The wildly popular holiday island of Bali had just 45 international tourists in 2021

  • Just 45 tourists visited the Indonesian island of Bali in the first 10 months of 2021, CNN reported.
  • The island welcomed six million tourists in 2019, and managed one million in 2020 before the pandemic.
  • The island reopened to tourists in October, but visitors must quarantine for 10 days upon arrival.

Insider Today

The popular holiday island of Bali received a record low number of international tourists in 2021, Indonesian authorities have said.

Just 45 people visited Bali between January and October 2021, according to data published by CNN, and confirmed by the Central Statistics Bureau of Bali.

"That is the lowest number of foreign tourist visits we've ever recorded," Nyoman Gede Gunadika, section head of tourism for Bali Province, told the outlet.

Related stories

Bali first shuttered to international tourists in March 2020, at the onset of the COVID-19 pandemic, and only reopened in October.

The number of visitors this year is staggering drop from the island's usual footfall.

In 2019, over six million international tourists visited Bali and, in 2020, when most of the year was dominated by the pandemic, the island still welcomed one million tourists.

Bali is almost totally reliant on tourism, with the industry making up around 80% of the economy . Even so, Indonesia has made it extremely hard for tourists to visit.

Tourists visas, which were free of charge, aren't being made available, so visitors must pay $295 for an basic e-visa .

New arrivals must also take multiple PCR tests, buy health insurance, and quarantine in a hotel for 10 days. The Bali tourist board warns potential visitor that this can add $1,000 to the cost of a trip.

One of the big factors which has traditionally drawn tourists to the island is its relatively low cost, so the new charges are likely a major sticking point.

When the pandemic hit, a number of tourists were already in Bali, and tensions soon ran high between visitors and locals , with many visitors seemingly refusing to follow the rules.

Indonesia is now planning to spend around $275 million on 108 new infrastructure projects this year to mint a series of "new Balis," as Insider's Lina Batarags previously reported .

Six weeks after reopening, Bali wonders where the tourists are

Indonesian island’s unique culture and natural beauty not enough to overcome stress and worry of travel during COVID.

bali tourism report

Pererenan, Bali – Before the pandemic, Dicky, who like many Indonesians goes by only one name, earned up to $20 a day hawking shell craft jewellery to tourists on the crowded beaches of Bali’s southwest coast.

But nearly two months after Indonesia reopened its doors to visitors from China and 18 other countries, the international tourists Dicky once relied upon for sales are still few and far between.

Bali reopens to tourists, but no direct international flights yet, ‘just skin and bones’: bali elephants left to starve, could bali’s unvaccinated visitors create a new covid hotspot, bali hit by ‘oxygen crisis’ as indonesia’s covid struggles rise.

“I came here at eight in the morning and have been walking up and down the beach all day. I try, try and try but I have not sold a single piece all day,” he told Al Jazeera as a blindingly beautiful blood-red sun set over the Indian Ocean at Pererenan Beach last weekend. “I don’t understand why more tourists aren’t coming now that Bali is open again.”

Dicky is not the only person on the island perplexed about the fact that not a single international flight has landed in Bali since the international airport reopened on October 14. The island’s COVID-19 metrics – just about the lowest recorded since the start of the pandemic – only add to the conundrum.

According to Indonesia’s National Board for Disaster Management, the seven-day average for new positive cases in Bali now stands at 11, the seven-day average for deaths is just one while the seven-day positivity rate for individuals tested is 0.17 percent – well below WHO’s minimum threshold of 1 percent for territories it classifies as having the virus under control. Vaccine numbers are also well above the world average of 42.7 percent, with more than 77 percent of all adults fully vaccinated in Bali, according to Indonesia’s Ministry of Health.

But six weeks after the country reopened, only 153 people around the world had applied for tourist visas, according to Indonesia’s Directorate General of Immigration.

The low level of interest reflects a survey by the International Air Transport Association that showed 84 percent of people have no interest in holidaying at destinations that require quarantine, and Indonesia imposes a mandatory hotel quarantine that was recently extended in response to the Omicron variant.

“Even with a short quarantine, no one will come to Bali,” said Udayana University Professor I Gusti Ngurah Mahardika, the island’s most senior virologist.

Confusing, complex, constantly changing, and sometimes contradictory government messaging and immigration policy is also keeping international tourists away.

Thailand has reintroduced free visas-on-arrivals for tourists, but those who want to visit Indonesia must apply for visas at foreign embassies or consulates and need a travel agency to act as guarantor. And they must show proof of booked accommodation for the entire length of their stay in Indonesia – a surefire way to quench the wanderlust of any intrepid traveller.

“There is no clear statement from the government of what it is trying to achieve, a process for getting there, or simple guidelines for would-be tourists,” wrote Bali-based statistician Jackie Pomeroy on her popular ‘Bali Covid-19 Update’ Facebook page.

And in a blow to the domestic tourism sector that saw up to 20,000 Indonesians fly to the island daily in November, restrictions have been reintroduced for the period of December 24 to January 2.

Beach clubs, restaurants and nightclubs cannot host Christmas events or celebrate New Year’s Eve, while voices on social media fear all leisure travel in Indonesia will be banned during the peak holiday period.

Travel apartheid

A little less than a month ago, Professor Gusti advised Indonesia to drop quarantine altogether for fully vaccinated international travellers who test negative before departure and on arrival. But that was before the WHO identified Omicron as a variant of concern, tossing a radioactive wrench into the long-awaited reboot of the global travel industry.

On November 28, Indonesia, echoing measures by the United Kingdom, Australia and the United States, banned non-resident arrivals from South Africa or any of eight other African countries. It also banned travellers from Hong Kong, which has reported its fourth case of the Omicron variant. Yet it did not ban travellers from the UK, where 246 cases of the variant had been reported as of Sunday – the kind of knee-jerk policy UN Secretary-General Antonio Guterres has described as “travel apartheid”.

Indonesia also extended quarantine for arrivals from all other countries from three to seven days. Less than a week later, it was extended again, this time to 10, the longest quarantine period Indonesia has seen since the start of the pandemic. The strict new rule forced Garuda, the country’s national air carrier, to axe its first planned international flight to Bali in 20 months from Haneda Airport in Japan on December 5. Subsequent weekly flights have also been removed from the airline’s website.

The developments have put a dampener on Bali’s hopes of reviving tourism this year, which accounted for an estimated 60 percent of economic activity before the pandemic. The island’s gross domestic product (GDP) shrunk by just less than three percent in the third quarter, having contracted nearly 10 percent in 2020.

Indonesia’s national GDP increased 3.5 percent in the same period, making Bali the hardest-hit Indonesian province by the pandemic from an economic perspective for two years in a row.

The global tourism monster that once fed Bali will probably not rebound to 2019 levels until 2024, according to management consulting firm McKinsey & Company that made the prediction in June based on various scenarios that examined the effect of virus containment.

Observers in Bali feel the same way.

“History has shown that Bali is very resilient to disaster but the island will take another year or two to recover,” said Mark Ching, a director of the Tamora Group, a prominent property developer on the island. “It’s not just opening borders. People need to feel safe before they travel again.”

Reporting Service Expanded Enabling Bali Tourists To Submit Feedback Direct To Government

The Indonesian Ombudsman has opened up the National Public Service Complaint Management System, also known as the People’s Online Aspirations and Complaints Service (LAPOR), to tourists and foreigners. The system has been in place for Indonesian citizens for a long time, but now the service is more easily accessible for tourists to formally submit their feedback and complaints directly to government departments.

ORI Ombudsman Offices of Indonesia Building.

The Head of the Ombudsman Representative for the Republic of Indonesia (ORI) for the Province of Bali, Ni Nyoman Sri Widhiyanti, told reporters that the forum enables tourists to be heard and ensures that the relevant authorities act in the best interests of citizens and visors. Widhiyanti said, “because Bali is a bit different, and there may be a lot of complaints from foreigners who feel there is a need for service for them. This is what we are trying to capture in 2023.”

In 2023 Indonesia will begin preparations for the 2024 general election. Widhiyanti said that teams would work to ensure that political activities and a new or renewed government would not interfere with the smooth running of the service.

He said, “We hope that public services will not be disrupted by the process of this political year. Moreover, public service providers are state civil servants (ASN), so we expect all to be neutral and focused as bureaucrats serving the community”.

The LAPOR service is available for use as a website and as an app. The service can be used in all languages as translated by Google Translate. The service allows for foreigners to lodge formal complaints, feedback, and aspirations (improvements) for government-funded services. This included feedback for provincial and regency governments, the Ministry of Foreign Affairs, the Ministry of Tourism and Creative Economies, and the Ministry of Law and Human Rights.

Bali Province received 850 reports in 2022. Most of the reports were directed toward the regional government offices and complaints regarding transportation, infrastructure, education, and the environment. The LAPOR Service was formally launched as an online service in 2019 and has undergone several improvements over the last three years. LAPOR operators are now actively promoting the service to the public.

LAPOR was set up to create a one-stop shop to centralize all complaints and feedback for government offices and services. The idea behind the service is to “realize the ‘no wrong door policy’ which guarantees the public’s right that complaints from anywhere and of any type will be channeled to public service providers who are authorized to handle them,” according to the LAPOR website.

Close-Up-Of-Indonesian-Police-Car

The process of submitting a report to the LAPOR Service is simple. Those wishing to file a report must open the form on the desktop site or within the mobile app. The form requires citizens to select the report classification, either complaint, aspiration, or information request. The report must be given a title written up before selecting the date of the incident and relevant locations. Before submitting, the report must be assigned to the relevant department and category.

There is the option to upload accompanying files, and the report can be submitted anonymously and kept confidential. If the report is not submitted as confidential, the authorities reserve the right to publish the report and the feedback in the name of public interest.

Once the report is written up and submitted, the file will be verified by the LAPOR service and forwarded to the selected authorities. Within 5-days, a representative from the relevant agency will be in touch to follow up with the report. LAPOR is setting out to respond to all submissions within 10 days. Over 757,000 reports have been submitted to the service from all over Indonesia. Now readily available for non-Indonesian citizens, the service offers tourists and international residents a clear starting point for processing complaints, feedback, and information requests directly from the government.

I want come back to Bali anymore. The smoke in the air makes me very sick. Plastic is burnt everywhere. It is not a holiday it is a health risk.

Thursday 19th of January 2023

The ombudsman concept works very well in my home country and has been streamlined and improved over many decades. My family have used it on a few occasions and got positive results. Here in Bali i think its a good idea, but is likely to take a lot of time to become effective. It needs to have power backed by legislation for goverment officials to take note. I wouldn't expect too much from it initially but hopefully improves with time.

Friday 13th of January 2023

Idea is good, very good but performance and easy use is horrible!!

I filed several noise complaint with the LAPOR site for 1.5 year ago, so it has been available for foreigners for a long time! I complained about noise from Black Mamba nightclub in Sanur operating inside residential area until 5am every day!

My complaints always ended up for local Satpol, Desa, Lurah people to sort out. A lot of back and forth with mediation between gov. officials and club owner. But at the end of the day business' as usual as club owner apparently must have been "untouchable" and well connected.

So, complaints by foreigners via these gov. sites will not be effective as Bali society is not really based on enforcing formal laws. Social status decides outcome. That is my experience. The only hope is via social media outcry as locals hate "bad press" and negative attention from Jakarta gov.

Saturday 14th of January 2023

@Exp, true. Only way it would work is if Jakarta comes goes to police Bali, since the Balinese themselves have no respect for the law and its enforcement. ONLY thing they don't like is negative exposure about all their problems. Thus, foreigners should submit these complaints, but more importantly expose things online for the world to see.

Since next generations of iPhones will be produced in India, it is possibility of Bali edition. Presentation of iPhone 15 dynamic island can be expected in September of 2023.

They de-nude-ed the landscape.

Another day, another instance of tourists disrespecting a landmark.

This time, foreign sightseers angered Namibian authorities after posing naked atop the legendary Big Daddy Dune in the Namib Desert, as seen in photos circulating on social media .

“It is very sickening and it really [creates] a bad image for Namibia,” Kenneth Nependa, vice-chairperson of the Federation of Namibian Tourism Associations, told the Namibian Sun, the BBC reported.

He added that these antics risked attracting tourists who think that “anything goes” in the southern African nation.

Accompanying footage and video, snapped by an unknown source, shows the unnamed trio strutting about in their birthday suits atop the over 1,000-foot-tall sand mound, which is reportedly popular with families.

Visitors didn’t appreciate the tourists treating the scenic site like a nude beach and called on tourism officials to take action against the crass culprits.

Authorities haven’t yet publicly identified the sandy stripteasers, who allegedly left Namibia by the time authorities received the reports.

Tourists on a dune.

However, the nudists could be banned from entering the country’s parks, according to tourism ministers, who added that the “extremely shocking” act was public indecency and therefore punishable by local law.

In light of the indecent incident, officials are calling on visitors to report violators to authorities so they can deal with them accordingly.

“We appeal to that section of tourists to summon the conscience so that they do the right things,” declared Romeo Muyunda, a spokesperson for the ministry of environment, forestry and tourism.

However, many social media users disagreed that the incident was problematic.

“Why are they in trouble? They bothered no one,” an X user declared, according to the BBC, while another claimed that there is “nothing wrong with sunbathing.”

Big Daddy is one of the three largest dunes in Namibia’s Namib-Naukluft National Park and is a popular destination among sightseers looking to get a picturesque view from its crest.

How Indians Are Traveling Now: Takeaways From MakeMyTrip’s First Trend Report

Bulbul Dhawan , Skift

April 22nd, 2024 at 10:09 AM EDT

MakeMyTrip shares insights into changing preferences of Indian travelers as the Indian tourism industry is poised for significant growth in 2024.

Bulbul Dhawan

Indian travelers have an increased interest in weekend getaways and spiritual tourism, according to online travel agency MakeMyTrip’s first-ever travel trends report . Searches for destinations with or around religious spots increased by 97% in the last two years, the platform stated in the report, which was released on Monday.

Spiritual tourism is also leading the growth of tourism in tier-2 and tier-3 cities. MakeMyTrip recorded a 585% increase in searches for Ayodhya in 2023. Gains were 343% for Badrinath, and 359% for Ujjain.

In the domestic hotels category, weekend getaways have seen the highest growth. Popular travel destination Jim Corbett has seen an year-on-year increase of 131% in terms of search volumes, followed by Ooty and Munnar. “A large number of travelers are driving to these destinations from nearby metros,” MakeMyTrip stated in the report.

Skift’s earlier report had mentioned how the Indian tourism industry is poised for significant growth, with estimates projecting a revenue of $24 billion in 2024 .

Increased Discretionary Spend on Travel

The number of travelers taking more than three trips a year in 2023 has grown by 25% as compared to 2019. Indians are also spending more discretionary income on travel, MakeMyTrip said. There has also been an increased interest in domestic travel and travel to unexplored destinations in the country, especially because of the country’s improved infrastructure.

Staycations and experience travel increased in 2023. Family travel bookings witnessed a 64% year-on-year increase, while solo travel bookings increased by 23%. Two people traveling together accounted for 50% of all bookings, MakeMyTrip shared. It also recorded December and May as the most preferred months for travel.

Spontaneous Domestic Trips, But Planned International Travels

According to the report, Indians are spontaneous travelers when it comes to domestic bookings. As much as 46% of domestic flight bookings were done in less than a week before the date of travel, it stated.

International bookings, however, witnessed a longer planning period, with 51% of the international flight bookings having been done at least 15 days before departure. One-third of all international bookings were made more than a month in advance.

MakeMyTrip observed the same pattern in hotel bookings. More than 50% of the domestic hotel bookings for leisure were made less than a week before travel. One-third of international hotel bookings were made at least 30 days in advance.

Preferences of Indian Travelers

As much as 30% of all international travel searches from India were for Dubai, Bangkok, and Singapore. “London, Toronto, and New York were the most searched long-haul destinations,” MakeMyTrip stated in the report. There has also been an interest in international travel during long weekends, as the platform recorded a surge in searches for Bali, Bangkok, Phuket, and Singapore.

When it comes to domestic travel, two-thirds of the travelers prefer to pre-select their flight seats. During international travel, this figure drops to 40%, the platform shared. Additionally, indigenously developed unified payments interface (UPI) is the most preferred mode of payment for Indian travelers and accounts for 36% of all transactions.

India is also witnessing an increase in the popularity of travel gift cards. Half of the travel gift cards are gifted on the occasion of weddings, while the other 50% are gifted on occasions such as birthdays and festivals.

Hotels continue to be the most popular type of accommodation, with searches for hotels increasing by 39% year-on-year in 2023. Couples and family travelers formed the majority of the guests booking for hotels.

Alternate accommodations witnessed a 24% increase in searches. Friends and larger groups preferred to book homestays, apartments, and villas, while more solo travelers favored hostels.
