Single Gulf tourist visa to be introduced within two years, minister says

The initiative is an integral part of the gcc 2030 tourism strategy.

A single unified tourist visa system that would simplify travel within the GCC region and boost tourism across the Gulf states, is expected to be rolled out within the next two years, Abdulla bin Touq, UAE’s Minister of Economy has said.

The meeting of GCC tourism ministers held recently in Oman “unanimously" endorsed its introduction and this will be presented at the coming GCC summit, state news agency Wam reported on Monday.

“Specific regulations and legislation for the visa will be developed, with a targeted roll-out between 2024 and 2025, subject to the readiness of each GCC country's internal systems,” Mr bin Touq said.

“This new visa will open doors to travellers, granting them access to six countries under a single, unified tourist visa , ultimately fostering economic synergy across the Gulf region.”

The minister also said the UAE is getting ready to welcome the new flow of international tourists with the introduction of the unified visa.

The Emirates Tourism Council has prepared a tourist route that interconnects its seven emirates, the minister said.

The Middle East's tourism sector has recorded the strongest post-pandemic rebound in the world, despite persistent global economic headwinds, according to HSBC.

The region, home to the biggest two Arab economies, Saudi Arabia and the UAE, is unique in recording a “total recovery” in terms of tourist arrivals in the first quarter of 2023, the bank said in a research report in August.

Mr bin Touq emphasised that the unified visa initiative is an integral part of the GCC 2030 tourism strategy, aimed at increasing the sector's contribution to the economy through increased inter-GCC travel and higher hotel occupancy rates.

The strategy aims to boost the number of visitors to GCC countries to 128.7 million visitors by 2030. That is up from 39.8 million last year, which was an increase of 136.6 per cent compared with 2021.

The minister also said that the GCC countries have “sophisticated and qualified travel and tourism infrastructure”.

The total number of hotels in the region reached 10,649 by the end of last year, recording a growth of 1.2 per cent compared with 2016. Out of that, the UAE alone has 1,114 hotels, ranking second in the region after Saudi Arabia, Mr bin Touq said.

Where are the Gulf Arab tourists? Israel’s hopes fall short

JERUSALEM (AP) — When Israel struck an agreement with the United Arab Emirates to open diplomatic ties in 2020, it brought an electrifying sense of achievement to a country long ostracized in the Middle East.

Officials insisted that Israel’s new ties with the UAE, and soon after with Bahrain, would go beyond governments and become society-wide pacts, stoking mass tourism and friendly exchanges between people long at odds.

But over two years since the breakthrough accords, the expected flood of Gulf Arab tourists to Israel has been little more than a trickle. Although more than half a million Israelis have flocked to oil-rich Abu Dhabi and skyscraper-studded Dubai, just 1,600 Emirati citizens have visited Israel since it lifted coronavirus travel restrictions last year, the Israeli Tourism Ministry told The Associated Press.

The ministry does not know how many Bahrainis have visited Israel because, it said, “the numbers are too small.”

“It’s still a very weird and sensitive situation,” said Morsi Hija, head of the forum for Arabic-speaking tour guides in Israel. “The Emiratis feel like they’ve done something wrong in coming here.”

The lack of Emirati and Bahraini tourists reflects Israel’s long-standing image problem in the Arab world and reveals the limits of the Abraham Accords, experts say.

Even as bilateral trade between Israel and the UAE has exploded from $11.2 million in 2019 to $1.2 billion last year, the popularity of the agreements in the UAE and Bahrain has plummeted since the deals were signed, according to a survey by the Washington Institute for Near East Policy, an American think tank.

In the UAE, support fell to 25% from 47% in the last two years. In Bahrain, just 20% of the population supports the deal, down from 45% in 2020. In that time, Israel and Gaza militants fought a devastating war and violence in the occupied West Bank surged to its highest levels in years.

Israeli officials say Gulf Arab tourism to Israel is a missing piece that would move the agreements beyond security and diplomatic ties. Tourist visits from Egypt and Jordan, the first two countries to reach peace with Israel, also are virtually nonexistent.

“We need to encourage (Emiratis) to come for the first time. It’s an important mission,” Amir Hayek, Israeli ambassador to the UAE, told the AP. “We need to promote tourism so people will know each other and understand each other.”

Israeli tourism officials flew to the UAE last month in a marketing push to spread the word that Israel is a safe and attractive destination. The ministry said it’s now pitching Tel Aviv — Israel’s commercial and entertainment hub — as a big draw for Emiratis.

Tour agents say that so far, betting on Jerusalem has backfired. The turmoil of the contested city has turned off Emiratis and Bahrainis, some of whom have faced backlash from Palestinians who see normalization as a betrayal of their cause . The Palestinian struggle for independence from Israel enjoys broad support across the Arab world.

“There’s still a lot of hesitation coming from the Arab world,” said Dan Feferman, director of Sharaka, a group that promotes people-to-people exchanges between Israel and the Arab world. “They expect (Israel) to be a conflict zone, they expect to be discriminated against.”

Feferman also cited Israel’s tight coronavirus restrictions that were in place for 2021 and for part of 2022, as well as the lack of waivers for visas for Bahrainis, as factors limiting tourism from the Gulf region.

He said he felt the trips left his visitors with a positive impression of Israel. Yet after leading two groups of Bahrainis and Emiratis to Israel, Sharaka shifted its focus away from the Gulf visits.

When a group of Emirati and Bahraini social media influencers in 2020 visited the Al Aqsa Mosque compound, the third-holiest site in Islam, they were spat on and pelted with shoes in Jerusalem’s Old City, said Hija, their tour guide.

When another group of Emirati officials visited the flashpoint site accompanied by Israeli police, they drew the ire of the grand mufti of Jerusalem, Sheikh Muhammad Ahmad Hussein, who issued a religious edict against Emiratis visiting the mosque under Israeli supervision.

Most Emiratis and Bahrainis who have visited Israel say they forgo their national dress and headscarves in order not to attract attention.

The Islamic Waqf, which administers the mosque, declined to answer questions about the number of Emirati and Bahraini visitors and their treatment at the compound.

Palestinian rage against Emiratis is not confined to the sacred esplanade. Emirati citizens visiting and studying in Israel say they face frequent death threats and online attacks.

“Not everyone can handle the pressure,” said Sumaiiah Almehiri, a 31-year-old Emirati from Dubai studying to be a nurse at the University of Haifa. “I didn’t give into the threats, but fear is preventing a lot of Emiratis from going.”

The fear of anti-Arab racism in Israel can also drive Gulf Arabs away. Israeli police mistakenly arrested two Emirati tourists in Tel Aviv last summer while hunting for a criminal who carried out a drive-by shooting. Some Emiratis have complained on social media about drawing unwanted scrutiny from security officials at Israel’s Ben-Gurion Airport.

“If you bring them here and don’t treat them in a sensitive way, they’ll never come back and tell all their friends to stay away,” Hija said.

Benjamin Netanyahu, who returned for a sixth term as prime minister last week , has pledged to strengthen agreements with Bahrain, Morocco, the UAE and Sudan. Formal ties with Sudan remain elusive in the wake of a military coup and in the absence of a parliament to ratify its U.S.-brokered normalization deal with Israel.

As a chief architect of the accords, Netanyahu also hopes to expand the circle of countries and reach a similar deal with Saudi Arabia.

Yet experts fear his new government — the most ultranationalist and religiously conservative in Israel’s history — could further deter Gulf Arab tourists and even jeopardize the agreements. His government has vowed to expand West Bank settlements and pledged to annex the entire territory, a step that was put on hold as a condition of the initial agreement with the UAE.

“We have a reason to be worried about any deterioration in relations,” said Moran Zaga, an expert in Gulf Arab states at the University of Haifa in Israel.

So far, Gulf Arab governments have offered no reason for concern.

The Emirati ambassador was photographed warmly embracing Itamar Ben-Gvir, one of the coalition’s most radical members, at a national day celebration last month. And over the weekend, the UAE’s leader, Sheikh Mohammed bin Zayed Al Nahyan, called Netanyahu to congratulate him and invite him to visit.

It’s a different story among those who are not in the officialdom.

“I hope that Netanyahu and those with him will not set foot on the land of the Emirates,” Abdulkhaleq Abdulla, a prominent Emirati political scientist, wrote on Twitter. “I think it is appropriate to freeze the Abraham Accords temporarily.”

DRIFTx: Abu Dhabi, Joby partner to set up, scale electric air taxi ecosystem

The agreement aims to develop a full air taxi ecosystem, including training, infrastructure and flight operations, as well as a manufacturing presence in Abu Dhabi

Joby Aviation, a company that develops all-electric aircraft for commercial passenger service, has inked a strategic partnership with key governmental entities in Abu Dhabi.

The multilateral memorandum of understanding (MoU) signed between Joby Aviation and the Department of Municipalities and Transport – Abu Dhabi (DMT), the Abu Dhabi Department of Economic Development (ADDED), and the Department of Culture and Tourism – Abu Dhabi (DCT Abu Dhabi) paves the way for Joby to establish and scale air taxi services not only in Abu Dhabi but also beyond.

Joby is listed on the New York Stock Exchange and has raised more than $2bn in funding so far, including investments from Toyota, Delta Air Lines, SK Telecom, Uber and Baillie Gifford.

Last year, in November, J oby ’s aircraft became the first electric air taxi to fly in New York City.

In February, the company wrapped up the third of five stages required to receive type certification for its aircraft from the US Federal Aviation Administration.

Joby’s aircraft was also on display for the first time in Abu Dhabi at the DRIFTx event in Yas Marina.  The craft can carry a pilot and four passengers at speeds of around 200 miles per hour (321 km/h) with zero operating emissions and a low acoustic footprint.

Its maximum range of 100 miles (161 km) would enable fast and clean air travel both within Abu Dhabi and across the wider UAE, with a journey from Abu Dhabi to Dubai taking around 30 minutes compared with around two hours by car during rush hour.

Joby and Abu Dhabi entities to work to build seamless connectivity between emirates

The MoU inked at DRIFTx reflects the immense support Joby received for being part of the Smart and Autonomous Vehicles Industry (SAVI) cluster.

Mohamed Ali Al Shorafa, chairman of DMT, hailed the partnership as a leap forward in advancing advanced mobility solutions. “Through the emirate’s SAVI cluster and this visionary partnership with Joby , we are not only laying the foundation for cutting-edge air taxi services but also shaping the future of transportation; igniting a journey where the sky is no longer the limit, but the beginning of endless possibilities.”

The partnership builds upon Joby’s existing commitments to the UAE, including the exclusive right to operate air taxi services in Dubai, anticipated to commence as early as next year.

Moreover, the agreement opens up opportunities for inter-emirate air taxi services between Abu Dhabi and Dubai.

The company and UAE’s General Civil Aviation Authority (GCAA) have also been working closely to advance the introduction of air taxis.

“We’re looking forward to delivering a fantastic experience for our future customers in Abu Dhabi and we’re excited to be unlocking the potential for zero-emissions flight between Abu Dhabi and Dubai,” said JoeBen Bevirt, founder and CEO of Joby Aviation.

Prioritising safety and efficiency, the GCAA regulatory framework builds upon FAA standards with additional company testing and analysis complemented by stringent regulator oversight and review processes to commence early operations.

Agreement aligns with tourism objectives

The partnership also aligns with the Tourism Strategy 2030, as highlighted by Mohamed Khalifa Al Mubarak, chairman of DCT Abu Dhabi. “The introduction of scale air taxi services marks a significant addition, enhancing accessibility to natural attractions, tourist hotspots, and architectural landmarks, thereby elevating overall visitor experiences,” he said.

In related news, the UAE’s first operational vertiport for electric vertical take-off and landing aircraft (eVTOLs) also debuted at DRIFTx.

The initiative is credited to the efforts of Abu Dhabi Investment Office (ADIO), GCAA, and Abu Dhabi Mobility (AD Mobility), an affiliate of DMT.

Unwto 2021: a year in review, 2021: tourism united, resilient and determined.

2021 has been a year of learning and adapting for tourism. It has proven that only by working together can the sector overcome challenges and embrace opportunities.

Gathering the global tourism community and developing concrete actions, UNWTO has led tourism’s response with the vision of not only restarting, but doing so in a more inclusive, innovative and sustainable way.

January - March

As global tourism faced up to a second year of unprecedented crisis , UNWTO began 2021 by counting the cost so far . At the same time, however, the emergence of vaccines brought hope . The Global Tourism Crisis Committee met to explore what this meant for safe travel and the restart of tourism, while the announcement of the winners of the UNWTO Global Start-up Competition recognized the role culture and creativity will play in tourism’s restart and recovery .  

April - June

Collaboration and innovation were the focusat the start of the second quarter. UNWTO partnered with IATA on a new Destination Tracker to give both tourists and destinations clear, impartial and trusted advice. And a new Start-up Competition was launched to find the best ideas for accelerating rural development through tourism. In May, the launch of the Best Tourism Villages by UNWTO generated significant interest from Members in every global region. 

July - September

As destinations in Europe welcomed tourists back for the peak summer season, UNWTO highlighted the role of  digital solutions for the safe restart of the sector. But UNWTO also looked ahead, to a more sustainable future , working with key partners to  reduce plastic waste and consumption across every part of the sector. Together, we celebrated World Tourism Day around the theme of Tourism for Inclusive Growth, a message of solidarity and determination that was echoed on a global scale.

October - December

The final quarter of 2021 began with cautious optimism as UNWTO’s Barometer showed signs of improvement in tourist arrival numbers during the summer season in the northern hemisphere. A new partnership with Netflix will bring the message of tourism as a driver of opportunity to a massive global audience, while in November, UNWTO was tourism’s voice at COP26 and signatories to the landmark Glasgow Declaration keep growing. Finally, against the backdrop of the UNWTO General Assembly , the programme of work for the coming biennium was approved and 77% of Members voted to secure a second mandate for the Secretary-General from 2022-2025.

Growing and Moving Forward

UNWTO brings together political leaders from across the globe to deliver a strong, coordinated response. Governments, destinations, fellow UN agencies and international organizations met at key international events joining efforts to rethink tourism. Institutional coordination has proven crucial to find the solutions that build a smarter, greener and safer tourism.

Leaving Nobody Behind

The pledge to ‘ leave nobody behind ’ means nobody should miss out : Not now as we support the sector in the face of crisis, and not in the future as tourism starts again. Tourism is a proven driver of equality and opportunity. And that’s why we turn words into actions, delivering guidelines and action plans , to ensure everyone can enjoy the opportunities tourism brings.

A Shared Vision

Advancing the transformation of the tourism sector , partnerships are the only way forward. In 2021, UNWTO signed agreements with international organizations and the private sector to step our vision for the future of tourism: innovation , education , sustainability , green investment , rural development.

World Tourism Barometer: September 2022

UNWTO updates World Tourism Barometer and reports international tourism back to 60% of pre-pandemic levels from January to July 2022

Below are excerpts from the September 2022 release of the UNWTO Tourism Barometer :

• The steady recovery reflects strong pent-up demand for international travel, especially in the months of June and July which are part of the Northern Hemisphere summer season. The easing or lifting of travel restrictions in an increasing number of countries also contributed to boost results.
• International tourist arrivals almost tripled (+172%) in January-July 2022 compared to the same period of 2021. Numbers climbed from -64% in January 2022 (versus 2019) to -28% in July, the strongest month since the start of the pandemic.
• Asia and the Pacific (+165%) saw arrivals more than double in the first seven months of 2022, though they remained 86% below 2019 levels.
• The ongoing recovery can also be seen in outbound tourism spending from major source markets. Expenditure from France was at -12% in January-July 2022 compared to 2019 while spending from Germany stood at -14%. International tourism spending remained at -10% in Belgium, -23% in Italy and -26% in the United States.
• The uncertain economic environment seems to have reversed prospects for a return to pre-pandemic levels in the near term. 61% of UNWTO Panel of Experts now see a potential return of international arrivals to 2019 levels in 2024 or later while those indicating a return to pre-pandemic levels in 2023 has diminished (27%) compared to the May survey (48%).

The situation for tourism remains rather unusual as a result of the ongoing COVID-19 pandemic.

The crisis has marked a significant change for everyone, and above all for tourism, one of sectors hit hardest by the virus. 2020 was the year in which international tourism came to a near-complete standstill, and the only alternatives were domestic and local tourism.

2021 has seen some improvements, but only in a very subtle way as restrictions are still in place and many countries keep their borders fully or partially closed.

It is difficult to make an estimate for 2022 as it is not known how the pandemic will evolve. However, it is possible to talk about the new tourism trends that are likely to emerge over the coming year: – International travel with restrictions still maintained by both destinations and airlines in order to offer 100% security to the consumer.

– Reinforcement of COVID-19 testing; two years after the pandemic, COVID testing will still be in place as a preventive measure. – Conscious travel will be advocated. Travel to more distant destinations, but with prolonged durations of stay, as consumers look to enjoy as much of each place they visit as possible. – Green travel. Climate change is a problem that is present and growing. Consumers now are much more responsible and aware of the reality they live in on daily basis.

– A new trend is the “ed-ventures”. It is about combining education and holidays for the youngest members of the family. While adults may need to telework or attend meetings, their children can be doing workshops and learning in a playful way.

Tesla CEO Elon Musk arrived in Beijing on Sunday for a surprise visit, where he is expected to meet senior officials to discuss the rollout of Full Self-Driving software and permission to transfer data overseas, according to a person with knowledge of the matter.

The European Union criticised Russia on Saturday for putting subsidiaries of one Italian and one German company under the "temporary external management" of a Gazprom entity, saying the move underscored Moscow's disregard for international norms.

Russian City Freezes After Electricity Fails

A power outage in Russia's Siberia region left almost half of the city of Omsk without power amid subzero temperatures.

Vladimir Shnipko, Omsk's minister of energy and housing and communal services said there was an emergency shutdown at the Tavricheskaya substation. On Wednesday at around 5 p.m. local time, the lights suddenly went out in several areas of Omsk, including in both central regions of the city, and in rural areas, local media reported.

There have been large-scale power outages nationwide since the new year, leaving Russians to grapple with freezing temperatures as authorities work to restore heat to homes. Power outages have also struck St. Petersburg, Rostov, Volgograd, Voronezh, Primorsky Territory, Yekaterinburg and Novosibirsk in Siberia.

Omsk's regional governor, Vitaly Khotsenko, said that power has been restored in the Lyubinsky, Sargatsky, Tarsky and Ust-Ishimsky municipal districts of the region. "Energy workers continue to work," he said.

Local authorities were cited by Russia's state-run news agency as saying that most consumers who received electricity from the Tavricheskaya substation had their power restored within 30 minutes.

"The power supply to consumers of the 500 kV Tavricheskaya substation was completely restored in less than two hours. Most of it was powered within half an hour. The emergency automatics were activated at the substation. There was no damage to the equipment of the power facility," the news agency was told.

Anton Gerashchenko, an adviser to Ukraine's minister of internal affairs, shared a video on X, formerly Twitter , purportedly showing Omsk in darkness amid the power outage.

"Russians are ready to freeze without electricity and heat but continue supporting Putin and the 'special military operation'," he wrote, referring to the Kremlin's term for its ongoing war in Ukraine.

Newsweek has contacted Russia's foreign ministry for comment by email.

Elsewhere, approximately 25 percent of Moscow region was affected by power outages this week after a heating main burst at the Klimovsk Specialized Ammunition Plant in the town of Podolsk, which is around 30 miles south of central Moscow on January.

Affected areas included the cities of Khimki, Balashikha, Lobnya, Lyubertsy, Chekhov, Naro-Fominsk, and Podolsk, a map published by a Russian Telegram channel and shared on other social media sites showed.

Other Russian media outlets reported that in Moscow, residents of Balashikha, Elektrostal, Solnechnogorsk, Dmitrov, Domodedovo, Troitsk, Taldom, Orekhovo-Zuyevo, Krasnogorsk, Pushkino, Ramenskoye, Voskresensk, Losino-Petrovsky, and Selyatino are also without power.

Russia and Ukraine sent drones targeting each other’s capital cities over the weekend in signs of renewed intensity for their aerial warfare .

Drones were shot down on both Saturday and Sunday in areas around Kyiv and Moscow . Air defence systems for both sides intercepted attacks and no casualties were reported.

Multiple drones that were heading for Moscow and Russia’s border areas on Sunday were downed by Russian air defence systems over the weekend, officials said.

Kyiv has promised to wage a major drone campaign against Russia this winter , as bad weather conditions make it difficult to conduct operations on the ground.

Russian air defence units in Moscow intercepted a drone targeting the Russian capital, mayor Sergei Sobhyanin said on Telegram.

He said defence units in the Elektrostal district in the capital’s east intercepted the drone. Falling debris resulting from the operation had caused no damage or casualties, the mayor said, citing preliminary information.

Russia’s defence ministry confirmed the drone strike on Sunday night, as is typical describing the Ukrainian military operation as a “terrorist attack”.

“On 19 November at 23.20 Moscow time, an attempt by the Kyiv regime to carry out a terrorist attack using an aircraft-type UAV [unmanned aerial vehicle] on targets in Moscow and the Moscow region was stopped,” it said on its official Telegram channel.

“Duty air defence systems intercepted an unmanned aerial vehicle over the territory of the Moscow region.”

A second drone targeting Moscow was also intercepted by Russia’s air defence systems at around 1am.

The UAV was destroyed over the territory of the Bogorodsky district in Moscow, it said.

This comes after Russian authorities on Saturday said they shot down a Ukrainian drone heading for the border region of Bryansk.

The defence ministry said on-duty air defence systems destroyed the drone over Bryansk. It did not mention any casualties or damage from the attack.

Russia has also begun targeting Kyiv again after a 52-day break in air raid sirens for the Ukrainian capital.

On Saturday, Ukrainian officials said all drones heading towards Kyiv were destroyed but some hit infrastructure facilities elsewhere in Ukraine.

A day later, a wave of Iranian-made Shahed drones from Russia targeted Kyiv overnight.

The drones targeted the Ukrainian capital and the Cherkasy and Poltava regions, according to a military statement. Ukrainian anti-aircraft systems shot down 15 of 20 drones targeting the areas.

Serhii Popko, the city’s military administration spokesperson, said the drones attacked Kyiv from different directions in waves that were “constantly changing vectors”.

Ukrainian officials had warned Russia would step up aerial assaults during the winter months.

Meanwhile, the British defence ministry said there were “few immediate prospects” for major change along the Ukrainian frontline as the war enters its second winter.

In a statement, it said intense fighting was concentrated near Kupiansk in the Kharkiv region, Avdiivka in Dontesk and on the left bank of the Dnipro river, where Ukrainian forces have established a bridgehead.
