Indian state of Sikkim has some regulations and accompanied restrictions with respect to travelling and trekking within the state. This is due to its international border with multiple countries. You need to obtain certain permits, depending on your:

  • Area or places of visit
  • Nationality

Here we will elaborate about the different permits and any fees required by the administration/authority. Also we hope that this will help you to plan travelling independently inside Sikkim.

There are two main type permits and are as following:

  • Restricted Area Permit (RAP), same as Inner Line Permit (ILP) – issued to solo travellers or groups
  • Protected Area Permit (PAP) commonly knows as “Trekking Permit” – issued to a group of minimum 2 people
  • If you are an Indian citizen, you will need PAP to visit certain permitted areas in North and East Sikkim during your sightseeing tours. For different trekking routes you need to obtain the applicable permits
  • Otherwise if you are a foreigner, you must obtain a  RAP, commonly referred to as ILP to enter into Sikkim. This is required for Overseas Citizen Of India (OCI) as well. Additionally you will require PAP for trekking in West or North Sikkim or the permitted areas  in North and some areas of East Sikkim.

Both the Indians and foreigners need to apply PAP through a registered tour operator.

Chek official Sikkim Govt. portal for RAP and PAP.

Which are the Protected Areas in Sikkim?

Below is an outline of Protected Areas inside Sikkim. Note that you will require PAP for entire North Sikkim district and some areas of East Sikkim district. Check the full size map of Forest Department, Govt Of Sikkim here .

For Indian Nationals:

  • For trekking in West or South Sikkim districts, e.g., Goecha La , Singalila Pass ,   Dafeybhir Trek, or Maenam Peak , you need to get an entry permit and pay applicable entry fees and camping charges inside a national park or sanctuary. It is done on the spot at the respective trekking base camps.
  • E.g., on a trek like Goecha La or Dzongri, you need a trekking permit inside Khanchendzongha National Park (same as Khanchendzongha Biosphere Reserve) and a verification process at the SDM office in Yuksom. Carry the original  and two photocopies of your ID card with address proof on it (Aadhar/Driving Licence/Voter ID/Passport; PAN cards are not accepted). You may have to submit a self-declaration at the Yuksom police outpost. Also, carry two recent passport-size photos  for the verification process.
  • For sightseeing tours within the permitted areas inside North and East Sikkim districts, you will need a Protected Area Permit (PAP).
  • E.g., tours to North Sikkim  (Lachung, Yumthang, Lachen, Gurudongmar Lake, etc.) or in East Sikkim like Tsongmo Lake and Nathu La, or the Old Silk Route (Zuluk, Kupup) in East Sikkim. Apply this through a registered tour operator only.

For Foreign Nationals (including OCI):

1) restricted area permit (rap/ilp):.

All foreigners (some relaxation to Bhutanese citizens) will require ILP/RAP to enter inside Sikkim. This is FREE OF COST.

  • China or Hong Kong passport holders must apply for ILP/RAP through Ministry of Home Affairs, Government of India, New Delhi. Taiwanese citizens are not allowed in Sikkim. Bangladesh passport holders are now can normally apply and get their ILP like other foreign nationals.
  • Any other foreign nationals can apply and obtain the ILP (RAP), Free of cost, at the FRO (Foreigners Registration Officepolice check points while entering into Sikkim state. You need to have original Passport, INDIAN VISA/e-VISA with photocopies and 2 recent passport size photos.
  • Usually  it is issued for 15 days initially. It can be extended to another 15 days but to get an extension you need to exit Sikkim and apply again when you re-enter.
  • Diplomatic Passport holders need to apply directly to the Govt. Of India through their respective consulate or embassies. It takes usually a month or more to go through the lengthy process. Apply well in advance.

Below are the ILP issuing office on Sikkim road border and other places around:

Note: ILP issuing time is from 8 am to 8 pm everyday, although we recommend you to reach any of the check post  before 6 pm.

Melli check post, South Sikkim , on your way from Bagdogra/NJP/Siliguri to West Sikkim (e.g. Yuksom, Pelling, Hilley, Uttarey etc.) or to South Sikkim ( Ravangla, Namchi etc)

Rangpo check post, East Sikkim ,  on your way to Gangtok and East & North Sikkim.

Ramam check post, South Sikkim , on your way from Darjeeling to West Sikkim (Yuksom, Pellling etc). This West Bengal Sikkim border check post is having an FRO office now and issues ILP.

Bagdogra airport counter: This is not consistent and dont depend on this!

Darjeeling DM office: If you are already visiting Darjeeling city or around, then you can make your ILP here as well.

2) Protected Area Permit (PAP/Trekking Permit):

  • All major trekking routes in Sikkim fall under national parks or sanctuaries and hence will require a PAP.
  • Foreigners who wish to trek to Dzongri or Goecha La, Singalila Pass or Phoktey Dara (Barsey Rhododendron Sanctuary), Round Singalila Dzongri (Uttarey to Dzongri) or Maenam & Bhaleydhunga (Maenam will require an additional permit called Protected Area Permit (PAP, often referred to as Trekking Permit) .
  • This is issued to a  minimum group of 2 persons or more (not issued to a solo traveller), upon submitting your ILP, visa and passport. Adventure Cell of Tourism & Civil Aviation Department, Govt. of Sikkim, Gangtok:

Note: Green Lake trek in North Sikkim requires Alpine Mountaineering Expedition permit, which in turn needs more approvals, time and high expenses. Different permits are needed from Sikkim state/Indian Govt. plus a Liaison Officer from IMF Delhi will be appointed. This is applicable for both the Indian and foreign nationals.)

How a foreigner can book a trek in Sikkim with us, HT?

  • We will require  at least one additional  day to process the PAP/Trekking Permit. This can’t be processed in advance and we can only apply once we receive your signed copy of ILP. This means that you can’t start the trek very next day you enter Sikkim. We would recommend a couple of days in advance.
  • To open booking, we will require a  minimum of 2 foreign nationals  trekking together. Later we can take solo trekker booking in the same group.
  • We charge an additional ₹ 4000 as Service Charge + 5% Govt. Tax per person to process the Trekking Permit and to counter the differential of various permit fees inside Kanchendzongha National park for Non Indian nationals. It covers the cost to send someone to Gangtok for processing the Trekking Permit and get it back at the respective trek base like Yuksom, Hilley, Uttarey etc.

To summarise it is not difficult to get the required permits to trek inside Sikkim if you are:

  • minimum of a group of two persons.

Do carry multiple copies (both hard and soft versions) of your recent passport size photos and photocopies of your documents (Passport/Visa/ILP) to avoid a showstopper on mountains!

Sikkim Tourism introduces initiative to promote environmental sustainability

Image representative

In a significant stride towards environmental sustainability and responsible tourism, the Department of Tourism and Civil Aviation in Sikkim has mandated that all tourist vehicles entering the state must carry large garbage bags. This initiative, designed to reduce waste and enhance cleanliness, requires tour operators, travel agencies and vehicle drivers to educate tourists on the proper use of these bags for waste collection and disposal.

This progressive move follows Sikkim Tourism’s recent accolade for excellence in eco-tourism at the Travel and Tourism Fair (TTF) in Kolkata, which recognised the state’s efforts in promoting sustainable tourism. Sikkim’s dedication to eco-tourism is evident in its emphasis on conservation, sustainability and community involvement. The state’s breathtaking natural beauty and rich cultural heritage make it a magnet for tourists seeking meaningful and responsible travel experiences.

Through the implementation of this new initiative, Sikkim reaffirms its position as a leading ecotourism destination in India, showcasing its unwavering commitment to responsible and environmentally friendly tourism practices. The notification, posted on Instagram, reads: “In order to promote environmental sustainability in all tourist destinations and to ensure community participation towards achieving this goal, the Department of Tourism and Civil Aviation hereby makes it mandatory for all tourist vehicles entering the state to carry large garbage bags in their respective vehicles.”

View this post on Instagram A post shared by Sikkim.Tourism.Official (@sikkim.tourism.official)

The department will conduct random checks of tourist vehicles to ensure compliance with the order and any vehicle found violating the order shall be subject to penalties as per the prescribed rules of the department. The department will also conduct awareness campaigns and cleanliness drives to educate tourists about garbage management and environmental sustainability.

Sikkim has emerged as a model for sustainable tourism through a series of innovative and eco-friendly initiatives. The state has prioritised the conservation of its pristine environment, making significant strides towards becoming a green and sustainable destination. Sikkim Tourism has implemented measures such as promoting organic farming, banning single-use plastics and encouraging the use of biodegradable products. The state has also focused on developing eco-tourism by creating community-based tourism models that empower local communities and preserve their unique culture and traditions.

Initiatives like homestays and guided eco-tours not only provide authentic experiences for visitors but also ensure that tourism benefits are equitably shared among the local population. Moreover, Sikkim’s emphasis on waste management and renewable energy, including solar and hydropower projects, further underscores its commitment to sustainability. These efforts have earned Sikkim recognition as a leading sustainable tourism destination, attracting conscientious travellers who wish to explore its stunning landscapes while contributing to the preservation of its natural and cultural heritage.

Gangtok Sikkim

Also known as the ‘Land of Monasteries’, Gangtok  is the beautiful capital of Sikkim. Mesmerizing views of the soaring peaks of Mt. Kanchenjunga, fresh mountain air, picture postcard beauty and salubrious climate; makes it one of the best places to spend relaxing and peaceful vacations in the lap of Mother Nature.

Here are some of the must-see tourist attractions in Gangtok-

  • Nathu La Pass – Located at a distance of around 55 km. from Gangtok and at an altitude of 14,500 ft. Nathu La Pass is an important trade link between India and China. Spectacular views of the snow-capped peaks of the Eastern Himalayas from Nathu La, lures thousands of tourists every year to this scenic place. Being an important military post of the Indian Army, special permissions need to be taken 24 hours in advance from the Army authorities in Gangtok. Also, the pass remains open only for few specific days of the week, that too only for Indian nationals. Make sure you study the weather forecast well before heading towards Nathu La as the roads to the pass are prone to landslides and avalanches. Also, the visit to Nathu La is not recommended for children and adults who are prone to asthma or other breathing problems.
  • Tsomgo Lake – Enroute to Nathu La, you will come across the enchanting Tsomgo or Changu Lake. Crystal clear waters of the lake with stunning backdrop of the snowy summits of the Himalayan peaks, offer great panoramic vistas. The lake gets completely frozen in winters, giving it an additional touch of artistic splendour. One of the favourite stopovers for tourists heading to the Nathu La, Tsomgo Lake is an ideal place to indulge your taste buds in piping hot tea made of special Yak milk and butter, accompanied with Maggi or delicious momos. The trip to Tsomgo Lake is incomplete without taking a memorable Yak ride in its vicinity. An inner line permit needs to be obtained by all tourists from the Army authorities before visiting the lake.
  • Baba Harbhajan Singh Memorial – The memorial is located at a distance of around 18 km. from the Tsomgo Lake towards the Nathu La. Popularly known as the ‘Baba Mandir’, the Baba Harbhajan Singh Memorial is dedicated to the brave Sepoy of Indian Army who lost his life around 30 years back in this region. It is believed that the soul of Baba Harbhajan Singh is still guarding the international boundary of India and China; he is believed to warn about dangers on the border through dreams of fellow army men. Even the soldiers on the other side of border share stories of a human figure patrolling the area during night. The memorial is visited by many locals, families of the Army men and tourists who come here to pay their hearty respect to baba.
  • Kyongnosla Alpine Sanctuary and Water Falls – Located around the Tsomgo Lake area is another interesting tourist attraction, the ‘Kyongnosla Alpine Sanctuary’, which is one of the best high altitude scenic wildlife sanctuaries in India. Apart from being the home to some endemic species of Himalayan alpine flowers that include colourful primulas, magnolias, poppies and irises, the Kyongnosla Alpine Sanctuary is also famous for its Red Pandas and Snow Leopards. The breath-taking ‘Kyongnosla Waterfalls’ in the sanctuary, with the water gushing down from the height of 10, 400 ft., is also a sight to behold.
  • Rumtek Monastery – Largest monastery in Sikkim, the ‘Rumtek Monastery’ is a must visit place during your holidays in Sikkim. Located at a distance of 23 km. from Gangtok and perched at a height of 5000 ft., the Rumtek Monastery is surrounded with lush green landscapes and small flowing streams. Built in a traditional Tibetan style of architecture and decorated with colourful murals, the monastery houses the Golden Stupa that contains relics and ashes of the sixteenth Karmapa. Tranquil settings of the monastery combined with sounds of enchantments of mantras by the monks, reverberates your souls with inner peace and solace during your visit to this divine place.
  • Enchey Monastery – Another significant Buddhist Monastery and one of the most famous tourist attractions of Gangtok, the Enchey Monastery lies at a distance of just 3 km. from the main city centre. Sights of the spinning prayer wheels, vibrant prayer flags and echoing chants of the monks, all this combined with peaceful surroundings is sure to fill your heart with divinity and spirituality.
  • Ganesh Tok – Located at a distance of 6 km. from Gangtok, Ganesh Tok is perched on a hill top and is home to a small temple dedicated to Lord Ganesha. India’s Efforts to Boost Adventure Tourism — India Report

Bulbul Dhawan , Skift

July 23rd, 2024 at 11:00 PM EDT

India's focus in recent years has been on tourism destination development. In its plan to diversify its offerings to attract different types of travelers, adventure tourism caters to a growing demand.

Bulbul Dhawan

The Skift India Newsletter is your go-to platform for all news related to travel, tourism, airlines, and hospitality in India.

The Indian government is exploring adventure tourism as an avenue of promoting destinations across the country. For instance, earlier this month, the newly appointed minister of tourism Gajendra Singh Shekhawat went skydiving in Haryana on World Skydiving Day.

It may or may not have been effective in promoting the sport in India, but he took the opportunity to share that the government was focusing on developing Goa and Madhya Pradesh as skydiving hubs.

This week, in the Indian Parliament, Shekhawat said that the government is promoting adventure tourism as part of its efforts to promote Indian destinations and has also formulated National Strategies for Adventure Tourism.

Adventure Tourism in India: While still a lesser explored avenue, adventure tourism in India is gaining significance.

  • Adventures in Sky: Bangalore and Himachal Pradesh offer skydiving to enthusiasts.
  • Adventures on Land: Mountaineering, skiing, rock climbing, bungee jumping, and caving are among the developed adventure tourism activities across the country.
  • Water Adventures: India has a strong inland water system and a long coast line, allowing for river rafting, canoeing, kayaking, scuba diving, surfing, and river cruises .

The government is also focusing on Ladakh as an adventure tourism destination, with activities such as mountain biking, trekking, river rafting, ice trekking, bactrian camel ride, mountain climbing, and camping.

Funding to Develop Tourism Circuits: India is developing tourism circuits in Northeast India and Jammu and Kashmir, and is including adventure tourism destinations such as Tawang, Ladakh, Darjeeling, and Sikkim in these circuits.

Between 2014 and 2019, the government of India allocated a cumulative amount of INR 8.16 billion ($97.5 million) for development of tourism circuits in Northeast India, of which INR 7.83 billion ($93.5 million) has been released.

For the development of tourism circuits in Jammu and Kashmir, INR 5.88 billion ($70.2 million) were sanctioned by the government. An amount of INR 5.18 billion ($61.9 million) has been released out of this allocation.

Youngsters Form 80% of Airbnb Bookings by Indians in Thailand

Data from Airbnb showed that bookings in Thailand from Indian guests increased by 60%, with the surge largely driven by young travelers: Gen Z and Millennials account for 80% of the Airbnb bookings by Indian guests.

India is among the largest source markets for Thailand, and the Southeast Asian nation is hoping to attract 1.7 million Indian visitors this year. Through May this year , over 842,000 Indians visited Thailand, making India the fourth-largest source market so far. This figure marks an increase of over 39% over the same period last year.

Airbnb data showed that during the Holi and Easter long weekends this year in March, searches for stays in Thailand increased by more than 200% among Indian travelers.

Thailand has made entry visa-free for Indians till November this year and is also evaluating if this facility could be permanently extended to Indian travelers.

Air India to Deploy A350 Jet on New York, Newark Routes

Former national carrier Air India is set to deploy its flagship A350-900 aircraft on the Delhi-New York JFK and Delhi-Newark routes. While the A350 jet would begin flying on the Delhi-New York sector starting November 1, the aircraft will operate on the Delhi-Newark route from January 2 next year.

The aircraft’s deployment would also mark the introduction of the airline’s Premium Economy cabin class on these routes, Air India said in a statement. Apart from this, the aircraft would also have Business and Economy cabin classes. The airline already operates the three-class configuration on the flights between India and San Francisco.

MakeMyTrip and The Rising Middle Class

India’s rising middle class  and higher disposable income have boosted spending on discretionary services, while the growing lower middle class has bolstered domestic travel, said Rajesh Magow, group CEO of MakeMyTrip, during an earnings call on Tuesday .

Magow highlighted the impact of younger generations driving a cultural shift towards more frequent breaks. He also noted a positive long-term outlook for outbound travel from India with fast-growing pools of first-time tourists, particularly to emerging destinations like Turkey and Kazakhstan, which have seen significant increases in Indian tourists.

MakeMyTrip reported its highest-ever quarterly gross bookings, revenue, and adjusted operating profit, with gross booking value exceeding $2.4 billion, a 22% year-on-year growth in the first quarter of fiscal 2025. Adjusted operating profit grew by 30% year-on-year to $39 million for the period ending June 30, 2024.

“We delivered these strong numbers despite the late pickup of the season for leisure travel due to general elections in April,” said Magow.

Port Blair Sea Port Now Open to E-Visa Holders

The Port Blair Sea Port in the Andaman Islands is now an official entry point for Indian e-visa holders. This development would allow travelers holding an e-visa to enter India by yacht, superyacht, or cruise through Port Blair.

Until now, only holders of regular visas issued by the Indian Embassy of their own countries could visit Port Blair Sea Port through yachts or cruises. This led to many visitors skipping visiting the Andamans.

The move is expected to boost tourism in the Andaman and Nicobar Islands. According to data shared by the tourism department of the Union Territory , through April this year, over 175,000 tourists visited the group of islands. However, of these, only about 5,500 were international tourists.

Road-tripping in Sikkim? Get ready for penalties if found minus this one item

In a move that will be celebrated by environmentalists and everyone else who appreciates the pristine beauty of India's hills, the Sikkim government has made it mandatory for all tourist vehicles entering the state to also pack garbage bags. As per the state's Tourism and Civil Aviation Department, not carrying garbage bags will either lead to entry restrictions or even invite penalties.

Footfall of tourists in many of India's hill stations has increased manifold since the end of Covid-related restrictions. But while this has resulted in bolstering of local economies, it has also often led to enormous pressure on local infrastructure. The problem of garbage collection and disposal is very real and as such, the Sikkim government has decided to make carrying garbage bags mandatory when entering the state via road.

The official communication from the state government highlights that specific instructions have been issued to travel agencies, tour operators and tourist car drivers to inform tourists to carry garbage bags and to use them when required. “In order to promote environmental sustainability in all the tourist destinations and to ensure community participation towards achieving this goal, Department of Tourism & Civil Aviation hereby makes it mandatory for all tourist vehicles entering the State to carry large garbage bags in their respective vehicles," the notification reads. “Further, it shall be the responsibility of concerned tour operators, travel agencies and vehicle drivers to disseminate the information about use of garbage bags for waste collection and disposal."

"Department shall conduct random checks of tourist vehicle to ensure compliance of the order and any vehicle found violating the order shall be subject to penalties in terms of prescribed rule of the Department. Department shall also conduct awareness campaign and cleanliness drive to educate the tourist about garbage management and environmental sustainability," the notification reads.
