INDIANAPOLIS — As of Saturday morning, every county in Indiana, except Marion and Porter counties, is still under a travel status.

As of 9:45 a.m. Saturday, only Scott County is still under a travel warning, the highest level travel status.

This map is updated by the Indiana Department of Homeland Security.

What does a travel advisory mean in Indiana? A travel advisory in Indiana is coded yellow on the travel map. This is the lowest level of a travel advisory and means routine travel and activities may be restricted in some areas due to a hazardous situation. People should use caution or avoid those areas if possible.

What does a travel watch mean in Indiana? A travel watch in Indiana is coded orange on travel map. People should only travel for essential purposes, like work or an emergency, when a county is under a travel watch. IDHS recommends emergency action plans should be implemented by businesses, schools, governments and other organizations.

What does a travel warning mean in Indiana? A travel warning is coded red on the travel map and is the highest travel alert. During a warning, travel may be restricted to only emergency management workers. People are asked to refrain from all travel, comply with emergency measures, and cooperate with public officials.

What is a ‘Travel Watch' in Indiana and What Does it Mean?

With a significant winter storm greatly upending travel across the Chicago area, Indiana officials have issued travel directives to help mitigate the effects of the storm.

As parts of Northwest Indiana are being hit hardest by the storm, officials have issued travel advisories, watches and warnings across the state Thursday evening.

Under a "Travel Advisory", which is currently in effect for Newton and Jasper counties, individuals are advised to use caution when traveling while being advised that some travel may be restricted due to a hazardous situation.

For counties under a "Travel Watch", currently in effect in Lake and Porter counties, conditions are recognized as threatening to public safety, with only essential travel recommended. Additionally, businesses and government organizations are asked to implement emergency action plans.

Under a "Travel Warning", which is currently issued in LaPorte County, residents are directed to refrain from all travel while complying with any necessary emergency measures. With a travel warning in effect, travel is meant to be restricted to emergency management workers.

Travel advisory during coronavirus: What Indiana's levels mean

UPDATE: With Gov. Eric Holcomb ordering all Hoosiers to stay at home from March 25 to at least April 7 , all county level travel advisories have been superseded by the statewide order.

Under Holcomb's order, Indiana residents should refrain from anything outside of essential travel. The order is not a complete lockdown and still allows residents to leave their homes for work, medical care, buying groceries and other activities essential to the health and safety of people and pets.

Essential businesses will remain open and are defined by the state as businesses that "include but are not limited to grocery stores, pharmacies, gas stations, police stations, fire stations, hospitals, doctor’s offices, health care facilities, garbage pickup, public transit and public service hotlines such as SNAP and HIP 2.0."

Original story: As city, county, state and national officials continue to monitor the growing coronavirus outbreak and adjust strategies to contain it , travel advisories designated by different codes and colors are being issued at all levels.

In Indiana, cities like Indianapolis, Carmel, Fishers and South Bend have issued advisories. They're joined by countywide measures in places like Grant, Howard and Wayne counties.

But what do they mean and how quickly can things change? IndyStar asked John Jessup, president of the Hancock County Board of Commissioners, Hancock County Emergency Management Director Misty Moore and Carmel Mayor Jim Brainard to explain.

What are the travel advisory levels in Indiana?

There are three advisory levels that can be declared by counties in Indiana. Here's how they're defined by the Indiana Department of Homeland Security.

Travel Advisory: The lowest level of local travel advisory designated by the color yellow. It means that routine travel or activities may be restricted in areas because of a hazardous situation, and individuals should use caution or avoid areas under advisory.

Travel Watch: The middle level of travel advisory designated by the color orange. It means that conditions are threatening to the safety of the public. During a watch, only essential travel such as to and from work or in emergency situations is recommended. Emergency action plans should be implemented by businesses, schools, government agencies and other organizations.

Travel Warning: The highest level of travel advisory designated by the color red. It means that travel may be restricted to emergency management workers only. During a warning individuals are directed to refrain from all travel; comply with necessary emergency measures; cooperate with public officials and disaster services forces in executing emergency operations plans; and obey and comply with the lawful directions of properly identified officers.

Who decides what level of advisory to issue?

Jessup said the decision isn't made by a single person. Instead, a number of county stakeholders are consulted before a decision is made.

He said Hancock County was placed under the orange "watch" advisory after listening to input from emergency management officials, law enforcement, local hospitals and others.

Adjustments to the advisory level are made by consulting with the same local leaders and stakeholders.

Is a travel advisory the same as a travel ban?

No, and Jessup stresses that the success of an advisory also requires participation from the general public because individuals still have to make their own choices about travel.

"The first thing we want to make clear is that it is a travel advisory, not a restriction. An advisory kinds of leaves the decision to the person about what is essential, and some things are more essential to some people than others," he said. "There have been some comments and some phone calls that we're placing people under quarantine. But that is not at all the case.

"We're just asking people to be vigilant, to think about what they're doing and the people they come in contact with."

How can I check my county's travel advisory level?

A color-coded map showing the entire state and each county's current travel status is maintained by the Indiana Department of Homeland Security and shared on the agency website.

Advisories are issued by county emergency management agencies, not the IDHS.

Moore says Hoosiers should rely on that resource as well as local officials if they are uncertain about the recommended travel levels in place.

"We want to make sure they are getting information and updates from credible sources," she said. " Rumors tend to fly about what it is we're doing ... this is a unique and unprecedented situation, so their patience with us in making these decisions when nobody has ever done this before is very important."

What about city-level advisories?

Like county leadership, city leaders can also issue travel advisories for their communities without a countywide advisory in place.

For example, both Fishers and Carmel have issued travel advisories without Hamilton County Emergency Management issuing an advisory for all county residents.

County level advisories supersede city level advisories, much like state directives would supersede county directives. 

Carmel Mayor Jim Brainard said the declaration of a local disaster emergency in Carmel asks residents to limit travel to what is essential, much like the advisory in Hancock County.

The city of Carmel has closed playgrounds and is urging gyms, banks and other businesses to close or limit services as officials work to stop the spread of the coronavirus. Residents are still able to travel to and from parks for recreation, but social distancing should be maintained, Brainard said.

"We‘re asking people to use common sense. Is a haircut essential? No. Is a trip to the veterinarian to get your dog trimmed? No, that’s not essential, but if your dog is sick and could die, yes, go to the veterinarian," he said. "We have to stop the spread of this virus. "

Brainard said staying home as much as you can not allows the medical community more time to work on solutions, and ensures that the most vulnerable among us have access to resources. 

"If we slow it down, then our health care system can continue to handle the very sick in the best way possible. If they have an onslaught of patients, more people will die," he said. "The longer we can slow it down, the better off we’re going to be."

State-level restrictions

Gov. Eric Holcomb has not issued the kind of statewide travel advisories or curfews seen in states like New Jersey , but Jessup said it isn't outside of the realm of possibility. 

"I think we've seen in the last seven days a lot of extraordinary things that have never taken place before. And I know that everybody in each position does everything they can to serve the people of the political subdivision they are working for the best they can," he said. "The state has given us good guidance to follow ... and that has trickled down to the county levels."

In recent times, the Indian Ministry of External Affairs (MEA) has issued several travel advisories in response to escalating situations and potential risks across various countries. These advisories are aimed at ensuring the safety and well-being of Indian nationals abroad. Here's a detailed overview of the current advisories and the circumstances prompting these warnings.

The MEA this year updated its travel advisory for Libya, advising Indian nationals to avoid non-essential travel to the country. This advisory is a partial modification of the complete travel ban imposed on May 23, 2016, due to the volatile conditions in Libya. The new advisory is in line with the risks associated with travelling across provinces by road, which remains particularly dangerous. Indian citizens currently in Libya are urged to stay in regular contact with the Indian Embassy in Tripoli for ongoing assistance and updates. The situation in Libya remains unstable, and the advisory has been put into place over security and safety for foreign nationals.

United Kingdom

As reported earlier, the Indian High Commission in London has issued an advisory urging Indian citizens to stay vigilant and exercise caution while travelling to the UK. This comes in response to recent civil disturbances in the country. Visitors from India are advised to follow local news and safety advisories issued by UK authorities, and to avoid areas where protests are ongoing.

In April this year, the Indian Embassy in Israel issued an advisory urging Indian citizens to exercise caution and adhere to local safety protocols. The embassy said that it was actively monitoring the situation and maintaining communication with Israeli authorities to ensure the safety of Indian nationals. This proactive measure aims to protect Indian citizens amid regional tensions.

Amid rising tensions between Israel and Iran, the MEA advised Indian nationals travelling to the two countries to ‘remain vigilant’ and stay in contact with the Indian Embassy. In response to a media query on travel advisory to Iran and Israel, MEA spokesperson Randhir Jaiswal said, "We continue to closely monitor the situation in the region. We have also noted that Iran and Israel have opened their airspace for several days now. We advise Indian nationals to remain vigilant while travelling to these countries and be in touch with the Indian Embassy."

Given the potential threats and recent developments in Lebanon, the Indian Government has strongly recommended avoiding all travel to the country until further notice. For those currently in Lebanon, it is advised to exercise extreme caution, limit movement, and maintain regular contact with the Embassy of India in Beirut.

Responding to the escalating violence in Bangladesh, the MEA has issued a strong advisory urging Indian nationals to avoid travel to the country until the situation stabilises. Those currently residing in Bangladesh are advised to exercise extreme caution, limit their movements, and stay in touch with the High Commission of India in Dhaka through designated emergency contact numbers. As global uncertainties persist, the MEA continues to closely monitor developments and provide timely guidance to ensure the well-being of Indian travellers worldwide.

LOUISVILLE, Ky. (WAVE) - Lingering downpours fade with the loss of daytime heating this evening. That will give way to partly cloudy skies overnight. You’ll still notice the humidity but it won’t be as warm Monday morning as lows dip into the 60s.

The workweek begins with a mix of sun and clouds and an all-around pleasant feel. Highs reach the low 80s. There is a very small sprinkle chance Monday afternoon but most if not all of us will stay dry tomorrow and the entire week. Humidity begins to fall off Monday night as drier and cooler air settles in. Under mostly clear skies, lows bottom out in the 60s in the city and upper 50s elsewhere.

Make sure to visit the WAVE team at the Kentucky State Fair on Tuesday from 10 AM to 5 PM! You can’t ask for a much better day to be outside in August. Under full sunshine, high temperatures reach the upper 70s to near 80.

After another beauitful day on Wednesday, we’ll be reminded by the end of the week that it is still August and Summer is far from over. Heat and humidity begin to build back in starting Friday as highs reach the mid to upper 80s. Highs eventually surge into the 90s next weekend.

Brief State Non-Medical Exemptions from School Immunization Requirements

All 50 states and Washington D.C. have laws requiring certain vaccines for students to attend school. Many states align their vaccine requirements with recommendations from the Centers for Disease Control and Prevention Advisory Committee on Immunization Practices . All states allow exemptions from school immunization requirements for children who are unable to receive vaccines for medical reasons. State laws vary regarding non-medical exemptions, for religious or personal reasons. Personal exemptions are also referred to as "philosophical exemptions" by some states.

Thirty states and Washington D.C. allow exemptions for people who have religious objections to immunizations. Thirteen 13 states allow exemptions for either religious or personal reasons. Two states, Louisiana and Minnesota, do not specify whether the non-medical exemption must be for religious or personal reasons. Five states do not allow any type of non-medical exemption.

The map below indicates each state's non-medical exemption policy. The map also links to the statutes for each state regarding school vaccine requirements and exemptions. Below the map is a table which provides more information about state exemption laws including exemption exceptions, requirements to obtain a non-medical exemption and information on states that have removed certain exemption policies.
