WC says summer tourism supported over 9000 jobs

Brendyn lotz.

  • 16th April 2024
  • 466 469 tourists arrived in Cape Town between December and February supporting as many as 9 329 jobs in the process.
  • Tourism is a key part of Western Cape’s job creation plan.
  • However, citizens in the province are concerned about the effect that digital nomads have on the cost of rentals and the overall cost of living.

Nearly half a million tourists – 466 469 to be precise – from abroad visited the Western Cape between December 2023 and February 2024 says Provincial Minister of Finance and Economic Opportunities, Mireille Wenger.

These figures are based on the number of international terminal passengers that arrived at Cape Town International Airport throughout the reporting period. This influx of visitors supported 9329 jobs in the province. These jobs include direct, indirect, induced and tourism catalytic employment opportunities in the air transport sector.

“We know, based on calculations by the Western Cape Government’s (WCG) tourism, trade and investment promotion agency, Wesgro, that with the arrival of every 100 international terminal passengers, 2 jobs are supported. This means the total number of jobs supported by arrivals at the international terminal alone, is just over 9 300 jobs,” said Wenger.

“Guided by our economic action plan, ‘Growth for Jobs’, we are not just setting goals; we are laying down a roadmap to achieve a R1 trillion economy marked by inclusivity, resilience, and diversity. Our ambition is to cultivate an environment ripe for ‘breakout economic growth’, ensuring that the Western Cape not only meets but exceeds expectations in terms of job creation and economic development. Tourism is a key part of this plan and one of our key targets under G4J is to double the number of visitors to our province by 2035,” the MEC added.

The Western Cape is a massive tourist attraction. Aside from the natural wonders, the wine farms, the beaches, the restaurants and the food, the weather can be excellent during the holiday season. Of course, the weather can also turn on a dime but a few rainy days are a good trade-off for the warm beach days that follow.

However, we can’t ignore one aspect of tourism that hurts citizens in the Western Cape – the tourists who don’t leave. The Western Cape government has worked hard to attract digital nomads to the province.

These are workers who can and do work from anywhere. They often earn in foreign currency and as such, opt to work in idyllic locations where their money goes further than in the likes of New York or London. The problem here is that because money isn’t an object to most, if not all digital nomads, the cost of living in that city tends to go up.

For citizens in Cape Town, this can make property costs unaffordable and pushes them to the suburbs which adds commute costs and other expenses to the equation. Digital nomads reportedly spend as much as $2 700 during their stay, according to a BBC report but is it a worthwhile trade-off?

The government seems to think so as it pushes forward with its plans to introduce a remote work visa . Western Cape residents aren’t pleased with this and understandably so when rental units start to resemble prison cells but fetch as much as a free-standing home in other provinces.

While tourism may be supporting jobs, we really wish more was being done to protect citizens from predatory pricing especially from landlords looking to attract digital nomads.

Western Cape Economic Development and Tourism on SMME Booster Fund boosting job creation

Almost 5 000 smme jobs boosted with r 85 million in funding since 2019.

Small, Medium and Micro-Enterprises (SMMEs) are essential to any economy and the driving force behind economic growth and job creation. To enable the growth of these engines of our economy, the Western Cape Government’s (WCG) SMME Booster Fund has assisted over 950 SMMEs, sustaining 4 977 jobs, dedicating R85, 5 million to this essential boosting since 2019.

“The fact is that we need SMMEs to succeed because we know that small businesses are the backbone of our economy and are responsible for up to 70% of jobs in South Africa. As the driving force of job-creation in any economy, one of the WCG’s key priorities is to back entrepreneurs and small businesses, to create an enabling environment and to make it much easier to do business in the Western Cape. This is more than just simply allocating funding. Our SMME Booster Fund assists businesses with bespoke support, helping to remove barriers to the growth of women-, youth-, and township-owned businesses, as well as SMMEs developing exports” said Minister of Finance and Economic Opportunities, Mireille Wenger.

“Applications for the 2024 SMME Booster fund will open in May 2024 and I look forward to sharing more information on the latest iteration of the fund soon,” continued Minister Wenger.

“I had the pleasure of meeting with one of the many beneficiaries of the SMME Booster fund recently, Mr Imtiyaaz Riley, of Loop Transport ( https://www.looptaxi.co.za ). Loop Transport is a fantastic example of how the digital, township, informal and formal economies are intricately linked. The business provides commuters and public transport drivers with a platform to interact, facilitate cashless payments, and plan and monitor trips.  After receiving digitisation services, marketing and promotion support through our intermediary organisations, as well as an inverter to keep operating when Eskom turns the power off, Mr Riley has been able to grow his business from 3 employees, to 13 employees, in just three years,” Minister Wenger explained.

“Mr Riley shared how they are on a mission to bring mini-bus taxi operations into the 21st century by harnessing the power of technology to make taxi trips seamless, convenient and safe. Driven by a vision to fundamentally reimagine transport in South Africa, improving the daily commute for more than 4 million riders and more than 400,000 taxi drivers, I am very proud of the support offered and which has enabled this SMME to expand and create more job opportunities for residents of the Western Cape. This one example exemplifies the very purpose of the WCG’s economic action plan, ‘Growth For Jobs’,” continued Minister Wenger.

At the heart of G4J is the understanding that it is the private sector, and particularly, SMMEs, that create jobs and that the role of government is to provide the foundations and fundamentals of economic growth, so that SMMEs and the private sector can get on with growing their businesses and creating both economic growth and jobs.

Ultimately, G4J sets a target of building on and improving the foundations of growth in the Western Cape, so that collectively, we can achieve a trillion-rand jobs-rich, inclusive, sustainable, diverse, and resilient provincial economy, that is growing at between 4 and 6 per cent per year in real terms by 2035.

“We are determined to boost the foundations for economic growth, and to enable the expansion of SMMEs, so that we can achieve breakout economic growth and enable hundreds of thousands of new jobs that we need to lift more and more people out of poverty,” concluded Minister Wenger.

South Africa’s economic growth depends on tourism – here’s how to get the most out of it

T ourism is a catalyst for economic growth. It boosts job creation, cultivates entrepreneurship, generates revenue, and produces a multiplier effect that ripples through related sectors. In 2021, tourism contributed 3.2% to South Africa’s GDP. While updated GDP figures are yet to be released, UN Tourism’s findings that international travel was on track to reach 90% of pre-pandemic levels by the end of 2023 suggest that this contribution has likely increased in the last two years.

But are we getting as much out of tourism as we can? Are there still opportunities to be leveraged so that we can grow the sector — and our local and national economies — even more? How do we go about accessing these opportunities?

Start with the basics

Tourism in Cape Town and the rest of the Western Cape is booming, with the region seeing over 20% growth year-on-year. Domestic and international travellers are drawn by its astounding natural beauty, its endless variety of activities, and its culinary delights. While these characteristics can be found elsewhere in the country, there is little doubt that the region’s relatively robust basic service delivery is playing an important role in pushing it to the top of many travellers’ go-to lists.

KwaZulu-Natal, sadly, stands in sharp contrast. Though it was once one of the country’s most popular destinations, this position has faltered — hopefully temporarily. Over the 2023 festive period, the closure of several beaches over health and safety concerns had a huge impact on tourism. Uncertainty around the development of the Durban waterfront was another contributing factor. And the gradual decline of many international flights at King Shaka International Airport has affected the status quo, too.

Service delivery affects the desirability of tourism locations. It needs to be a sector priority.

Of course, these challenges are deep and systemic — and don’t have a quick and easy fix. But by drawing attention to how they affect lives and livelihoods, and implementing small incremental solutions, the tourism sector can help to ignite change. If we’re going to solve South Africa’s service delivery crisis, we must start with what’s achievable now, and capitalise on the positive momentum that follows.

Demonstrate a meaningful commitment to the planet

There has been a spotlight on how the tourism industry contributes to and strives to mitigate its impact on, the environment for some time — a trend that is showing no signs of slowing down. International travellers are increasingly second-guessing long-haul travel, partly because of increased costs amid a global cost-of-living crisis, and partly because of the impact of long-haul travel on the planet.

As a result, local and regional travel are likely to become more prominent markets for South Africa in the years to come. As government and operators in the sector design and promote their offerings, we need to keep these markets in mind.

Operators also need to demonstrate that they’re not paying mere lip service to the sustainability cause. The efforts we introduce into our daily operations need to show tangible change. We must ask ourselves: How do we capitalise on solar and limit our reliance on the grid or fossil fuels? How do we work within South Africa’s water challenges? And how do we reduce, reuse and recycle our waste?

Care for the people involved

Our environmental efforts need to go hand in hand with how we engage with and support the communities that are affected by our industry. Hotels and resorts, in particular, are often located in remote, destination areas that don’t receive the attention or investment of projects located in urban environments. The tourism sector can help fill this gap.

In areas where operators interact with local municipalities and tourism offices, small towns and rural areas start to thrive. Where skills development initiatives are put in place, local community members are more likely to be hired or become entrepreneurs. And as these entrepreneurs create the businesses that the tourism sector, and those that operate around it, needs, so local economies start to grow.

Like other sectors, tourism in South Africa has its challenges, but it is also ripe with potential. There is so much that it can contribute — to individual lives, to business growth, and to the country’s economy — if we strive to address these issues and leverage the opportunities. It’s an ongoing task.
