All the European countries you can travel to without a vaccine or COVID test

Travel to Europe is finally starting to look like something close to normal again. The number of countries that have removed all Covid-related entry restrictions is growing and many are also ditching domestic rules on masks and social distancing. Here are all the destinations that are now offering hassle-free travel. The only question is, where next?

Austria is among the latest countries to abolish its entry rules. As of 16 May, no proof of vaccination, recovery or a negative test is required to visit the historic green capital of Vienna . The pre-travel clearance form is also now redundant. It follows the removal of domestic rules, including the need to wear a face mask in public places.

Bulgaria began welcoming all travellers back at the start of May. No Covid documents are needed, a statement from the Republic’s foreign ministry confirmed, so everyone is free to enjoy Bulgaria’s varied topography - from its mountains to beautiful Black Coast beaches . Mandatory mask wearing is also long gone.

Around 500 different airline routes are heading to Croatia this summer, and with all Covid entry rules abolished on 3 May, there’ll be a mix of immunity levels on board. First-time travellers are weighing up the pros and cons of Dubrovnik or Split, but there’s plenty of amazing destinations on ‘ the land of a thousand islands ’.

Czech Republic

After tightening testing requirements again for foreign arrivals back in December at the height of omicron, the Czech Republic removed all Covid-related entry requirements for international arrivals on 9 April, 2022. It’s no longer necessary to wear a face mask in most public places – the main exceptions are public transport and taxis.

Thanks to the country’s high vaccination rate, Denmark became the first EU country to lift all domestic Covid restrictions at the beginning of February. All entry requirements for international arrivals were then abolished on 29 March, 2022 (before that, testing rules only applied for arrivals from outside the EU and Schengen).

After much to-ing and fro-ing, Greece officially removed all Covid-related entry measures on 1 May, 2022. Mask-wearing is still compulsory indoors, but for many tourists to the Greek islands this will be virtually unnoticeable as so much dining, drinking and socialising takes place outdoors.

City breaks to Budapest are back on thanks to the removal of all Covid-related entry requirements for travel to Hungary. There are also no social distancing measures in place anymore, and it’s no longer compulsory to wear a face mask on public transport or in indoor public places.

All of Iceland ’s Covid-related restrictions were lifted on 25 February, 2022, both for international arrivals and within the country itself. The wearing of masks is no longer mandatory anywhere and there are no social distancing measures in place. However the country still encourages testing and self-isolation to control the spread of Covid.

Guinness-lovers rejoiced when Ireland dropped all Covid-related entry requirements on 6 March, 2022. This includes proof of vaccination, pre-arrival testing and the passenger locator form. Mask-wearing became optional a couple of weeks before that, on 28 February, 2022.

As it stands, visitors from the EU, EEA, Switzerland or the UK can all enter Latvia without the need to take a test, show proof of vaccination or quarantining. However there are some hoops to jump through if you’re travelling to Latvia from third countries, which still requires proof of vaccination or a negative test result. FFP2 masks remain mandatory on public transport.

Vilnius became one of Europe’s most hassle-free city breaks in mid-February when Lithuania announced that it was dropping all entry requirements for travellers from EU/EEA countries, as well as a number of others including the UK, US and New Zealand. However, you’re still required to wear a face mask on public transport.

Although part of Portugal (which still requires testing or proof of vaccination), the popular holiday island of Madeira has removed all Covid-related entry requirements for tourists. However, it’s not quite back to total normality.

The territory does still recommend that international visitors register on the Madeira Safe digital platform. And once you’re there, it’s still compulsory to wear a face mask at indoor public venues and carry proof of vaccination to enter restaurants, bars and other venues.

This lesser-known Balkan gem dropped all entry restrictions in mid-March, 2022. It’s also no longer necessary to carry a vaccine passport to enter social settings here, though Montenegro has kept its mask mandate for indoor public settings. This includes restaurants, bars and hotels.

“No testing, no quarantining, no registration!” - that’s been Norway ’s entry policy since 12 February, 2022, when the Nordic country dropped all Covid entry requirements for international arrivals. There’s also no testing requirements if you fall ill, which may raise some eyebrows among cautious travellers. All social distancing and face mask rules have been dropped in Norway, too.

In one fell swoop, Poland dropped on-arrival quarantining, proof of vaccination and pre-arrival testing requirements on 28 March, 2022. The new business-as-usual status applies to all arrivals from non-Schengen countries, as well as those from the EU. Poland has also removed all rules about wearing face masks in public.

This eastern European country dropped all quarantining, testing and passenger tracking requirements for international visitors on 9 March, 2022. At the same time, Romania declared that it was ditching the digital pass that had previously been required to enter certain institutions and made face masks non-compulsory in both indoor and outdoor settings.

Serbia dropped all entry rules on 3 May, in step with a number of other European countries. Its great outdoors is open to all travellers, who will be rewarded by some magnificent, and underrated sights in the southeast of the continent.

Travel to this Balkan nation became much easier from 19 February, 2022, when it removed all Covid-related entry requirements for visitors, regardless of vaccination status. Most Covid restrictions within Slovenia ended on 13 April, 2022, though you’ll still need to wear a face mask on public transport and in enclosed public spaces.

On 1 April, 2022, Sweden dropped all Covid-related entry requirements for visitors from the UK or outside the EU/EEA. This followed a temporary ban on third-country arrivals in March due to the omicron variant. Regardless of where you’re arriving from, it means you’ll no longer need to present proof of vaccination or a negative Covid test.

Just in time for the summer hiking season, Switzerland announced that it would drop all Covid-related entry requirements for international visitors from 2 May, 2022. Before then, travellers needed to show proof of vaccination. The Alpine country also got rid of face masks on 1 April, 2022, and at the same time mandated that people who have tested positive for Covid no longer need to isolate.

As the pandemic lingers, countries are diverging in how they are handling the question of entry requirements. Some only require a negative test, some require full vaccination, some offer the option of a test or a vaccine, and others require both. These countries have lifted all coronavirus travel restrictions

Montenegro

Since 2020, we’ve all needed to stay on top of the Covid-related rules for different countries – from where you can travel without a vaccine to which destinations require a Covid booster jab for travel . By spring 2022, however, a handful of European countries (including the UK since Friday 18 March 2022) have lifted all restrictions relating to coronavirus and travel, allowing international visitors to enter without proof of vaccination, a negative test, recent recovery or even filling in a passenger locator form . These are the places that have dropped all such rules – although, of course, we still recommend following UK health advice , including having your Covid vaccine and booster if you are able to.

As of Thursday 6 July, those visiting Australia do not need to do a pre-departure test or fill out a Digital Passenger Declaration. You are not required to declare or prove your vaccination status.

There are no requirements to show proof of vaccination, a negative test or fill out a passenger locator form for those visiting Croatia.

Czech Republic

On Saturday 9 April 2022, the Czech Republic lifted all coronavirus-related entry requirements for people arriving from other countries. Visitors do not need to show any proof of vaccination or negative tests and do not need to fill out a passenger locator form.

There are no coronavirus-related requirements regarding testing or quarantining when entering Denmark regardless of vaccination status. 

Egypt is not enforcing any requirements related to coronavirus for those entering the country. 

As of Friday 1 July 2022, Finland dropped all entry requirements for vaccinated and unvaccinated visitors.

As of Saturday 11 June 2022, all coronavirus-related restrictions for Germany have been lifted.

Travellers to Greece don't need to show a proof of vaccination, negative tests, or a certificate of recovery from COVID. They do not need to complete a Passenger Locator Form regardless of vaccination status.

The Hungarian government lifted all coronavirus restrictions upon entering the country on Monday 7 March 2022. You do not need to show vaccination proof or any negative tests.

Iceland

There are currently no rules about coronavirus vaccinations or tests to enter Iceland as an international visitor.

Since Sunday 6 March 2022, international visitors have not been required to follow any restrictions regarding coronavirus. If travellers develop coronavirus symptoms while staying in Ireland , they should follow the current HSE guidance.

As of 1 June 2022, coronavirus restrictions on entering Italy have been lifted. However, those travelling by ferry, train or coach must wear an FFP2 mask to enter the country. Masks are no longer required on flights.

There are no coronavirus-related travel rules for those travelling to Montenegro.

Entry requirements for Norway are the same for everyone, regardless of vaccination status. You do not need to show any negative tests, fill out any forms or self-isolate.

Poland

Since Monday 28 March 2022, pre-departure testing and proof of vaccination have not been required to enter Poland.

All travel restrictions for entering Romania related to coronavirus were lifted on Wednesday 9 March 2022.

There are no Covid-related entry requirements for those visiting Slovenia are the same regardless of vaccination status.

South Africa

You can travel to South Africa for any purpose without adhering to coronavirus rules.

As of Friday 1 April 2022, travellers to Sweden are no longer required to present a negative test or proof of vaccination to enter.

Domestic travel for unvaccinated travelers

Between constantly changing entry requirements, mandated quarantines, testing rules and vaccine provisions, traveling during the COVID-19 pandemic isn’t easy. If you’re not vaccinated, it's even harder. Some countries flat-out don’t admit unvaccinated travelers, while others require a mandatory quarantine and extra tests.

If you plan on traveling and aren't vaccinated, here’s what you need to know.

As recently as Jan. 12, the Centers for Disease Control and Prevention continues to recommend delaying travel until you’re fully vaccinated.

Requirements are up to each city and state. For example, while Illinois doesn’t have statewide restrictions, its recommendations differ based on the daily COVID-19 case rates of the state the traveler is arriving from. Unvaccinated travelers arriving from states with higher case rates are encouraged to secure a negative COVID-19 test taken within 72 hours of travel to Illinois. At the city level, unvaccinated travelers going to Chicago are asked to get tested for COVID-19 before and after arrival and to quarantine upon arrival.

Meanwhile, all travelers 16 and older who enter California via Los Angeles International Airport, Van Nuys Airport or Los Angeles Union Station are required to fill out a City of Los Angeles Traveler Form, agreeing to follow CDC travel guidance — or face up to a $500 fine.

Other states may be more flexible and have no recommendations or requirements related to vaccination, quarantine, forms or testing for visitors.

Tips for traveling domestically without a vaccine

If the required time frame for getting a COVID-19 test ahead of travel is less than 24 hours, check if an urgent care center near you offers a rapid results option. In addition, check if a PCR and/or antigen test will be accepted. Generally, results from an antigen test can be provided faster. If you have insurance, the test may be covered.

Before heading to your intended destination, check the city and state requirements and recommendations, because they may differ (like Chicago and Illinois). Find out if your destination has any special requirements based on the state you’re arriving from.

Some businesses require proof of vaccination for entry. Be prepared to be turned away from restaurants, bars, stores and other establishments if this is the case.

Check if there are any ongoing testing requirements. For example, unvaccinated travelers staying in Puerto Rico longer than a week must submit weekly COVID-19 test results.

Traveling internationally may present a greater number of obstacles, especially due to different systems and a potential language barrier. Some countries don't allow unvaccinated travelers to enter, period . For example, travel to the majority of European countries is possible only to those who are vaccinated. If you’re not vaccinated, make sure the country you want to visit will allow you entry.

In addition, before returning to the U.S., you’re required to provide proof of a negative COVID-19 test taken within one day of the flight's departure. While abroad, you’ll need to go to a COVID-19 testing center. Unlike getting tested in the U.S., COVID-19 tests abroad aren't covered by insurance, so you'll need to budget for the out-of-pocket cost .

Furthermore, you should book your accommodations wisely. Does the hotel you want to stay at allow unvaccinated guests? Will you be able to dine at the hotel restaurant? Can you use the spa or gym facilities? These are important questions you’ll need to consider before booking an international hotel stay.

Scrutinize your access to activities and other places you’d like to visit during your trip, too, like restaurants and museums. On my recent trip to Germany, I had to show my proof of vaccination and identification in every bar, restaurant, shop and hotel I entered.

If you’re unvaccinated, you may be refused entry to all these places, which can ruin your trip.

Tips for traveling internationally without a vaccine

Get travel insurance with Cancel For Any Reason coverage since entry requirements are changing constantly. What happens if you book a nonrefundable flight and hotel, and a week before your departure, your destination stops allowing in unvaccinated travelers? If you have travel insurance with CFAR, you’ll be able to cancel your trip and get your nonrefundable deposits back so long as changes aren’t made at the last minute. For example, with CFAR coverage from Berkshire Hathaway Travel Protection, "you may only be eligible if you purchase CFAR at the time of your base policy purchase, insure your full trip cost, and cancel more than 48 hours prior to departure," according to the company's website.

Confirm entry eligibility for your must-have experiences, like restaurants, museums, shopping malls or bars and clubs. Double-check that your hotel will allow you entry as well.

Research COVID-19 testing sites in the area before departure. Will you need to travel far to get your test? Consider travel time when making a test appointment.

Check if there's an app that your destination country uses that will accept your pre-departure negative COVID-19 test result. This step could make it easier to visit any bars, hotels, shops, restaurants and museums you’d like to check out.

Traveling domestically and internationally may pose a new set of challenges for those who are unvaccinated. Be sure to keep up to date with the latest requirements to make sure that your trip goes smoothly. International travel may result in many more difficulties, so if you’re not prepared to deal with all the uncertainties of being abroad, consider travel to a location within the U.S.

1. what precautions should i take if i need to travel.

Travellers should consult the national policies of their destination country, as well as policies set by their transport provider prior to travel. 

Standard prevention measures to control the spread of COVID-19 that may be recommended during travel include:

  • do not travel if exhibiting symptoms compatible with COVID-19
  • practice physical distancing (a distance of one to two metres from others)
  • follow respiratory etiquette (coughing and sneezing into a tissue or elbow) and good hand hygiene (washing hands with soap and water regularly or using alcohol-based hand sanitisers)
  • use a face mask (preferably a medical face mask or FFP2 respirator) in situations where physical distancing cannot be maintained.

Travellers who develop any symptoms compatible with COVID-19 during or after travel should self-isolate and seek medical advice and test for SARS-CoV-2 to exclude a diagnosis of COVID-19.

2. What is the risk of infection with SARS-CoV-2 when travelling?

There may be a risk of infection with SARS-CoV-2 while travelling, so standard prevention measures should be followed.

ECDC, in collaboration with other relevant EU agencies, has developed joint guidance for the  aviation ,  cruise  ship and  railway  sectors for use during the pandemic, including advice on non-pharmaceutical interventions while travelling, the cleaning and disinfection of premises and managing a COVID-19 case on board.

Five European countries have recently dropped entry rules requiring visitors from the UK to be vaccinated or test negative for Covid-19. They include destinations popular with summer sun-seekers and countries that are popular for city breaks. The changes make holidaying more straightforward and should make trips cheaper too as there is now no need to fork out for Covid-19 tests to visit.

According to SchengenVisaInfo , Bulgaria, Croatia, Greece, Lithuania and Switzerland are the latest countries to drop entry restrictions. All four of the countries are in the EU, except Switzerland, which is part of the Single Market and the European Economic Area (EEA).

While the entry restrictions have been dropped, some of the measures still apply in some of them, like having to self-isolate if you test positive for Covid-19 while you're in that country.

There are no longer any Covid-19 restrictions for arrivals into Bulgaria. They were removed on May 1. Bulgaria has also removed a requirement to present a Covid Pass to enter indoor venues. Masks are no longer mandatory, indoors or outdoors, but are recommended.

If you test positive for Covid-19 while in Bulgaria you will be required to self-isolate, as will any contacts you are with.

"Travellers are no longer required to show a Covid-19 vaccine certificate, proof of a negative test, or a certificate of recovery to enter Croatia," the UK's Foreign and Commonwealth Office confirms. Croatia no longer requires masks and there is no Covid Pass system for entering venues.

If you test positive you may have to self-isolate until a negative test.

Since May 1, arrivals from the UK into Greece are no longer required to show proof of vaccination, a negative Covid test or a recovery certificate to enter Greece. However, you may get asked to do a rapid Covid-19 test when you arrive. If you test positive you and those you are travelling with will have to self-isolate for at least five days. Greece no longer requires a Covid-19 pass to enter venues.

Masks are still worn indoors in Greece. If you test positive at all in Greece, you will have to self-isolate. The FCO says: "If you test positive for Covid-19 while in Greece you must self-isolate for 5 days from the date of the positive test result. You may leave self-isolation after 5 days if you are no longer experiencing symptoms, otherwise you should continue to self-isolate."

As with Greece and Bulgaria, Lithuania ended Covid entry restrictions on May 1. The FCO says: "Lithuania ended all Covid-19 related entry restrictions on 1 May 2022. Travellers to Lithuania are no longer required to prove their vaccination status, recovery from Covid-19, have a negative Covid-19 test result on arrival or complete a passenger questionnaire. Self-isolation is no longer required."

Lithuania dropped its mask rule in May too. They are only required in medical settings, but you are still advised to wear one when close to others.

Visitors no longer have to prove their vaccine status through a Covid Pass to enter venues. The FCO adds: "Self-isolation is no longer mandatory for individuals who test positive for Covid-19."

Switzerland

There are no Covid-19 restrictions for entering Switzerland anymore. You do not need to be vaccinated, recovered or have to show a negative test to enter Switzerland as a UK passport holder.

The Swiss have also dropped all their Covid measures. The FCO says: "Switzerland has lifted all Covid-19 pandemic restrictions – there are no social distancing or mask-wearing measures in place. There is no mandatory isolation requirement if you test positive for Covid 19."

Countries That Don’t Require COVID Vaccinations For Travel

For travelers who have seen their free-movement rights denied due to the coronavirus pandemic, here is a list of countries that currently allow visitors to enter without a COVID-19 test or quarantine or with very few restrictions.   

Also, find countries that have dropped all or most of their local Covid-19 restrictions. Notice that governments can and will change entry restrictions depending on economic, political, and epidemiology factors. As of today, these are the ones welcoming back tourists, no questions asked.

Countries Without COVID Mandates (No Vaccine, No Test)

United states.

As of May 12, a notable change has taken place regarding the entry requirements for travelers visiting the United States during the ongoing COVID-19 pandemic. It is worth mentioning that no COVID-19-related restrictions or requirements are currently in effect for individuals entering the country. This significant update brings forth a sense of relief and convenience, as visitors are no longer obligated to provide proof of vaccination or present a negative COVID-19 test result upon arrival. 

This development marks a positive step towards a more open and accessible travel experience, enabling visitors to enjoy their time in the United States without the burden of additional documentation.

Proof of COVID-19 vaccination is no longer required to enter Colombia. In the same way, pre-entry and arrival COVID-19 tests are not required and quarantine after you enter Colombia has also been lifted.

Bahamas Announces Changes To Covid Testing Rules for All Travelers

Travelers are no longer subject to strict health checks when traveling to the Bahamas.

Visitors are no longer required to present a COVID-19 test or proof of vaccination prior to entry to the country.

While there is no quarantine requirement when entering the Bahamas, individuals who are symptomatic or test positive for COVID -19 must be quarantined.

The last pandemic-related travel requirement, the Air Suvidha form, has been eliminated, according to the Indian government.

As of today, Nov. 22, international travelers no longer need to fill out this form or present a PCR COVID -19 test. Previously, they had to do so to enter the country.

According to the official statement , the updates have been made “in light of sustained declining COVID-19 trajectory and significant advances being made in COVID-19 vaccination coverage both globally as well as in India.”

Spain 

Both EU and non-EU citizens will no longer need to present documentation of their vaccinations, recovery, or COVID-19 test results in order to enter the country as of October 21, 2022.

The government website states: “All COVID-19 travel restrictions for travelers to Spain have been lifted. The rules that previously applied to travelers coming to Spain no longer apply.”

Canada is the latest country to drop Covid-related travel restrictions. Canadian Government announced on Monday, September 26 that all the border entry rules along with mask mandates will be dropped as of October 1.

Thailand To Remove All Entry Requirements For International Tourists

From Oct. 1, authorities will no longer require travelers to present proof of vaccination or negative COVID-19 test results. People will also be able to attend crowded events without having to produce proof of vaccination. Officials announced that the nationwide state of emergency, which expired on September 30, will not be extended.

The current rules will be scrapped starting Oct. 1.

Cappadocia, Turkey

Türkiye finally abolishes all health requirements for international tourists.

As confirmed by the Interior Ministry, international travelers no longer have to get tested or present other Covid-19 documents.

Previously, travelers who could not present a vaccination certificate when crossing the border were required to present a negative PCR test 72 hours before entry or a rapid antigen test within 48 hours of departure.

  • New Zealand

The government of New Zealand has announced that all COVID-19-related travel restrictions and testing requirements have been withdrawn.

Prime Minister Jacinda Ardern removed all vaccine restrictions, as well as the obligation to self-test after arrival, on September 13. Testing will now be “encouraged,” but not required.

“It’s time to safely turn the page on our COVID-19 management, and live without the extraordinary measures we have previously used,” Ardern said in a statement. “Today marks a milestone in our response. Finally, rather than feeling that COVID dictates what happens to us, our lives, and our futures, we take back control.”

Jamaica will drop pre-departure Covid-19 testing for all, vaccinated and unvaccinated visitors starting April 16.

“We’re optimistic that these will serve to increase the appeal of Jamaica as a premier destination and keep us moving toward a stronger recovery for the tourism sector and our economy as a whole,”  said Edmund Bartlett, minister of tourism.

Austria

Effective May 16, all travelers will be permitted restriction-free entry as the country has decided to lift all of its COVID-19 entry rules, authorities have announced.

“Travel to Austria is possible for touristic purposes. From May 16, proof of vaccination/recovery or a test is no longer needed,” the statement of the portal reads.

This news applies to all travelers regardless of their country of departure or origin.

Belize Has Lifted ALL Covid-19 Entry Travel Restrictions

Belize has dropped all Covid-19 entry restrictions for international travelers. The move means that visitors no longer need to present proof of vaccination or a negative Covid-19 test taken shortly before departure to the Central American country. 

Kevin Bernard, the minister of health and wellness for Belize, told reporters that “with the emergence of weaker variants of COVID-19 and with the global trend of restrictions being relaxed, the time has come to take the pressure off of our health systems,”

“We’ve reached a level where it’s now everyone’s personal responsibility to decide whether they want to be vaccinated or not.”

Cyprus

According to the Cypriot government on Friday, travelers to Cyprus will no longer have to present a valid COVID -19 vaccination or a recovery certificate, nor will they have to present a negative COVID -19 test from June 1 to enter the country.

The government has also decided to abolish the requirement to wear face masks in all indoor places in Cyprus from June 1, with the exception of hospitals, nursing homes and other indoor medical facilities.

Those heading to the countless festivals in Ireland are no longer subject to Covid-19 entry restrictions. 

“There are no post-arrival testing or quarantine requirements for travelers to Ireland. Travel carriers will not ask to check a PLF receipt prior to traveling to Ireland,” the Irish government said in a statement.

“Any individual that develops Covid-19 symptoms while in Ireland should follow the HSE (Health Service Executive) guidance in relation to isolation and undertaking antigen or PCR testing as appropriate,” the Irish government pointed out through a statement.”

Keep in mind that passengers visiting Northern Ireland must still adhere to all UK travel regulations.

This amazing country, dubbed “an open-air museum,” is open for tourism and has removed pre-departure and post-arrival testing as well as proof of vaccination for foreign visitors, as of March 1.

Regardless of vaccination status, all travelers to Jordan must register on the Gateway2Jordan platform site and follow the Jordanian government’s guidelines.

Traveling to the European Union (EU) or Schengen Area is a dream for many global tourists, workers, and students alike. However, health and safety measures have become crucial considerations, significantly reshaped by the COVID-19 pandemic. At the time of writing this article, there is no European country that still requires Covid-19 testing or vaccination before allowing entry. That is because. from the beginning of January 2023, the EU COVID vaccine requirements have been lifted by all the countries in the region.

EU nations have now reverted to the same entry measures that applied before the arrival of Covid-19.

Pre-COVID-19 Vaccination Requirements

Before the COVID-19 pandemic, the EU and Schengen Area did not require mandatory vaccinations for travellers, except for certain circumstances. These exceptions usually applied to individuals traveling from countries with high risks of particular infectious diseases.

What kinds of vaccinations should I get if I plan to visit Western Europe?

They also recommend the following routine vaccinations: mumps, measles, rubella, diphtheria, tetanus, pertussis, chickenpox, influenza, pneumonia, shingles, polio, and meningitis.

Although these are no longer mandatory, Covid-19 vaccinations are still recommended for all foreigners who want to travel to Europe and for locals who want to travel to a different part of the continent.

Diseases that could be prevented by vaccination, such as mumps and measles, are starting to become increasingly common in parts of Western Europe. We recommend that you double-check your immunization status and get any necessary vaccines before you go.

With the number of people in the United States vaccinated against the coronavirus climbing, Americans are starting to explore their prospects for international travel this summer, a season when Europe is traditionally a big draw.

Most of Europe has been off-limits to most U.S. citizens for over a year, and the continent is currently grappling with a third wave of coronavirus infections and a surge in new, more contagious variants, making it unclear when its borders will reopen. But some European countries have started to welcome vaccinated travelers , including American tourists , and others are making preparations to ease restrictions in time for the summer season.

Vaccine and health certificates that would help speed travel are under development, which could make it easier for tourism to restart. The 27 member countries of the European Union have endorsed the idea of a vaccine certificate. While individual European countries will still set their own rules, the initiative is expected to establish a coordinated approach across the continent.

“Finally, we have a tangible solution to coordinating and harmonizing travel measures,” said Eduardo Santander, chief executive of the European Travel Commission, an association of national tourism organizations based in Brussels. “I think other countries like the U.S. will also come up with their own technological solutions that will be compatible and after a period of trials this summer, a global standard will be established.”

In the United States, the Centers for Disease Control and Prevention is still recommending against travel — even for those vaccinated — citing the risks of catching and spreading the virus while away from home. And ultimately, the course of the virus will determine what travel looks like across the world. But here’s what we know about how European countries are preparing to restart tourism.

I want to go to Europe this summer. Who will let me in?

Last summer, when the United States reported more coronavirus infections and deaths than any other country, Americans were barred from entering the European bloc for vacation.

There have been a few exceptions: Turkey has been letting U.S. citizens enter if they produce evidence of a negative Covid-19 PCR test before departure, as has Croatia, and several countries that are not members of the European Union, including Albania and Armenia.

As the number of cases has risen in Europe, and vaccination has been sluggish, several European Union countries have gone back into lockdown. France, Belgium and Portugal have reintroduced stringent measures that restrict nonessential travel, even from within the bloc and within what is known as the Schengen Zone, which includes nonmember countries that allow free movement across their borders.

“Right now, in some European countries, it might feel like you are in the middle of a storm, which is how we felt in the U.K a couple of months ago,” said Gloria Guevara Manzo, chief executive and president of the World Travel & Tourism Council , a forum that works with governments to raise awareness about the travel industry.

“But I think once we accelerate the vaccination rollout while applying strong safety protocols and testing, then by the summer we will be in a situation where European countries will be able to open up around the same time,” she added.

But that’s likely to be for travel within Europe, rather than between Europe and the United States.

“The current focus is on opening up internal markets within the E.U and U.K. and then depending on reciprocity agreements, more third countries will be included,” said Eric Dresin, Secretary General of the European Travel Agents’ and Tour Operators’ Association . “But right now, we are not talking about Americans visiting Europe.”

American travelers do have some options, though: Having brought the virus under control, Iceland is allowing all vaccinated travelers — including those from the United States — to enter without being subject to Covid-19 testing or quarantine measures.

Greece, one of the most popular European summer destinations for Americans, announced this month that it would reopen for all tourists in mid-May, as long as they show proof of vaccination, antibodies or a negative Covid-19 test result before traveling. All visitors will be subject to random testing upon arrival.

Turkey said it would not require international travelers to be vaccinated this summer and will re-evaluate testing policies after April 15.

Other European countries like Slovenia and Estonia are letting in vaccinated tourists, but not those from the United States.

Spain, which relies heavily on tourism for its economy, said it would reopen to international visitors in the spring, once between 30 and 40 percent of its adult population is vaccinated. Portugal is also hoping to reopen its borders by May, but it is not yet clear whether Americans will be allowed in.

What about Britain?

Americans were never barred from entering the United Kingdom, which left the European Union last year, during the pandemic and can visit today, but face strict testing and quarantine requirements. In England, where a 10-day quarantine is required, the time can be reduced if a person presents a negative Covid-19 PCR test on day five.

Violations can result in penalties of up to $13,860 and 10 years in prison.

Most of Britain is under strict lockdown and while a stay-at-home-order is to be lifted on March 29, most shops, restaurants and pubs will stay closed until at least mid-April. Scotland has started to ease restrictions and will continue to do so in phases.

Domestic tourism and indoor dining is not expected to resume until May 17 at the earliest. In anticipation of restrictions being lifted, several cruise lines have announced “staycation sailings” around the British Isles starting in June.

Many Britons traveled last summer when the virus seemed to have ebbed, and a recent study found that they brought a significant number of infections back into the United Kingdom. A ban on British travel abroad for leisure was enacted on Jan. 4 and was expected to expire in May, but the government introduced legislation this week that lays down the legal framework to extend the restrictions until the end of June.

It is not clear when exactly the United Kingdom will lift its quarantine requirements for more tourism, but Visit Britain forecasts a slow recovery that will start toward late summer.

Will I need proof that I’m vaccinated to enter Europe?

Earlier this month, the European Commission proposed a digital travel certificate that would prove that a person has been vaccinated, received a negative Covid-19 test result or recovered after contracting the virus.

To travel to the European Union , you will have to tick one of the three boxes.

The document, known as a Digital Green Certificate, would allow European Union residents and their family members to travel freely within the bloc’s member states. The commission is also working to coordinate with the World Health Organization to make sure that the certificates are compatible with systems in countries outside Europe.

The documents would be free and available in digital or paper format and if approved by the European Parliament, the bloc plans to roll them out within three months.

Non-European Union nationals will be able to request a Digital Green Certificate from the member country they plan to visit. The rules for proof of vaccinations will be the same as for European Union nationals: Vaccines that the bloc has authorized will be accepted and individual member states will be able to decide whether to accept others.

“The Digital Green Certificate will not be a precondition to free movement, and it will not discriminate in any way,” said Didier Reynders, the bloc’s top official for justice. “A common E.U.-approach will not only help us to gradually restore free movement within the E.U. and avoid fragmentation. It is also a chance to influence global standards and lead by example based on our European values like data protection.”

If I do go, what happens when I return to the United States?

Currently, all airline passengers age 2 and older traveling to the United States must provide a negative Covid-19 viral test (NAAT or antigen test) taken within three calendar days of travel. States have different quarantine requirements , so travelers should check what their state requires before booking a vacation abroad.

Will I Need a Booster Shot to Travel? These Countries Require It for Entry

Countries around the world are requiring tourists to have received a booster shot against COVID-19.

As testing and being vaccinated against COVID-19 has become the norm in preparing for travel these days, receiving a booster shot is increasingly becoming a new requirement before take off. In fact, several countries — and even cruise lines — have started requiring travelers to have a booster dose of a COVID-19 vaccine for entry.

"The booster shots have definitely been really helpful to reduce the risks of serious disease so it makes good sense to require it," Dr. Gigi Gronvall, a senior scholar at Johns Hopkins Center for Health Security, told Travel + Leisure . "There's no magic solution here, but if you do get exposed, infected, your course of illness will be shorter."

The Centers for Disease Control and Prevention recommends people 12 and older get a booster dose of the coronavirus vaccine at least five months after completing their primary COVID-19 vaccination series, or two months after receiving a Johnson & Johnson shot. The agency considers people "up to date" on their shots "until the time they are eligible for a booster."

"We continue to learn about this virus and what's needed to protect against it," Gronvall added.

Last year, the European Commission adopted rules for travel within the EU, determining its Digital COVID Certificate would be valid for 270 days (about 9 months) after the final shot of someone's initial vaccine series. Following that, travelers will have to get a booster shot. While currently, Americans who were vaccinated in the United States are not eligible to obtain an EU Digital COVID Certificate, several countries have started requiring the booster shot using the 270-day metric.

These are the countries and destinations that welcome American travelers and have implemented booster requirements — for either entry or easier entry — and what to know before going.

Rules on boosters: Austria requires travelers have their COVID-19 booster shot if 270 days have passed since their last vaccine. Travelers who have their booster shot are also exempt from a pre-arrival PCR test. Travelers who have not received a booster shot must show proof of a negative PCR test taken within 72 hours.

What else is needed to enter: Alternatively, Austria allows travelers who show proof they contracted COVID-19 and recovered to enter the country with a PCR test. Travelers who are fully vaccinated and show proof of recovery are exempt from the PCR test. Children under 12 are also exempt from showing proof of vaccination or a negative test if they are accompanied by a fully vaccinated or recovered adult.

Proof of vaccination or recovery is required in Austria to visit hotels, restaurants, cultural institutions, ride ski lifts, and more.

Rules on boosters: Croatia requires a booster dose for anyone who received their initial vaccine shots more than 270 days ago. Unvaccinated travelers can also enter by showing proof of a negative PCR test taken within 72 hours of arrival, proof of a negative rapid antigen test taken within 24 hours of arrival, or proof they contracted COVID-19 and recovered within the past 180 days.

What else is needed to enter: All tourists must show a certificate of reservation or paid accommodation while in Croatia.

Rules on boosters: All travelers 18 and older who have been vaccinated for more than 9 months will need a booster shot to enter.

What else is needed to enter: Travelers also need to show proof of a negative PCR or antigen test taken within 48 hours of their departure. Visitors will also need to download a digital certificate to enter places like restaurants and cafes as well as travel on long-distance trains.

Rules on boosters : Greece does not require American travelers to be boosted to enter the country, but does require proof of vaccination to access places like indoor restaurants. For this purpose, a vaccine is valid for 7 months and travelers must receive a booster to remain valid after that time period.

What else is needed to enter : All U.S. travelers must arrive with proof of a negative COVID-19 PCR test taken within 72 hours of their arrival or a negative rapid antigen test taken within 24 hours of their arrival.

Rules on boosters : Iceland welcomes vaccinated travelers without restrictions, but requires them to be boosted if it has been more than 270 days since the final shot of their initial vaccination series.

What else is needed to enter : Travelers must show proof of a negative COVID-19 PCR or antigen test taken within 72 hours of their departure for Iceland. Travelers who have contracted COVID-19 and recovered within the past 180 days are exempt from the pre-arrival test.

Rules on boosters: Israel requires travelers to have recieved a booster shot if 180 days have passed since their initial vaccine series. Travelers must also be fully vaccinated with two doses of the Pfizer or Moderna vaccine or one dose of the Johnson & Johnson vaccine within six months of travel. Israel was one of the first countries to implement a booster requirement.

What else is needed to enter: All vaccinated international tourists must also show proof of a COVID-19 PCR test taken within 72 hours or a rapid antigen test taken within 24 hours before their flight, and get tested with another PCR test upon arrival.

Netherlands

Rules on boosters: The Netherlands requires a booster dose for vaccinated travelers who received the final dose of their initial vaccine series more than 270 days before their trip. Travelers who received a booster dose at least seven days before their trip are not required to self-quarantine upon arrival.

What else is needed to enter: Travelers must also show proof of a negative COVID-19 PCR test taken within 48 hours of their departure or a negative antigen test taken within 24 hours of their departure.

Rules on boosters: To enter the country, Spain requires international travelers from the U.S. to show proof they are vaccinated and have received a booster dose if more than 270 days have passed since the final dose of their initial vaccine series.

What else is needed to enter: Travelers must also fill out a Spain Health Control form, which can be obtained through the Spain Travel Health portal or through apps on Androidor iOS devices.

Switzerland

Rules on boosters : American travelers can enter Switzerland if they have been fully vaccinated within the past 270 days. If it has been more than 270 days since the final dose of their initial vaccination series, they must be boosted.

What else is needed to enter : Vaccinated travelers have to fill out an entry form, but are exempt from pre-arrival testing.

North Korea has successfully conducted a test aimed at developing missiles carrying multiple warheads, state media agency KCNA reports.

The country said the test was carried out yesterday using the first-stage, solid-fuel engine of an intermediate-range ballistic missile.

KCNA said the missile succeeded in separating warheads in a test that was aimed at developing multiple independently targetable re-entry vehicle (MIRV) technology.

"The purpose was to secure the capability to destroy individual targets using multiple warheads," it said.

What else happened this week?

The dispatch comes a day after South Korea's military said North Korea had launched what appeared to be a hypersonic missile off its east coast that exploded in mid-air.

South Korea, the US and Japan condemned that launch as a violation of UN Security Council resolutions and a serious threat, and warned against additional provocations in the wake of last week's summit between North Korean leader Kim Jong Un and Vladimir Putin.

Today, the three countries began large-scale joint military drills involving navy destroyers, fighter jets and the nuclear-powered US aircraft carrier Theodore Roosevelt, aimed at boosting defence against missiles, submarines and air attacks.

During Mr Putin's first visit to North Korea in 24 years, the two leaders signed a mutual defence pact, which Mr Kim lauded as an alliance, but which South Korean President Yoon Suk Yeol called "anachronistic".

A passenger train derailment in northern Russia has killed at least two people and left one other missing, a state-run railway company has said.

The 14-carriage train derailed in Russia's northern republic of Komi last night, Russian Railways said, with nine carriages coming off the tracks.

Up to 50 people were injured, Russia's news agency Interfax reported, citing emergency officials.

The train, carrying 232 passengers, was headed to the southern city of Novorossiysk from Vorkuta, a coal mining town in the north of Komi, Russian Railways said.

It said that heavy rainfall, which washed out parts of the track, was the likely cause of the derailment.

The Ukrainian air force has said it shot down all 23 drones and five out of six missiles launched by Russia this morning.

Serhii Tiurin, the regional governor of Khmelnytskyi, western Ukraine, said the air defences shot down nine aerial targets over his region. 

Local authorities have not received any reports of casualties or property damage, he added.

Meanwhile, governor Vitaliy Kim said the military destroyed six drones and three cruise missiles over the southern region of Mykolaiv.

Ukraine and Russia often send drones across the border but both sides have said they only target military infrastructure.

A senior Russian diplomat has urged the US to pay attention to discussions under way on possibly altering Moscow's nuclear doctrine to suit changed conditions in international relations.

Deputy foreign minister Sergei Ryabkov, interviewed by the Izvestia media outlet, also said Moscow did not rule out downgrading diplomatic relations with certain Western countries if they failed to alter their "Russophobic" approach to ties.

Mr Ryabkov restated Vladimir Putin's assertions of recent weeks that Russia's nuclear doctrine, setting down when such weapons could be used, was being reassessed.

He said that the doctrine was drafted "in a different era and in different circumstances" and that he hoped the discussions now "are being taken seriously by our opponents".

"I am not anticipating the outcome, but I urge our adversaries to think about what the president is saying," he said. 

"They are literally playing with fire... and must learn not to indulge in dangerous illusions, but to try to look at the world soberly and understand that we have immutable national interests which we are prepared to defend to the end," he said.

The doctrine states Russia may use nuclear weapons in response to a nuclear attack or in the event of a conventional attack that poses an existential threat to Russia.

Mr Putin said this month that Russia had no need to use nuclear arms to secure victory in Ukraine.

The Russian navy missile cruiser Varyag has carried out drills in the Mediterranean Sea, the state-owned TASS news agency reports.

The drills focused on repelling a mass sea drone attack, the navy command said, and also involved simulated engagements with an enemy vessel and a submarine.

The drill come weeks after a Russian naval frigate and a nuclear-powered submarine conducted missile drills in the Atlantic Ocean while on their way to Cuba.

Such moves will be closely watched by the US.

As many football fans will be aware, the Ukrainian men's national team have been playing against Belgium in a crucial match in the European Championship in Germany.

Soldiers in the Donetsk region have been taking a break from the conflict there to watch the match in Stuttgart - where Belgium supporters rose to applaud as the Ukrainian national anthem was played before kick off.

The United Nations Security Council has condemned a deadly attack that targeted churches and synagogues in Dagestan.

Twenty people were killed, most of them police officers, during the attack on Sunday.

Five gunmen were also killed, while at least 46 people were taken to hospital with injuries in the predominantly Muslim region.

The statement from the UN Security Council said: "The members of the Security Council condemned in the strongest terms the heinous and cowardly terrorist."
