest on record for this time of year.

Beryl has also set records as the first June hurricane ever to hit Category 4 , the farthest east a storm has ever hit Category 4, and the first storm before September to go from tropical depression to major hurricane in under 48 hours, CBS News weather producer David Parkinson reported.

Where is Hurricane Beryl headed? 

Beryl is expected to move quickly westward over the next several days, according to the hurricane center. Forecasts on Monday showed the center of the storm moving across the southern Windward Islands and anticipated that it would track across the southeastern and central Caribbean Sea from late Monday through Wednesday.

It was forecast to weaken by midweek, but remain a hurricane while heading toward Mexico. 

As of Monday evening, tropical storm warnings were in effect for Grenada and St. Vincent and the Grenadines. Government officials in Barbados and Trinidad and Tobago had lifted warnings that had been in place earlier in the day and downgraded them to tropical storm warnings. A tropical storm warning was issued for Martinique and St. Lucia, while a tropical storm watch was issued for Dominica, the south coast of the Dominican Republic from Punta Palenque westward and the south coast of Haiti from the Dominican border to Anse d'Hainault. A hurricane watch was still in effect for Jamaica.

The hurricane center said that additional watches or warnings could be implemented for parts of the Lesser Antilles, the Cayman Islands and the rest of the northwestern Caribbean by Monday night or Tuesday, depending on Beryl's progress.

As the eye of the hurricane moved over the southern Windward Islands in the hours immediately after making landfall, forecasters said the storm had maximum sustained winds near 140 mph, with higher gusts. 

Although fluctuations in strength are likely as it continues on its path, the hurricane center warned that "Beryl is expected to remain an extremely dangerous major hurricane as its core moves through the Windward Islands into the eastern Caribbean."

Where will Hurricane Beryl bring rain and flooding? 

Beryl is forecast to drop anywhere from 3 to 6 inches of rain in Barbados and the Windward Islands on Monday afternoon, although meteorologists have warned that localized rainfall totals could be much higher — potentially as high as 10 inches — in the Grenadines, Tago and Grenada. Some vulnerable areas may be at risk for flash flooding.

Farther away from the storm's center, Beryl's outer bands could dump between 1 and 4 inches of rain on parts of southeastern Puerto Rico from Monday night into Tuesday, and between 2 and 6 inches of rain on parts of Hispaniola from Tuesday into Wednesday. Eastern areas of Jamaica could see between 4 and 8 inches of rain Tuesday night into Wednesday.

St. Vincent is expected to get up to 6 inches of rainfall, while Martinique, Grenada, and Dominica are expected to receive 2 to 4 inches of rain. Beryl  is expected  to bring life-threatening winds and a storm surge to the Windward Islands that could raise water levels by as much as 6 to 9 feet above normal tides in areas near where the eye of the storm makes landfall. The surge will come with large and destructive waves in coastal places.

Beryl is expected to remain south of Jamaica. It is then likely to bring torrential rain to Mexico's Yucatán, and then depending on its path either reemerge over the Bay of Campeche and move towards Texas or die out with catastrophic inland flooding in Mexico next weekend.
