Forgotten Trek

The Making of Star Trek: Phase II

After several attempts to bring Star Trek to the silver screen, Paramount decided in 1977 to produce a second television series, called Phase II .

Barry Diller, Paramount’s president, had been concerned about the direction in which Chris Bryant and Allan Scott were taking the franchise with their script for the proposed movie Planet of the Titans . He turned to Gene Roddenberry and suggested it was time to take Star Trek back to its original context: television.

Star Trek The Motion Picture poster

When Phase II was officially announced on June 10, 1977, fans learned it would become the flagship of a Paramount television network.

The advantage of setting up a network was obvious: the studio was cutting out the middleman.

As a content provider to the networks, Paramount would produce a series, license it to a network, often at a loss, and then watch as the network sold the series to advertisers at a profit. Only when, and if, the series went to syndication would the studio have a chance to earn extra money.

But, in the case of licensing a Paramount-produced series to a Paramount-owned network, one division of the company would be selling to another and all the money would stay in the family.

That offered the possibility that a series could at least break even, without the long wait until syndication. And syndication could be a never-ending stream of income, as Paramount’s “79 jewels” proved year after year.

Those 79 were, of course, the original Star Trek episodes.

Another advantage was that Star Trek attracted television’s most vaunted demographic: men aged 18 to 34.

The plan was for an all-new Star Trek television series to anchor the new Paramount network. Star Trek: Phase II was officially a go. A two-hour made-for-TV movie would lead the way in February 1978, to be followed each week by a brand new, one-hour episode, airing between 8 and 9 at night.

Gathering a team

Harold Livingston and William Shatner

Gene Roddenberry was ecstatic. After five year of false starts, all the pieces were at last falling into place. It was time to be Star Trek ’s lightning rod again and gather a team.

Roddenberry hired two producers. Robert Goodwin, who was an assistant to Paramount’s head of television production, would be responsible for the technical side of things. For the writing side, Roddenberry hired noted novelist and screenwriter Harold Livingston.

Neither had worked with Roddenberry before. Goodwin was meant to produce made-for-TV movies for Paramount and later said he was “strong-armed” into doing Star Trek . Livingston described himself as “totally unwashed” when it came to Star Trek , but he and Roddenberry hit it off.

We had similar backgrounds. We had both been in the Air Force during the war and we both worked for civilian airlines after the war.

Livingston persuaded Roddenberry to promote his assistant, Jon Povill, to story editor.

“Harold had not been very familiar with the old series at all,” Povill recalled years later, “and kind of relied on me to monitor whether something fit with Star Trek or not.”

A final team member Roddenberry enlisted was an old friend: Matt Jefferies, Star Trek ’s first art director. He was working on Michael Landon’s hit series Little House on the Prairie at the time and was reluctant to give it up for the sake of thirteen new Star Trek episodes. But Roddenberry was adamant. Only Jefferies, he said, could update the Enterprise . With Landon’s blessing, Jefferies joined the Phase II crew as a “technical advisor”.

Enterprise refit concept art

Landon made clear that Jefferies’ work for Star Trek could not get in the way of his responsibilities on Little House . That’s how Jefferies came to recommend his friend Joe Jennings as the new Star Trek art director.

Other Star Trek veterans who joined the crew included Mike Minor in the Art Department and William Ware Theiss as costume designer. Lee Cole joined the graphics team. She would go on to have a big influence on the sets of the first two Star Trek motion pictures.

The bigger challenge was getting the cast back together. William Shatner demanded more money. Leonard Nimoy was unwilling to return at all.

In order to fill the void created by Spock’s absence, three new characters were added — and hopes were that Nimoy might be persuaded to occasionally reprise his role in guest appearances.

Replacing Spock on the bridge would be Lieutenant Xon, a young and bright Vulcan science officer. Unlike Spock, Xon would have virtually no knowledge of the human equation. He would try to imitate humans in order to get closer to the crew. “We’ll get some humor out of Xon trying to simulate laughter, anger, fear and other human feelings,” Roddenberry wrote. (Sound like any androids we know?)

The second new character was Commander Will Decker, son of the Commodore Matt Decker who was killed in “The Doomsday Machine”. Contrary to his antagonist relationship with Kirk in The Motion Picture , the Phase II Decker would greatly admire the captain. The character was created with the possibility that Shatner might eventually become too expensive for the show in mind.

The final addition was Lieutenant Ilia, a bald Deltan, whose race was marked by its heightened sexuality. She would have empathetic abilities and a history with Decker, foreshadowing the character of Counselor Troi.

David Gautreaux

Povill argued that the new characters helped tremendously in finding new stories to tell:

I think the biggest challenge was coming up with things that weren’t repeats of ideas which had already been explored.

He particularly liked Xon.

I thought there was something very fresh in having a nice young Vulcan to deal with, somebody who was trying to live up to a previous image. That, to me, was a very nice gimmick for a TV show that was missing Spock.

Going boldly

Enterprise refit art

Television had changed a lot since The Original Series aired more than a decade ago. Roddenberry told Starlog magazine in March 1978 that the second series could be bolder than the first:

The audience is certainly more sophisticated and able to reach their minds out further. The audience is ready for statements on sex, religion, politics and so on, which we never would have dared to make before.

In his guide to Star Trek writers, Roddenberry advised:

We will use science fiction to make comments on today, but today is now a dozen years later than the first Star Trek . Humanity faces many new questions and puzzles which were not obvious back in the 1960s, all of them suggesting new stories and themes.

But some things would not change. Star Trek was still a show about people. Science and gadgetry could not distract from the plot. Captain Kirk and his crew were heroes and should always react as such. Their home base was the Enterprise .

A movie after all

Jefferies was upgrading the Enterprise . Sophisticated new aluminum phasers, following the same design as the original wood-and-plastic ones, were being built, some with working strobe lights and detachable battery packs. Sets were going up on Paramount’s Stage 9. Goodwin reported:

All frames and platforms have been built for the bridge… By tomorrow we will have a layout on the stage floor for the corridor and by the beginning of next week we will start framing and constructing the corridor walls.

Livingston had recruited a slew of science-fiction writers: Margaret Armen, Alan Dean Foster, Arthur Heinemann, John Meredyth Lucas, James Menzies, Theodore Sturgeon, Worley Thorne, Shimon Wincelberg. Only Sturgeon ultimately didn’t turn in his story.

Enterprise bridge set

In addition, he was receiving unsolicited pitches and scripts from many more authors. “They keep coming in and the response from writers is totally overwhelming,” Livingston reported in a memo. Most were turned down and Star Trek quickly developed a reputation as the “hardest sell in town”.

Heinemann pitched, and Foster wrote, the show’s pilot, “In Thy Image”. It incorporated Goodwin’s suggestion that, for the first time on Star Trek , Earth would be directly threatened. If that was the case, then the Enterprise needed to be close to Earth — make that, still in Earth orbit — because… it was just finishing its refit!

A meeting was called for August 3, to be attended by Goodwin, Livingston and Roddenberry, as well as studio executives Michael Eisner, Arthur Fellows and Jeffrey Katzenberg. At the meeting, Goodwin pitched “In Thy Image”, hoping it would receive Eisner’s blessing as the Phase II pilot.

The meeting didn’t go as expected. Eisner was so excited by the story, he said, “We’ve been looking for the feature for five years and this is it.”

Goodwin recalled years later that Eisner slammed his hand on the table — “and that was when it happened.” Less than a month after Phase II had been announced, it was canceled. Star Trek was going to be a movie after all.

The catch was, nobody in the meeting could talk about it. New deals would have to be negotiated with the cast, with producers, with Gene Roddenberry himself. New budgets would have to be calculated. If, for whatever reason, a movie could not be made, Paramount would face the embarrassment of needing to publicly reverse its decision yet again. Phase II was dead. But it would be five months until the body stopped twitching.

Until then, a group of dedicated, talented men and women toiled on to create a series they and millions of fans could be proud of, never knowing that the studio had little intention of making it.

This is of course my opinion, but – I’ve read the storylines submitted for Phase II , and none of them were very good. One, “Tomorrow and The Stars”, was “City on the Edge of Forever” redux. I doubt that the Phase II series would have lasted beyond the first thirteen episodes, and Star Trek would then have been dead for good. Only three Phase II stories were ever filmed – “In Thy Image” became The Motion Picture , “The Child” and “Devil’s Due” were filmed for The Next Generation . The rest are collecting dust on a shelf somewhere; I think that says a lot.
Movie poster included in this post is a fake. Wrong font for Star Trek . Real poster has the correct logo, and also includes a picture of Persis Khambatta. Also, this poster incorrectly identifies Decker as a lieutenant.
Why would anyone produce a fake? I think the more likely explanation is that there were different versions of the poster.
If I may assist? It’s most certainly NOT a fake. That image was in the first wave of advertisement for the film. This is how it appeared in Starlog . Note the Enterprise : it’s not as it appears in The Motion Picture , for example, the main sensor dish still had the original spike antenna as seen on The Original Series . Hope that helps.
Thanks for clarifying!
The poster was not at fake. I got several copies at a science-fiction convention prior to the film’s release, supplied by a PR firm hired by Paramount. Also, Nick, I think that the costume and phaser drawings you have are associated with The Motion Picture , not Phase II . Note that they are attributed to Brick Price. The phasers were to have been ‘revamps’ of The Original Series props made by Brad Nelson. As for the quality of the material purchased/turned in for the new series, I have to agree. I’ve read the treatments and scripts and – with the single exception of “Kitumba”, all were flawed to a degree in which even radical rewrites couldn’t have rendered them shootable.
You may be right about those drawings. The dates on them say they’re from December 1978, and the decision to make The Motion Picture instead of Phase II had definitively been made by then.
I agree about that poster. I saw a small version of it on the back of a magazine (or was it a comic book?) sometime in mid- to late-1979, before the film was released. Needless to say, I was thrilled to see it. It meant we would soon have more Star Trek to watch and enjoy.
Definitely not a fake! And yes, it was published on the back cover of comics back then.
People assume that this show wouldn’t have been good or that this show would have killed the series as a whole off. And that may be right, but It’d be interesting to see the filmed episodes. The Next Generation was good, and Voyager , but neither stopped the series from dying eventually.
I doubt Phase II would have failed, at least not in Season 1. A halfway reasonable set of five scripts and getting replacements written en route to filming – which happens not infrequently. The whole issue would have fallen to “how acceptable were Decker, Ilea, and Xon” and whether the actors could pull them off. And, let’s not forget, even Buck got a second season…
I agree! I think it probably would have followed a path similat to The Next Generation . The first season or so might have been so-so, but would have gotten better as it went along.
All this makes me more impressed by the fact that The Motion Picture was something Hollywood hadn’t truly attempted to date: a feature film inspired by a television series. Gutsy move by all concerned, for that would either work big-time or fail big-time.
I wonder how, if Phase II had gone ahead, Kirk would have been portrayed, whether William Shatner would have tried to retain the youthful charismatic arrogance or if his portrayal would have matched The Motion Picture with the self-doubts and resentment of Decker.

The Motion Picture Phasers

Hello everyone, This is my first post. Just wanted everyone’s opinion as to what color they think the Enterprise refit’s phasers would have been if they were used. I know they were red in Khan, but so were the torpedoes. However, in the Motion Picture, the torpedos were blue, so I was thinking the phasers may be blue also. Any thoughts?

I think it depends on the setting stun or kill.

Actually, and I apologize for not being clear, but I was referring to the Enterprise phasers. I was just curious as to what color everyone thought the Enterprise phasers would have been had they have been shot. For instance, in the Wrath of Khan, the Enterprise refit phasers had the red pulsating phasers. Personally, I think that the Enterprise from the Motion Picture would have been blue. Any ideas?

I'd guess red, like how the Kelvin universe phasers pulse red but the photons fire blue. I wonder if there was ever any test footage or memos about how weapons fire should appear?

Blue, like the warp nacelles.
I'd love to see TWOK redone with blue phasers replacing the red. Might look really interesting.

I think there might be something wrong with your telly @Maurice , try adjusting your picture settings until the nacelles appear blue.

TMP nacelles do glow purple. It's just that it rarely comes across that way on film. The most purple-like shots of the Refit were still publicity photos. I can't find it on google image search but there's one from the top down that shows a lot of purple light bouncing off of the nacelle struts that is truly gorgeous. Anyway, this one looks pretty purple. The dimmer (less exposed) the more purple they seem to appear. BTW, I always thought the Wrath of Khan phasers were more orange than red.
Hmm, I’ve never noticed that before, but I like it.

Purple flux chillers were indeed more of a publicity / "beauty shot" thingy, and how the ship appears in my dreams, if not TMP the film. I probably attribute that to the purple chillers depicted on the David Kimble Cutaway poster I had as a kid (still have it actually) and the famous Cibachrome shots used as the basis for a lot of promotional items. Pretty sure as well that in any shot of the Enterprise minature with purple inner nacelles that shows the front of the ship, both photon launchers will also be glowing red (as also depicted on the Kimble illustration).

How the Abandoned Star Trek: Phase II Pilot Became The Motion Picture

Series creator Gene Roddenberry was going to remake his hit show for the small screen in Star Trek: Phase II, but the studio canceled it for a movie.

Ten years after Star Trek was unceremoniously canceled by NBC, The Motion Picture hit the box office. It was a hit financially, but audiences, critics and even the cast felt the film wasn't the universe at its best. However, the hunt for a Star Trek movie was long and fraught, with the studio giving up and going back to television. Star Trek: The Motion Picture was born from the ashes of a pilot episode for the Phase II series that would've brought the Enterprise back to the small screen.

Paramount long wanted to launch its own broadcast network, which it eventually did with its failed United Paramount Network. Still, like Enterprise tried to do, the studio wanted its most profitable franchise to anchor its programming. Thus, series creator Gene Roddenberry was brought in to create Star Trek: Phase II . Other attempts to make a movie failed, like the infamous Star Trek: Planet of the Titans movie . However, the money the studio would lose starting a network compared to what could be made with a movie like Star Wars: A New Hope or Close Encounters of the Third Kind ended the show days before the pilot began filming. The story for the pilot, a script called "In Thy Image," based on a story by Alan Dean Foster, became the framework on which Star Trek: The Motion Picture was built. While fans remain divided about the movie, it was a fortunate break for Trekkies. Star Trek: Phase II was no The Next Generation , and it likely would've failed.

Star Trek: Phase II's Head Writer Was the Wrong Choice for the Show or the Movie

While Roddenberry liked the idea of a movie , he liked the idea of a TV series more. He could retain more creative control as the producer. Roddenberry believed a movie would mark the end of Star Trek . For Phase II , he took an approach like George Lucas did for the second and third movies of his original Star Wars trilogy . He would oversee the entire production, delegating writing and production tasks to others. When Paramount eventually repurposed the pilot episode as The Motion Picture , Roddenberry saw his influence reduced. Yet, it wasn't director Robert Wise he clashed most with, it was a man he hired himself.

He hired Harold Livingston, a TV writer whose series Future Cop lasted on ABC for only five episodes. He disapproved of Star Trek 's "geriatric" cast and "allegorical" stories, according to The Fifty-Year Mission: The Complete, Uncensored, Unauthorized Oral History of Star Trek: The First 25 Years by Edward Gross and Mark A. Altman. Livingston "never read" the Star Trek: Phase II writers guide Roddenberry created. He believed he could create a bigger audience for the characters on his own. When Foster brought his scripts, Livingston "thought [they] were terrible" and "didn't want him to write." Everyone else disagreed, choosing "In Thy Image," about an old NASA space probe that returned to Earth wreaking havoc as the story for the film.

Paramount originally thought the low-budget movie would serve as a backdoor pilot for a new series. Livingston was brought back to make Foster's "TV story" into one worthy of the big-screen budget . Instead of working with Roddenberry, whose writing skill Livingston did not respect, he seemed to care more about fighting him than finishing the job. He quit multiple times and admitted in The Fifty-Year Mission that he didn't know how to end the thing. Who actually came up with the idea for Will Decker and Ilia to "merge" with V'Ger remains a mystery, but it was the best ending they could come up with on such short notice. Paramount presold the film and would've released it unfinished to avoid breaking the contract.

Star Trek: The Motion Picture Artists Used Phase II as the Movie's Foundation

Star Trek: Phase II was nearly ready to begin production on its pilot episode when Paramount canceled it for The Motion Picture . Costumes, sets and the Enterprise redesigned by Matt Jefferies were all scrapped. A veteran director, Robert Wise was able to handle Livingston's near-constant feuds with Roddenberry. The real problem for the movie was the visual effects production. An upstart visual effects company showed Wise test footage with a potato standing in for the ship because they hadn't built it, according to The Fifty-Year Mission . Multiple people interviewed for the book noted that meeting was the only time they remembered seeing Wise actually angry. Luckily, Star Wars visual effects legends John Dykstra and Douglas Trumbull stepped in and saved the picture.

With such a tight schedule to film (and no completed script), Wise picked and chose Star Trek: Phase II 's elements for his film. Xon, the new Vulcan, was left behind, while Decker and Ilia became the tragic heroes of the film. The Enterprise bridge had been redesigned with practical lights and switches to last the run of a show. Wise had it redesigned again to improve the look and reduce the functionality since this was a one-off story. He also had the designers put in the seat restraints because he thought the crew flailing about the bridge was too silly for his serious film. While Star Trek: Phase II had humor like The Original Series , Livingston and Wise wanted the movie to be deadly serious.

At the end of the film, when Dr. McCoy agrees to stay on the ship, Leonard Nimoy improvised a classic Spock line. "If Doctor McCoy is to remain on board," Spock said, "then my presence here will be essential." They told him not to do it again. Luckily, Roddenberry took Phase II leftovers for The Next Generation . The new human-intrigued Vulcan became Data. The original characterization of Ilia was reworked for Counselor Deanna Troi's character. So much of the fraught production during The Motion Picture came from the writer and director discounting the work of the artists who knew Star Trek best.

USS Odyssey firing phasers

The USS Odyssey , a Galaxy -class starship using its main phaser array on a Dominion Jem'Hadar attack vessel

A phaser array was a weapon comprised of a linear arrangement of numerous phaser emitters located in strategic areas of a starship , space station , or other vessel . In the 23rd century , phaser arrays had smaller numbers of emitters, and were commonly referred to as phaser banks often like gun turrets on 20th century warships ( TOS : " The Corbomite Maneuver ", " Balance of Terror ") By the 24th century , Starfleet began to fit its vessels and facilities with phaser arrays that spanned across the ship's hull and contained much larger numbers of emitters, these were often called "Phaser strips." The arrays aboard a Galaxy -class starship could channel vast energy in a short time frame, capable of cutting through a mile of solid granite in seconds. ( TNG : " The Best of Both Worlds ", " Legacy ", " A Matter Of Time ", " Inheritance ")

During the firing sequence of some ship-mounted arrays, phaser energies would travel along the emitter strip and converge at the best position for targeting. ( Star Trek: The Next Generation )

Galaxy -class ships, in the docked configuration, generally exhibited eleven phaser arrays. Two large arrays encircled the dorsal and ventral surfaces of the saucer section . The other nine arrays were on the stardrive section : two upper aft arrays inward of the saucer impulse engines , one on the ventral surface of the engineering section, two lateral arrays on the warp nacelle pylons, and two aft arrays each on the dorsal and ventral pylon surfaces proximate to the aft photon torpedo launcher. An additional array, on the "cobra head" of the engineering module, was only exposed and usable when the ship was separated into its two components . ( Star Trek: The Next Generation )

Intrepid -class vessels were equipped with thirteen phaser arrays plus at least four separate phaser banks. On the primary hull , there were two main arrays (one starboard, one port) on each of the dorsal and ventral surfaces, and two smaller aft arrays (also one starboard and one port) on each surface. One behind the bridge. The other five arrays were on the engineering section: one on the ventral surface, two lateral ventral arrays on the warp nacelle pylons, and two aft arrays on the underside of the lateral pylon. ( Star Trek: Voyager ; VOY : " Resolutions ") Two separate phaser banks in the aft torpedo launchers ( VOY : " Dragon's Teeth "), one aft phaser bank was located behind the second tractor beam emitter, in the aft section of Deck 14 ( VOY : " Think Tank "), and an embedded emitter was located on the ventral surface of the ships right nacelle. ( VOY : " Unimatrix Zero ")

The later Sovereign -class starships originally had twelve arrays, including seven dorsal arrays and five ventral arrays. ( Star Trek: First Contact ) By 2379 , four additional arrays were added to the nacelle pylons of the Sovereign -class USS Enterprise -E , bringing the total complement of arrays to sixteen. ( Star Trek Nemesis )

In 2371 , Korinas asked Benjamin Sisko for information on the USS Defiant 's phaser array. ( DS9 : " Defiant ") In the early months of the Dominion War , the crew of the Defiant placed depleted phaser array power cells in the mess hall as a sign they would not stop fighting. ( DS9 : " Behind the Lines ")

Cardassian Galor -class vessels were equipped with multiple phaser arrays which could cover 360 degrees. These were used during Operation Return primarily to destroy Federation attack fighters . ( DS9 : " Sacrifice of Angels ")

Actually, the TMP and WOK phasers were the same size. In fact, a few of the stunt phasers from TMP were repainted for use in WOK ( the one on the lower right). I've held two different TMP screen used stunt phasers and the hero WOK phaser seen on the lower left pic. As far as I can tell all of the TMP phasers were only 2 piece vac formed pulls (left and right sides). The only 3 piece constructed phaser I've seen is the WOK hero and the electronics in it are much different from the TMP version.

Have you asked the producers of Star Trek?

No I didn't. I have asked Brick Price who did the props on TMP but, obviously, he never answered me. I gave up the idea to gather additionnal informations about that wonderful prop.

Have you asked them about the people who designed it?

I'm obsessed with this prop too - and the Khan version... I had a brief discussion with Karl Tate about this very subject - some time ago. He was very helpful, as always. My feelings are that the Playmates version is closer to the prop in what I call the 'nose' area - the top surface between the tip if the emitter face, and the front edge of the control plate. However, the DST version tapers more than the Playmates, from behind the 'Crystal housing' disk to the rear of the weapon, but not enough. It's almost as though a hybrid of these two versions would produce a perfect TMP prop. I don't think the 'reboxed' DST TMP version is as accurate as it could be, and it would be interesting to know what asset was used to produce the Playmates. Here's the DST TWOK version next to a screencap from STMP, and the DST next to a cap from TWOK, to illustrate the nose and rear taper differences. Ok, the angle of the DST phaser doesn't match exactly with the phaser in the screencap - but that only affects the width, not the height. It's also interesting to note in the screencap from TWOK, the trigger button is much lower than shown in pictures of other actual screen used props. I'd certainly encourage a friendly, open discussion concerning both TMP and TWOK phaser props, as there doesn't seem to be much in the way of TMP reference material. Cheers all!

Wow, thanks for all the pictures Benjo, those are great! I got lucky with a local purchase of the DST TMP and TWOK phasers a few years ago, I'm very very happy with them for what they are, but it's fun to compare them to the real ones.

Benjo - thanks sooooo much for the pics! Fantastic. That proto TWOK is interesting! Thanks especially the two TMP pics, with the clear tape, and the side on pic of the phaser facing to the left. I'll get a few more comp pics up later, but for now here's a couple more TWOK caps. Sorry for the quality. Kirk's seems to be much longer than the standard hero we know and love - I seem to remember the first phasers built for TMP were deemed too large, and had to be reduced in size considerably. The other cap of McCoy's was very difficult to get with my clunky dvd player. It too *appears* to be quite long. However, lens distortion does all kinds of things to perception and scaling, as I've discovered over the years.
